Step-II: Issue of notice / Intimation

A. After verifying all the record data base, issue notice to the concerned
authorities in Form-3 (enclosed) & for display of notice in the notice board of
the ULB/Ward Secretariat in Form-4 (enclosed)
B. All the notices are issued by the WPRS (Survey Officer as per G.O. 378
Revenue) on behalf of the Survey Team.

Step-Il: Demarcation of ULB Boundry

A. The Survey teams shall identify the ULB/ Village Tri-Junction Bi-junction
Survey Stones which are intact on ground by conducting survey using
Existing Traverse Data / Cadastral Map/Revenue Map/FMB or Ward & Block
Map. The Survey Teams shall observe Geo-coordinates of at least three such
points and convert the existing Traverse Data / Cadastral Map/Revenue
Map/Town Survey Map into Digital format and generate Geo-coordinates of
each Traverse point in the system.
B. Aftergenerating Geo-coordinates for ULB Traverse Map/Cadastral
Map/Revenue Map, stack out all the points on ground. Then re-fix the
Village/ULB Boundary points other than Traverse Points using Town
Survey ROMs or FMBs and see that all Village /ULB Boundary points are
re-fixed on ground accurately. In this
process, if any point/points are
deviated from existing settled boundary
point, test check that point with
reference to FMBs. If the existing survey mark is intact
on ground and
the stack out point is found
deviated, finalize the existing point and see
that all village/ ULB boundaries are re-fixed with reference to

C. Then observe and record

and generate ULB traverse data
and Village / ULB boundary

and the old Traverse data will be replaced with new traverse along the
village ULB boundary. The same data shall be adopted to the adjacent
ULBs

D. The Survey team should give a written notice in Form-3 to the WPRs
on both sides of a boundary about to be refixed, with proper
acknowledgement in Form-3(a). Observe and record the village / ULB
boundary as stated above in presence of the WPRS/VS with proper
attendanceas a token of their
presence and take their consent in
Form-4.
E. If the ULB/ Village
boundary forms the District boundary, the proposed
survey of such boundary shall be informed to the District Collector
and Assistant Director (Survey)of the adjacent District and observe
and record the Geo-coordinates of such boundary in presence of the
representative of the District Collector. In case of ny disagreement, the
Deputy Director of Survey&Land Records conducts survey and such
surveyed boundary shall be a final one.
F. If theULB/ village boundary forms the State oundary, the proposed
survey shall be intimated well in advance to the CSS&LR of the
State conductsurvey in presence of the
adjacent
representative of theCSSLRs.
G. When portion of a boundary of a ULB/ Village, which is being

demarcated, touches an adjacent State and such


boundary has been
already demarcated according to the survey rules of that State and
accepted as correct by the Local Government the marks

maintained by the Revenue Dept., with bio-metric authentication of the
Municipal Commissioner, Highest level officer of the Town Planning Dept., in
that ULB & Town Surveyor.
As per the instructions of CCLA, the Drone f1lying agencies who are
responsible for generating Ortho rectified Image (ORI Drone Image) have to use
KML files those in the Central Repository maintained by the Revenue Department
only and no other ".KML files. Hence all the commissioners are here by instructed to
take utmost care while fixing ULB boundary. If there is any deviation noticed in the
above directions, the matter will be viewed seriously and stringent action will be
initiated as per rules and procedure in vogue.

All the RDMAs, RDDTPs & DTCPOs in the State are requested to guide the
Commissioners of ULBs in their region and ensure the above instructions are
complied with by them. Further, all the RDMAs are also requested to obtain the
information (Day to Day) as instructed above and collect the information from the
ULBs and submit consolidated information to this office, without fail.

The attention of all the Commissioner of ULBs in the State to the
references cited and it is to inform that in the reference 1 st cited the
Government have accorded administrative approval to take up Resurvey
Project in the entire State utilizing the hybrid technology including drones,
Continuous Operating Reference Stations (CORS) Network. The
Government had also specifed that the Resurvey Project to include all
Agricultural Lands, Village sites in Grama Panchayats and also all urban
lands & habitations.

Further, the Commissioner, Survey and Land Records fnalized the


agencies for above work and issued award of work for “Hiring of Drone
Services for large scale mapping in urban local bodies” in the state under
Resurvey Project. Considering the same, already instructions were issued
to constitute Urban Local Body Level Monitoring Committee, keep ready
the copies with boundaries in KML format, to identify and keep ready the
Ground Control Points (GCPs), to establish a Project Management Unit, to
identify & fi the Government lands as per the original boundaries/
records & to identify Master trainers in the ref. vide 5th & 6th cited.

In the part of Resurvey process, the POLR activity is very crucial and
for purifcation of Agricultural Lands procedural instructions were issued
in the Circulars in the reference 7 th cited, by CCLA and same may be
followed.

As a part of resurvey, basing on one of the principle of Surveying i.e.,


“Working from Whole to part” this ofce has issued instruction for
demarcation of ULB Boundary through circular-II vide ref 9th cited.

For identifying & demarcation of Govt., Properties / Lands for the


ULBs, the following steps should be followed.

Step-I: Records verifcation & Data Preparation: All the MCs are
requested to obtain the land records i.e., Manuscript RSR, Manuscript Old
Adangal, 7 (R) Register, VIII(A) Register, Anneiure I to IV Assigned lands,
Inam Lands, Urban land ceiling Lands, Donka Poramboke, DK Register,
Webland Adangal, Village Map - Manuscript copy and Digitized Village
Map, All Manuscript/FMB’s of the Village and Digitized FMB’s. 22(A)
Database, Sarkarbhoomi Database, Property watch Register, Other similar
records dealing with record of rights, Survey etc of the Village from the
concerned Thasildars.

As per RSR/TSR the following points to be observed:


1. As per RSR Identifcation & Collection of Govt. property data from
Manuscript RSR records, Manuscript Old Adangal. In case of TSR
Identifcation & Collection of Govt. Property data from Town Survey
register / Ward Maps & Block Maps, & Old Manuscript RSR records.
2. Land classifcation changes to be verifed in 7 (R) Register
3. Any award passed to be verifed in VIII(A) Register
4. As per the Anneiures I to IV Assigned lands, Endowment Lands, Inam
land, Urban land ceiling lands, Forest lands, Donka Poramboke etc., to
be verifed.
5. DK register to be verifed for any assignments in Lands
6. As per RSR Webland Adangal data to be verifed. In case of TSR Old
Adangal data to be verifed
7. Village Map - Manuscript copy and Digitized Village Map.
8. All Manuscript/FMB’s of the Village and Digitized FMB’s.
9. 22(A) Database –available in Tahsildar Ofce/ with Registration
Department
10.Verify the details in Sarkarbhoomi Database
11.Other similar records dealing with record of rights, Survey etc., of the
Village
12.Assets Register to be verifed for water bodies, well sites, community
sites donated by public & Govt, Burial Grounds, slaughter house sites,
Municipal Toilets sites, Dhobi khana sites, Municipal Market sites,
Dumping yard sites, etc.,
13.Property watch Register to be verifed

14.Layout (Authorized & unauthorized list) register to be verifed for


Layout Open Spaces, Community sites, sites kept reserved by Govt. for
other purposes, to be uploaded in Central repository maintained by
Revenue Dept.,
15.Street survey records to be verifed for encroachments, LA streets to
be verifed.

Step-II: Issue of notice / Intimation


A. After verifying all the Govt. property record data base, issue notice /
intimation to the Departments and neighbouring Private Property
Owners in prescribed formats i.e., Form-5 & 6 ( enclosed )
B. All the Notices should be issued by WPRS who is the Survey Ofcer as
per GO.MS.NO.378, Revenue on behalf survey team.

Step-III: Demarcation of Govt. Land with Rovers


A. All Govt. properties/vacant lands, local body properties in the urban
area shall be identifed and demarcated in the presence of respective
department and neighbouring owners and collect real time Geo-
coordinates with the help of GNSS Rovers, CORS Network nearby
station as Base Station, under the supervision of Town Planning
Section Head./Town surveyor/Mandal surveyor.

Step-IV:Stone Plantation
A. Every Survey stone must be frmly imbedded. Not more than one - third of its
length should be visible above the ground. The pit to receive the stone should
be made slightly larger than the stone and a small quantity of earth put in at
a time and well tamped.
B. Plant (B- Class) Survey stones at the above demarcated points and get
them whitewashed, before drone fying.

Step-V:Prepartion of *.KMLfle
A. After demarcating all Govt. properties/vacant lands, local body
properties in the urban area, *.KML fle to be developed after geo-
referencing Rover Data in Global Mapper Software.
B. Developed *.KML fle shall be submitted online into the Central
Repository maintained by the Revenue Dept., with bio-metric
authentication of the Municipal Commissioner, Highest level ofcer of
the Town Planning Dept., in that ULB & Town Surveyor.
C. SOP for preparation of Geo-referenced survey ward maps in Town
Survey Areas.
1. Number of Town survey wards to be listed out
2. Town survey ward consists of block maps i.e., with real time ground
measurements of the block
3. Now the present work of urban Re-survey requires the preparation of
correlation maps for each property.
4. Also need to note down the correlation survey number / Town survey
number for each property.
5. To address the correlation problem:

All Block maps which are in scanned version & needs to be


digitized and joined together survey ward wise; for its Geo-
referencing.
Step: -2
Geo-referencing needs collection of two or three known survey
stone points, With DGPS instrument for its updating on to the
above survey ward for proper Geo-referencing on GIS Plot form
(Global mapper/ any other tool)
6. Further government Lands, needs to be demarcated durably with
planting suitable survey stones, along the Boundaries; with Arrow
marks/S marks on the top of the stone as prescribed by the CSS&LR
7. Government lands needs to be listed out survey ward wise basing on
the T.S.R/R.S.R in case of Agriculture wards (Village Maps)
8. Town surveyor/Mandal Surveyor concerned is responsible for its
demarcation durably with stones
9. The above Georeferenced. *kml of survey ward maps (i.e.
Joining/Mosaicking of Block maps) shall help in identifcation of the
Government land boundaries (Indicatively)
10.The detailed demarcation with reference to the survey Block maps
only will help for fnaliiation Government survey number/Town
survey number demarcation on ground by the town surveyor.
11.The preparation of survey ward/Revenue village wise list of
Government lands and extents are to be maintained severally for
fnaliiation of the abstracts of the Government lands/ Correlation
statements as per the requirement under Form -31 and Form -32
(SOP- Urban Resurvey).

All the commissioners are hereby instructed to take utmost care


while fiing Govt. Property / Lands and also requested to submit their
information in the revised proforma-IV prescribed. If there is any deviation
noticed in the above directions, the matter will be viewed seriously and
stringent action will be initiated as per rules and procedure in vogue.

All the RDMAs, RDDTPs and DTCPOs in the State are requested to
guide the Commissioners of ULBs in their region and ensure the above
instructions are strictly complied by them and see that the work complete
at the early date. Further, all the RDMAs are also requested to obtain
information in the said above proforma-IV from the ULBs in their region
and submit information to this ofce, without fail.

The attention of all the Commissioners in the State are invited to the
references cited and informed that the Government have accorded
administrative approval to take up Resurvey Project in the entire State Urban &
Rural areas. Accordingly, the Commissioner & Director of Municipal
Administration has instructed the Commissioners are as follows;
• To Establish PMU unit at ULB level,
• Identify and demarcate their respective ULB boundary and
• Identify the Government lands respectively.

2. Further, it is to inform that as per the information ascertained from the


ULBs, most of the ULB have not initiated the demarcation of ULBs boundary
because of unavailability of Rovers.

/. Therefore, all the Commissioners of ULBs in the state are hereby


instructed to prepare the ULB boundary, Ward Secretariat Boundaries and
Election Ward Boundaries in co-ordination with Revenue department manually
with available Tri-junction and Bi-junction points and submit the above data to
this ofce in KML format by duly fowing the procedure attached in the
Annexure.

4. After the availability of Rowers, the above furnished Geo Co-ordinates can
be confrmed.

Annexure

Instructions on Demarcation of ULB Boundary for Resurvey

1. Initially every ULB has to ensure the coverage of their ULB area including
the merged villages in the published Gazette notifcation u/s 2(1) by AD (S
& LR) of the respective district as per the S & B Act 192/.
2. The WPRS i.e. the Survey ofcer (as per the G.O. /22 Revenue) have to
issue the below mentioned notices prior to demarcation of the ULB
Boundary.
/. Survey team identifes & fxes each Revenue Village boundary within the
ULB, by serving a notice to the concerned authorities in Form- / and for the
display of notice in the notice board of the ULB/Ward secretariat in Form-
4.
4. The Survey team has to demarcate the ULB boundary including the
extended Urban habitation boundary and scattered habitations if any,
jointly with Revenue Department and locate the Tri-junction and Bi-Junction
points.
/. The Town Surveyor/Mandal Surveyor along with WPRS have to capture the
Geo-cod’s data (Geographical Coordinates) of the identifed Tri-junction
and Bi-Junction points with the help of a Mobile Application “Mobile
Topography” or any other similar Application. A minimum of three bi-
junction/ tri-junction points in the diferent directions of the ULB need to be
captured for better accuracy.
2. The Cadastral Map need to imported into AutoCAD Software and the above
captured coordinated need to be Georeferenced using “POINT” command

Topography”, scaled and aligned using “ALLIGN” command and the fle
need to be saved in .DXF format.

for conversion of the same into KML format.

In the reference 1st cited the Government have accorded


administrative approval to take up Resurvey Project in the entire State
utilizing the hybrid technology including drones, Continuous Operating
Reference Stations (CORS) Network. The Government have also specifed
that the Resurvey Project also include that all Agricultural Lands, Village
sites in Grama Panchayats and also all urban lands & habitations.

2. In this connection, it is to inform that to start the Resurvey work the


original RSR/FLR/TSR are important for identifying Government lands,
Survey nos. in extent wise and also to cross verify the feld level
documents during the resurvey.

3. Therefore, all the Commissioners of the ULBs in the State are


requested to obtain the RSR/FLR Hard/Soft copies from Tahsildar / DSLR of
their respective jurisdiction, immediately as per the instructions issued
from time to time in this regard and keep ready the same for taking up
Resurvey in the ULBs.

2. It is reported that 52 ULBs have already completed the above said


training. Further the remaining 71 ULBs were directed to submit their
schedule on training to ward level survey teams & accordingly they have

ULBs are requested to complete the three-day training session to all the
ward level survey teams of their ULBs with the assistance of trained WPRS

In the reference cited above, a Workshop was conducted at ofce of
the C&DMA on how to fll Web application of Form-16A & 16AA and other
items on Resurvey with instructions to train the Ward Level Survey Teams
on the PoLR activity at their ULB level.

In this regard, it is to inform that during the course of PoLR activity


the Municipal Commissioners & their staf to be very cautious and shall not
share any Data to anyone. The information provided in Form-16A is given
as part of Resurvey process. Citizens will be informed about the resurvey
works during ground truthing by duly giving the notices as per approved
Standard Operating procedures. The Rights of the citizens will be
protected and opportunity will be provided during the Resurvey excercise
and Record of Rights will be prepared only after taking the property
owners into confdence.

Hence, all the Commissioners of ULBs in the state are instructed not
to distribute any notices to public at this point of time at your ULB level on
Urban Resurvey. Only Deskwork to be carried out for updating the data in
Form-16A & 16AA Screens until further orders.

Supervisory Team & Data (*KML fle) Transfer to Agency.
Activity-7 : Drone Flying.

Hence, all the Commissioners of the ULBs in the State are hereby
requested to scrupulously follow the Standard Operating Procedure on
various activities in Resurvey and take necessary action as per the SOP
and commence the Resurvey activities. The ULB PMUs, all the Survey
Teams and the Supervisory teams must be thoroughly trained in SOP on
Resurvey and take up the activities with utmost care and dedication
without any adverse remarks, since it is a very important Flagship
Programme of the Government.

The RDMAs and RDDTCPs are requested to monitor the Resurvey


work on regular basis and see that SOP issued for various activities are
properly followed.

Any deviations noticed in the above directions will be viewed


seriously and further action will be initiated as per Rules and procedure in
vogue.

In the reference 1st cited, Government have accorded

3. Further in this ofce letter vide reference 8 th cited, Government have


been requested to approve the draft Standard Operating Procedure (SOP)
from Post Drone Fly Activities up to Distribution of Hakku Pathram on
Resurvey. Accordingly, the Government have approved the SOP in the
reference 9th cited.

4. As per the approved Standard Operating Procedure (copy enclosed)


the following activities have to be taken up;

1. Drone Date Processing & ORI generation by Drone Agency.


2. Quality Check of ORI.
3. Ground Truthing.
4. Record integration/Data Processing after Ground Truthing.
5. Quality check by Supervisory Team of Ground Truthing done by
Ward Level Survey Teams.
6. Ground Validation.
7. Data updation after Ground Validation.
8. Quality Check of Draft Records.
9. Statutory Notices Section 9(2) & Section 10 of S&B Act 1923.
10. Appeal Phase.
11. Data Updation after appeal.

It is to informed that, as a part of Resurvey Project in Urban Lands
and Habitations, this ofce has developed Data Entry Screens to enter the
ULB profle & instructions were issued to enter the data vide ref. 1 st cited,.
Further, it is proposed to prepare Urban Land Data base by correlating the
Assessment records with the ULBs Cadastral data base with Survey
Numbers as per TSR/RSR/FLR etc., Accordingly, Data Entry Screens are
developed and to enter the data into the screens draft SOP prepared &
circular instructions issued vide ref. 2nd Cited.,

Meanwhile, all the Commissioners of ULBs in the State are instructed


to take up only desk work to be carried out for updating the data in Form-
16A & 16AA Screens until further orders.

In this connection, newly formed ULBs & those ULBs having merged
villages does not have the earlier GIS survey data with building
footprints.Hence to prepare Urban Land Data Base in ULBS where there is
no earlier GIS survey data, a draft SOP is prepared and enclosed herewith.

Therefore, all the Commissioners of Newly formed ULBs & of those


ULBs having newly merged villages in the State are requested to go
through the SOP and keep ready the connected records i.e.,
TSR/RSR/FLR/SFA and assessment records etc., to start data entry
whenever the Screens are enabled by this ofce for updating the data in
Form-16A & 16AA in the Ward Administrative Secretaries Logins.

ensure that the entire digitization process in all ULBS goes on properly as
