1. For Class-X CTs, the Vk to be calculated for the applied relay as per the relay
manufacturer recommendation for the application (in case for multiple function the
max. of Vk for all protection function shall be taken) and an additional margin of at
least +20% shall be given. For REF, 87 and Busbar differential cores Imag at specified
Vk shall be the same for all CTs to avoid spill current. The OES specified or the max.
system fault level whichever is higher shall be taken for calculation.
2. For any 5P20 core, the Rct shall be chosen to meet the ALF adequacy. For Station Tx.
feeder ratio may be increased to 200/1, if the Rct does not meet to give min ALF for
the said fault current. The OES specified or the max. system fault level whichever is
higher shall be taken for calculation.
3. For Class 0.5 metering CT, burden to be sized based upon the approved application
check. The maximum burden as per IEC standard that can be allowed to maintain the
accuracy as per CT class shall be provided to maintain the CT linearity from 10% -
120% of the primary current without any compromise on the linearity and accuracy.
4. CT sizing calculation for all the cores shall be done by a DCRP approved Protection
Engineer and to be submitted for Client’s review and approval.
5. All the relays shall be of DCRP approved and selection of particular model subject the
approval to meet out the requirements. All the relays shall follow their specifications
given below
6. Any other items that are mandatory shall be brought to the notice of RAECO and
shall be provided
7. Cable capacitive voltage based interlock shall be provided for Earth switches in all
the panels to interlock closing of ES by any means if the cable is live
8. All the parts / equipments / components of the SWGR shall meet the relevant IEC
standards
9. 4 stage under frequency load shedding scheme shall be designed for all the OG
feeders
10. The complete schemes & schematics subject to review and approval

Notes:

phase of all VTs to form open delta arrangement with suitably designed damping
resistor connected across the open delta, to avoid failure of VTs due to Ferro-
resonance that may arise during transients for any reason that depends on the
network topology.
5. CT sizing calculation for all the cores shall be done by a DCRP approved Protection
Engineer and to be submitted for Client’s review and approval.
6. All the relays shall follow their specifications given below

33KV BUSBAR DIFFERENTIAL PROTECTION PANEL & SCHEME :
The Busbar Protection scheme shall be high impedance type, discriminated zone
(separate zone of protection for each section of bus) with check zone busbar differential
protection with all necessary auxiliaries, In/Out selector switch, control switches,
indications, window annunciators, trip relays, CT supervision/shorting relays, stabilizing
resistor, metrosil etc. required to make the scheme in completely professional and
ergonomic design. Separate trip relays to trip for each feeders shall be used and the
maximum operating time of this trip relays shall not exceed 10msec. Separate external Ct
supervision/shorting relays shall be used for each zones of Busbar differential protection
The complete busbar protection scheme as said above shall be fixed in a separate
busbar protection panel. The protection shall be capable of detecting 3 phase, phase-phase
and phase-earth busbar faults and have two independent sets of protective equipment for
each Main zone, one common protection as a check zone. The concerned main zone and the
common Check zone relays must operate to initiate tripping in the event of a busbar fault in
any zone. The check set of equipment shall be common to all discriminating zones to form
one overall zone.
The supply include the provision of all necessary current transformers, auxiliary
switches, relays, panels and multicore cable etc. It shall be noted that the secondary of all
the bus bar protection CTs shall be brought to the Bus bar protection panel and the CT bus
wiring shall be done in the protection panel only. Each zone of protection shall be capable of
being switched out of service separately whilst leaving the other zone or zones in service.
For each feeders or incomer breakers one no. hand and electrical reset trip relay shall be
provided. For bus section two such relays shall be provided (one relay for each zone on
either side of the bus-coupler breaker).
Trip isolation links for each circuit shall be provided on the control and relay panels.
Two contacts of each relay (main and check) shall be used in parallel for reliable operation
of the tripping scheme.
If the Bus bar protection CTs are located in between Earth Switch and the 33KV cable
termination point, then the CT circuits of Main and check zones (for each phase) from each
panel shall be routed through the ES auxiliary contacts for the ES closing and for opening

conditions. When ES is closed, the CT wires of individual panel shall short to ground and
disconnect from the protection/CT bus and when the ES is in open condition, The CT wires
of individual panel shall connect to protection/ CT bus and open the shorting/ground. The
ES auxiliary contacts shall be suitably designed for the reliable functionality.
Alternatively, the scheme can also be performed with a Reliable DC operated Bi-
stable high impedance relay arrangement such that, the CT wires of individual panel shall
short to ground and disconnect from the protection/CT bus (Bi stable relay –Set condition)
when the CB is moved from service to Test position in case of AIS (where ES can be closed
only when the CB is in Test position) and when the TPS switch is in OFF/Earth position in
case of GIS. The CT wires of individual panel shall connect to protection/ CT bus and open
the shorting/ground (Bi stable relay –Reset condition) when the CB is moved from Test to
service position in case of AIS (where CB can be moved from Test to service only when the
ES is in Open position) and when the TPS switch is in ON position in case of GIS. The ES
closing electrical interlock shall be passed through Bi stable relay –Set condition and the CB
closing interlock shall be passed through Bi stable relay –Reset condition of both main and
check zones. This arrangement shall preferably done in each SWGR panel.
Generally, two silver plated contacts in parallel are to be used for all normally open
auxiliary switches in CT circuits to the protection relay, and one silver plated contact to be
used for all normally closed auxiliary switches in CT circuits for shorting and ground. This is
for each phase and for each zone.
The contractor may also propose any other reliable arrangement to prevent mal-
operation of BB protection while earthing the cable, during external EF under both end of a
cable in earthed condition etc. and also the reliability for the CT circuits shall be taken care.
INTERLOCKED PHASE & EARTH FAULT BUSBAR PROTECTION SCHEMES FOR 11KV SWGR
The aim of this document is to get the 11KV bus bar protection (with 100msec) with the
application of OC & EF relays only (not employing high/low impedance busbar protection) to quickly
clear the bus fault rather than waiting for the coordinated IDMT protection to time out to operate.
The below figure as an example shows two incomers and a bus section substation, with two
outgoing feeders on each section. The only additional requirement is that the bus section demands
directional OC & EF relay.
The below Figure as an example shows how this facility can be enabled in the outgoing
feeder relays, and communicated to the incomer and bus section relay as a ‘block’ signal. This block
does not block the critical time-overcurrent function in the incomer relay, but merely blocks a
definite-time high-set that has been specially configured to offer busbar protection.
The high-set, measuring phase overcurrent and earth fault are delayed by a margin marked
as ‘time to block’. This deliberate delay on operation is necessary to allow enough time for an
external fault to be detected by an outgoing feeder / bus section relay, and for it to be
communicated as a ‘block’ command, and acted upon by the incomer / bus section relay. Only if the
incoming feeder relay measures fault current above the high-set setting, and no block arrives, it
determines that the fault must lie on the protected busbar, and a bus zone trip command is issued.

Referring to the above block logic diagram, Incomer receives block input from start output of
all feeders’ (which are connected to the same bus section of the Incomer) and also from bus section
relays. If the fault is external to the feeder or in the next section bus, then any one input is active
and the highset protection is blocked. If the Incomer does not receive input, then it will trip on
Highset with 100msec delay.
Similarly, bus section also will receive separate block input from start output of all feeders’
which are connected to each bus section separately. If the fault is external to the feeder, then any
one input is active and the highset protection is blocked. If the bus section does not receive input,
then it will trip on Highset with 100msec delay.

Specification of meters:
General:
- All the meters shall have the following metering facilities with large clear display
with back light facility in case of LCD display
Currents, voltages (P-N & P-P), Frequency, MW, MVAR, MVA, PF, MWH, MVARH,
MVAH - for each phase and for total 3 phases with built in selector
- The measurements shall be of accuracy class 0.5 or lesser
- The meters shall have rear communication port to send all the measured
information to SCADA. The meters to be type tested to IEC 60687 with rear RS 485
port or Ethernet port for data transmission over SCADA.
- CTs shall have line IN and line OUT terminals. The meters shall be continuously rated
for 1.2A CT input and 110% of Vn. Also with the allowed over loads for short time.
- The CT/VT ratio shall be easily configurable.
- All the meters shall withstand the short time current that comes out from CT under
system fault conditions as per the CT’s safety factor

- The meter shall record real time and average values and also shall update maximum
reached for all the instantaneous measurements
- With front port communication to laptop to do configuration and collect the

2. Tariff Energy Meter:
- The meter shall record import / export energies separately and the leading and
lagging MVARH separately according to import/export of power
- The meters shall be with front port communication to laptop to do configuration and
collect all the records
- The meters shall have Maximum demand recording
- All the records shall be stored in non-volatile memory and shall be with battery
backup to download / see the records even during power down condition
a) General specification:
- Relays shall be of approved makes, numerical with latest state of art technology
and communication features at the front and the rear of the relays complying with
the relevant BS/IEC standards. The relay shall be communicable with Laptops from
the front side RS232 / USB ports. All the Relays used in this tender shall be of same
make. Approval for the specific model of Relays shall be obtained from RAECo. All
the relays used in this tender shall be of same make.
- All relays shall have IEC60870 protocol as minimum. The relays shall have front LCD
display and HMI, programmable LED indications and key pad for HMI. The relays
shall display the measurements of all electrical parameters in the front LCD screen
- The relays shall have programmable inputs and outputs. Number of inputs and
outputs shall meet the scheme requirements and 2 nos. spare inputs and outputs
each over the application in the scheme.
- Dedicated (stand-alone) type relays are to be provided to suit protection schemes
and applications specified. Relays combining more than one protection feature
may be considered to be provided. However, main and back up shall not
combined.
- The relays shall work satisfactorily with the DC supply voltage variation from -20%
to +10%
- The relays shall have definite time and IDMT IEC curves with the time settings in
steps of 0.01 for each type and each stages of protection, where the relay settings
need co-ordination. TMS shall start from 0.05 or lesser
- The protection relays shall have the feature of time tagged fault/disturbance/event
recorders with minimum of 5 disturbance records. The Disturbance recorder shall
have sufficient digital and analogue channels over a period of about 10 seconds.
The Pre fault and post fault duration for Disturbance recorder and triggering for
starting the any recorder shall be user settable. The records shall be stored in a
non-volatile memory and the relay shall have built-in battery backup for the built-
in real time clock.
- The Relay shall have min. two groups of settings for all kinds of protections
- All relays shall have continuous self-monitoring/self-diagnosis feature with relay
healthy indication. Relay defective indication shall be provided through LEDs and

on the LCD displays. Relays shall have watch dog contacts to announce any internal
defects and shall be wired up to the terminals.
- The relays shall have password protection
- The software (in CD) to communicate with the relay, necessary links etc shall be
part of the supply
- The relays shall accept time synchronization from GPS in the form of IRIG-B signal
through any of the port. The relays shall be suitable to be time synchronized
through Time Telegram with the information of Year, Month, Date and Time up to
microseconds. Necessary reliable conversion of ports to suit GPS receiver with the
relay port for IRIG-B signal shall be provided
- All CTs and VTs terminals with test/disconnect/shorting type links shall be designed
and suitable to receive 4 sq. mm. banana pins for testing purposes.
- As a minimum, the degree of ingress protection of each of the Control and Relay
Panel shall be IP42.
- Each relay shall have its own MMLG type test socket.
- The Distance relay, Transformer differential relay and Directional OCEF relay shall
accompany with two test blocks for each relay such that CT, VT and DC power shall
be routed through first test block and all the trip contacts shall be routed through
second TTB
- The trip circuit supervision relay shall monitor ON and OFF circuit continuously
v) Distance Relay:
- The relay shall have Mho characteristics for phase fault protection and Quadrilateral
characteristics with wide fault resistive coverage for Earth fault protections
- The relay shall have SOTF, VT fail block, In-built auto reclosing, broken conductor
detection features etc.
- If the relay is use in Tie/Incoming feeder with the F.O links between the ends, then
the relay shall communicate through F.O. communication channel with wide range
of wave length and mono/multi modes depends on the type and length of F.O.

cable used. If communication channel is failed, then the backup Directional / Non-
directional OCEF shall be enabled (as per the user program) automatically with a
warning signal for communication failure to the user.
- The relay shall be suitable for the tele-protection inter tripping schemes
- For the relay used in radial OG feeder, the relay shall have non-directional OCEF
protection such that this 51/50/51N/50N protections shall be enabled automatically
under VT supply fail – distance protection blocked conditions
- The relay operating time shall not exceed 20msec.
x) Synchronising Relay:
- The relay shall have the facility to check both the synchronising check OK conditions
with the given VT supply and as well as synchronising Over Ride OK (DB/LL, LB/DL,
DB/DL) condition with the given VT supply and VT MCB status inputs
- The relay shall do Phase-Phase (2 phase, R-Y) synchronization check on both side
and the relay shall be selected for 110V nominal VT secondary supply for both side.
- The difference in voltage band shall cover 0 to 20% Vn in steps of 0.1% Vn, the
difference in frequency band shall cover 0 to 2 Hz in steps of 1 mHz and the
difference in angle band shall cover 0 to30 degree in steps of 1 degree
- The relay shall also have the feature of no volt and under volt detection as set by
the user with the settings range from 0 to 100% Vn in steps of 0.1V.
- Voltage settings shall be available for live / dead line/bus detection as set by the
user
- The check sync. Relay shall be provided with the guard relay
- The complete input and output scheme shall be selectable through the
synchronising selector switch at the individual panel
- Being the common synchronising relay, appropriate arrangements shall be made to
avoid mixing of voltages by more than one selection.
- A guard feature shall be provided to monitor the contacts of the check
synchronizing relay to ensure these are not welded together or otherwise
permanently closed. Should this condition be detected, closing of the circuit breaker
shall be prevented.
Manual Synchronising arrangement for 33KV:
- Shall have digital voltmeter, Digital Frequency meter for both side supply and a
synchroscope with at least 2 nos. output contacts which closes for the synchroscope
pointer between 11 o’ clock and 12’o clock position to permit closing of CB under
manual observation
- All the above said instruments shall do Phase-Phase (2 phase, R-Y) synchronization
check on both side and the relay shall be selected for 110V nominal VT secondary
supply for both side.
- All the necessary indications, selector switches as reviewed during detailed design
Signal Types:

All the SCADA related input and output signals shall be routed to RTU through SCADA
Marshalling Panels (SMP)
The operating voltage for the complete SCADA system shall be from a separate DC source of
48 V DC Battery and charger systems

SCADA Marshalling panels:
- The scope shall include supply of separate SCADA Marshalling Panels (SMP) each
one for 11KV system and another one panel for 33KV systems
- These SMPs shall be preferably from the 33KV CRP vendors for easiness in
interfacing drawings / any provisions in CRP/SMP etc. The SMP vendor shall
produce SMP drawings indication complete and clear information about the other
end references in interfacing drawings
- All the SCADA signals as tabled above for 11KV and 33KV systems including
others/miscellaneous (but not limited to) for the complete substation shall be wired
up to these relevant panels.
- The panels shall include all the necessary Interposing and repeat relays (operating
on 48V DC), suitable TBs for the complete purpose/signals, and any other auxiliaries
etc. All the transducers are to be in the relevant 33KV CRP and in 11KV panels.
- The Interposing and repeat relays shall provide galvanic separation between its 48V
operating DC voltage and the station DC supply.
- All the terminals, Interposing and repeat relays etc. are to be suitably labeled for
easy identification
- Each relay shall be of plug-in type, equipped with appropriate socket suitable for
DIN rail mounting. They shall be protected by transparent detachable covers. They
shall not be capable of manual operation with the covers fitted. All relay coils shall
be protected by a suitable back EMF suppression diode. The burden of these relays
shall be taken care appropriately as it will affect the 48V Battery and charger sizing
- Each relay shall be able to withstand a minimum of 100.000 operations at full load.
Interposing relays -for control outputs, shall be fitted with a suitable number of
contacts to allow double pole switching of plant voltages, and these contacts shall be
of Silver-Nickel alloy, with switching current capacity /rating of 10 A, sufficient to
operate the substation plant.
- All the necessary provisions shall suitably be provided in SMPs for interfacing with
the RTU panels in future. There shall be no any constraint in SMPs while interfacing
with RTUs

TECHNICAL SPECIFICATIONS FOR TRANSDUCERS
Transducers shall be supplied to provide readings of MW, MVAR, KV, Amp and
Frequency (Hz) at the remote Control centre (proposed). The transducers for the electrical
quantities will be driven from the substation VTs and CTs, shall produce a signal compatible
with the tele-control equipment, and shall comply with the requirements of IEC 60688-1.
"Electrical measuring transducers for converting alternating quantities into D.C. electrical
quantities". Transducers shall be of the static type.
Transducers may be either of the rack mounted type or fitted in a case suitable for
DIN type rail mounting.
The burden on the potential input shall be not greater than 2VA with separate power
supply unit and the burden on the current circuits shall be no greater than 1VA. The peak-
to-peak noise current delivered by the transducer shall not exceed 2% of the maximum
signal current. The response time shall be approximately 300 milliseconds to reach 90% of
the full rated output. The accuracy shall be class 0.5.
The current transducers shall have the input range of 0-1.2 In and the Frequency.
Transducers shall have the input range of 45-55 Hz
One set of 100% duty batteries, dual-battery charging equipment and one integral
DC switchboard shall be provided as per the relevant OES. All batteries, chargers and
distribution equipments shall be suitable for switchgear tripping and closing duties, alarm
and indications and emergency lighting requirements.
Battery Duty
Batteries to be offered under this Contract will be of Nickel Cadmium type having a
life period of at least 20 years. Each battery shall have sufficient capacity to supply the
following loads for the periods specified with the chargers out of service.
At the end of the eight hours the battery shall have sufficient capacity to complete the
operations listed below, at the end of which duty the system voltage shall not have dropped
below 90% of the nominal voltage with the above standing loads connected.
The electrolyte capacity and general design of the batteries shall be such that the inspection
and maintenance, including topping up of the electrolyte shall be at intervals of not less
than twelve months.

DC System Arrangement
Nominal voltage shall be 110V DC and the voltage measured at the main distribution
switchboard shall not vary by more than plus 10% and minus 10% of the nominal voltage
when operating in accordance with the requirements of this section.
The batteries and chargers shall be arranged such that under normal conditions i.e.
with A.C. supplies available to the charges, both charges operate in parallel to supply the
specified D.C. load and at the same time automatically float charge the respective batteries
to keep them fully charged. With one charger out of service the other shall be able to fulfill
the full D.C. load requirement and at the same time the battery float charge requirements,
without having the necessity of manual intervention. The changeover scheme shall be fully
automatic and the detailed scheme drawings shall be submitted to the employer for review
and approvals.
It shall not be possible to switch more than one 100% capacity battery and one
charger out of service at one time.
Batteries shall be of the nickel cadmium alkaline type with cases of plastic and shall
be of the medium discharge type. The battery shall comply with IEC 623:1978 and shall be
designed for a life of twenty five (25) years under site conditions.
Cartridge fuses shall be provided in both positive and negative leads and positioned
as close to the battery as possible and shall be rated for at least three times the maximum
battery discharge current at the highest operating voltage.
The two fuses shall be mounted on opposite ends of the battery stands or rack.
These fuse links shall comply with BS 88 clause DC 40 and shall be bolted in position without
carriers. Fuses shall be contained in poly carbonate fume proof boxes.
Notes :
DC Battery and charger sizing calculation to be done by the vendor as per the 33KV &
11KV vendors information for DC loading. The calculation shall be submitted to the
client for review and approval.
