: Raksha Schedme - Resurvey Project in the Urban Lands &
Habitations – Creation of Urban Land Data Base by purifcation of
existing survey records and correlating the Revenue Land Records/
TSR Data with EPR data – SOP for the ULBS where GIS Survey data
not available – Certain instructions issued – Regarding.

It is to informed that, as a part of Resurvey Project in Urban Lands
and Habitations, this ofce has developed Data Entry Screens to enter the
ULB profle & instructions were issued to enter the data vide ref. 1 st cited,.
Further, it is proposed to prepare Urban Land Data base by correlating the
Assessment records with the ULBs Cadastral data base with Survey
Numbers as per TSR/RSR/FLR etc., Accordingly, Data Entry Screens are
developed and to enter the data into the screens draft SOP prepared &
circular instructions issued vide ref. 2nd Cited.,

Meanwhile, all the Commissioners of ULBs in the State are instructed


to take up only desk work to be carried out for updating the data in Form-
16A & 16AA Screens until further orders.

In this connection, newly formed ULBs & those ULBs having merged
villages does not have the earlier GIS survey data with building
footprints.Hence to prepare Urban Land Data Base in ULBS where there is
no earlier GIS survey data, a draft SOP is prepared and enclosed herewith.

Therefore, all the Commissioners of Newly formed ULBs & of those


ULBs having newly merged villages in the State are requested to go
through the SOP and keep ready the connected records i.e.,
TSR/RSR/FLR/SFA and assessment records etc., to start data entry
whenever the Screens are enabled by this ofce for updating the data in
Form-16A & 16AA in the Ward Administrative Secretaries Logins.

Further, the Regional Directors are also requested to monitor and


ensure that the entire digitization process in all ULBS goes on properly as
per given Standard Operating Procedure.

Available Data

 GIS data base of Building foot prints and Door numbers are not
available for newly formed ULBs and newly merged villages in the
existing ULBs.
 GIS data base of Cadastral information of Revenue Survey Numbers and
Village Boundaries are available for all 123 ULBs.
 For Property Tax collection, ERP database was prepared by mapping the
Assessments with each Ward Secretariat and that data will be provided
to each ULB.
 Ward Secretariat Boundaries are available for all 123 ULBs in Google
Earth (KML) format.

Data will be Provided by O/o CDMA

 Village wise Cadastral Maps are available with GIS Team of O/o CDMA,
AP.
 The prepared Ward Secretariat wise Maps by overlaying the both
Cadastral boundaries & Ward Secretariat boundary/ ULB boundary will
be made available to each Ward Secretariat through Ward
Administrative Secretary’s Log-in.
 16A form with ERP data and Cadastral data excel sheet with a blank
column for Survey Number & extent

Data to be prepared by respective ULBs

 Ward Secretariat boundary & ULB boundary *.KML files shall be


prepared by each WPRS / Town Planning in-charge and submit to GIS
Team of O/o CDMA, AP.

Before starting PoLR activity ULB PMU Team shall ensure clear boundary
demarcation by following regular norms in Vogue.
 Ward Secretariat Team shall map the Door Numbers (including Survey
Number) in Google Earth or Cadastral Map provided by O/o CDMA in 16A
excel format.
 If a Revenue village is declared/notified as one Ward Secretariat, it is to
map all Survey numbers and Door Numbers for that Ward Secretariat.
 If a Revenue village consists of more than one Ward Secretariat,
boundaries of all those ward secretariats shall be verified once again
with the neighbouring Ward Secretariat Survey Team and to map Survey
numbers and Door Numbers accordingly.
 Ward Survey Team shall prepare an area statement –i.e. Survey Number
wise(Full/Part), Survey Ward wise & Ward Secretariat wise & Revenue
village wise for cross verification of data.
