AN ACT
BANNING THE IMPORTATION OF NON-NATIVE ANIMALS TO THE PHILIPPINES

EXPLANATORY NOTE Center alignment, Bold, Uppercase

Importation of non-native animals is very dangerous to the environment and that’s


because of the harm they bring with them to our environment. Think if a type of snake
from Africa has somehow managed to survive and thrive in the Philippines then a lot
of native animals especially birds might be in danger and what is worse is that since
they are not native in the Philippines they will be the apex predator as nothing will
hunt them.

Importation-- the act of bringing goods or services into a country from abroad for
sale.

Importation is an act of trading goods with other country, it can range from,
building materials, food products, clothing, machines, cars and even animals which is
legal if it has been approved for shipping. Importation is good for building a strong
relationship with other countries as they can send goods that are not available
anywhere except in that country. If an animal not native to the Philippines managed to
pose a threat to the wildlife and environment, It is required to capture and handle it to
the authorities or kill on sight if it poses any danger to yourself and your family.

Banning-- the act or an instance of prohibiting or forbidding.

Banning is the act of prohibiting something or someone from doing things in the
legal way, this act will be useful if this law will be approved, as to those who will be
banned from importing animals are those who smuggled the animals illegally and will
only have permission for import if the animals will not pose a threat to our
environment and health. If an imported animal is found to be dangerous and pose a
threat to the environment then the people that imported the animals should be
checked if they are legally allowed and if not then we will have no choice but to
confiscate the evidences and prohibit them from entering the Philippines without their
countries approval.

In view of the foregoing, approval of this bill is earnestly sought

AN ACT
BANNING THE IMPORTATION OF NON-NATIVE ANIMALS TO THE PHILIPPINES

Be it enacted by the Senate and the House of Representation of the Philippines in


Congress assembled:

SECTION 1. Title. This act shall be known as “An Act Banning the Importation of
Non-Native Animals to the Philippines.” Do not copy the descriptive title. Create your
own short title
SECTION 2. Definition of Terms. For purposes of this act, the following terms
are defined:

(a) “Environmental Damage” Environmental damage or degradation is the


deterioration of the environment through depletion of resources such as air, water
and soil; the destruction of ecosystems and the extinction of wildlife.

(b) “Invasive Species” Invasive species cause harm to wildlife in many ways.
When a new and aggressive species is introduced into an ecosystem, it may not
have any natural predators or controls. It can breed and spread quickly, taking
over an area. Native wildlife may not have evolved defenses against the invader,
or they may not be able to compete with a species that has no predators.

(c) “Diseases” A disorder of structure or function in a human, animal, or plant,


especially one that produces specific signs or symptoms or that affects a specific
location and is not simply a direct result of physical injury.

(d) “Extinction” Extinction occurs when species are diminished because of


environmental forces (habitat fragmentation, global change, natural disaster, over
exploitation of species for human use) or because of evolutionary changes in their
members (genetic inbreeding, poor reproduction, decline in population numbers).

SECTION 3. Separability Clause. If, for any reason, any provision of these rules is
declared unconstitutional or contrary to law, the other parts or provisions hereof which
are not affected thereby shall continue to be in full force and effect.
SECTION 4. Repealing Clause. All prior rules, regulations, guidelines or practices
followed before the Commission which are inconsistent herewith are hereby repealed
or deemed modified accordingly.

SECTION 5. Effectivity Clause. These rules shall become effective twelve (12) days
after its publication in a newspaper of general circulation or the Official Gazette,
whichever comes earlier. Upon becoming effective, these rules shall be applied to
pending proceedings before the Commission to the extent that they are applicable.
