1 Purpose
The purpose of these Anchor Handling and Towing Guidelines and the Anchor Handling and Towing
Operations Best Practices is to define operating management requirements, including tests, and to describe
the necessary documentation for the Anchor Handling and Towing (AHT) safe operations.

These Anchor Handling and Towing Guidelines and the Anchor Handling and Towing Operations Best
Practices are intended to reduce risk to personnel, assets and the environment during performance of AHT
operations.

2 Scope
These Anchor Handling and Towing Guidelines and the Anchor Handling and Towing Operations Best
Practices are applicable to all AHT vessels within BOURBON Ship Management Organizations.

3 Responsibility, authority and accountability

3.1 Corporate
Vice President Fleet Management has the responsibility, authority and accountability for:
a) Defining, revising and constantly improving these Anchor Handling and Towing Guidelines;
b) Ensuring that these guidelines are implemented within BOURBON Organizations.

Vice President Business Management - Marine Services has the responsibility, authority and
accountability for:
a) Determining the most adequate best practices related to the objectives of these guidelines, adopted
by all BOURBON Group, namely Corporate and all Affiliate Organizations;
b) Ensuring that those best practices – either from internal or external source – are distributed and
understood within the BOURBON Group;
c) Ensuring that these guidelines are implemented and maintained within BOURBON Organizations.

3.2 Affiliate
Managing Director has the responsibility, authority and accountability for:
a) Ensuring that the AHT fleet complies with international procedures and class requirements;
b) Implementing these Anchor Handling and Towing Guidelines and the Anchor Handling and Towing
Operations Best Practices across the fleet;
c) Ensuring compliance with the requirements through Affiliate departments and vessels;
d) Establishing within his/her Affiliate Organization the adequate and necessary documents to ensure
that the objectives of these guidelines are met, based on the corresponding best practices
determined by the Corporate Organization;
e) Ensuring that these guidelines are implemented and maintained within his/her Affiliate Organization,
by means of adequate resources and support.

Operations Manager has the responsibility, authority and accountability for:


a) Implementing these Anchor Handling and Towing Guidelines and the Anchor Handling and Towing
Operations Best Practices and ensuring compliance with the requirements through vessel’s fleet;
b) Treating any irregularity to these Anchor Handling and Towing Guidelines and the Anchor Handling
and Towing Operations Best Practices , reporting all AHT operations, equipment failures and
incidents occurred on vessels as per BOURBON reporting requirements;
c) Participating to the development of the vessel-specific “Anchor Handling and Towing Operation
Manual” part and ensuring is availability on board;
d) Participating to the development of the Organization-specific “Wires Integrity Management Manual”
and ensuring is availability on board;
e) Ensuring proper vessel manning, regarding certification, experience, as per BOURBON Minimum
Experience Matrix Requirement, International Maritime Organization’s (IMO) procedures and
International Convention on Standards of Training, Certification and Watchkeeping (STCW) rules.

Vessel Master has the responsibility, authority and accountability for:


a) Implementing these Anchor Handling and Towing Guidelines and the Anchor Handling and Towing
Operations Best Practices and ensuring compliance with the requirements;
b) Ensuring that the vessel-specific part is developed and maintained on board;
c) Verifying proper vessel manning, regarding certification, experience as per BOURBON
Minimum Experience Matrix Requirement, IMO’s procedures and STCW rules;
d) Ensuring that the vessel-specific “Anchor Handling and Towing Operation Manual” pertains to the
AHT equipment presently on board;

e) Ensuring that the “Wires Integrity Management Manual” pertains to the AHT equipment presently on
board;
f) Reporting all AHT operations, equipment failures, incidents as applicable, as per BOURBON
reporting requirements;
g) Ensuring all Deck Officers, Engine Officers and concerned other crew members are familiarized with
the Anchor Handling and Towing Guidelines, Anchor Handling and Towing Operations Best
Practices, the vessel-specific “Anchor Handling and Towing Operation Manual” and the
Organization-specific “Wires Integrity Management Manual” content.

Contracts Manager has the responsibility, authority and accountability for:


a) Monitoring compliance with these Anchor Handling and Towing Guidelines and the Anchor Handling
and Towing Operations Best Practices and liaising with the Master to best ensure all practical
means are addressed to support the Master executing his/her duties in respect of these guidelines;
b) Notifying well in advance the Operations Manager when customer’s expectations exceed Anchor
Handling and Towing Guidelines and the Anchor Handling and Towing Operations Best Practices ;
c) Reporting all AHT operations, equipment failures, incidents as applicable, as per BOURBON
reporting requirements.

4 Description
These guidelines are intended to provide guidance for safe AHT operations on board vessels.

It should be read in conjunction with BOURBON Organization procedures, international guidelines and
specific procedures provided by Charterers and Clients.

AHT involves a number of special operations. The high tensions experienced in chains and wires may cause
high heeling moments and may cause high transverse and/or astern movements of the AHT vessel.
Environmental conditions will also influence the operations. For these reasons, the vessel’s stability needs to
be closely monitored. Operations on deck involve other hazards of which all personnel should be aware.
Familiarity with the contents of these Anchor Handling and Towing Guidelines and the Anchor Handling and
Towing Operations Best Practices is essential to all personnel involved in the anchor handling operations.
Teamwork is essential.

It is not possible to describe every situation as all jobs are different but general guidelines for stability, winch
handling and anchor handling operations are provided in associated Anchor Handling and Towing
Operations Best Practices. The Master or any person, having any concerns about the operation, will have to
comply with BOURBON Stop Work Policy.

These guidelines should be read in conjunction with the “Guidelines for Offshore Marine Operations
(GOMO)”.

These guidelines are developed to assist in producing industry standards for Mobile Offshore Unit (MOU)
move, AHT work scopes.

Vessel-specific “Anchor Handling and Towing Operations Manuals” shall be developed for each AHT vessel.

Each vessel-specific “Anchor Handling and Towing Operations Manual” shall describe the AHT operating
system specific to the vessel.

Each vessel-specific “Anchor Handling and Towing Operations Manual” shall contain procedures for
ensuring safe and efficient AHT operations.

Vessel’s AHT operational limits shall be included to incorporate weather-working limits as per vessel design.

Manning level shall meet the requirements set on BOURBON Minimum Experience Matrix Requirement,
IMO’s procedures and STCW rules.

These guidelines shall also be read and understood by all crew directly or indirectly involved in any rig move
and towing operations. Particular attention should be paid to vessel stability and emergency procedures.
