A Proclamation to Re-amend the proclamation to provide
for the Responsibilities of the city Government Organs in
the Transfer of the City Government Houses and its
execution Proclamation No.5/2008
WHEREAS, it is found necessary to have better execution of
transfer of houses by taking in to account the best practices
and problems encountered in the process of transferring

proclamation to provide for the responsibility of the City

house and its execution proclamation No. 19/2005.
NOW, THEREORE, in accordance with Article 14(1) (a) of
the Revised Charter of Addis Ababa City Government
proclamation No 361/2003, it is hereby proclaimed as
follows,
7. Short Title
This proclamation may be cited as "A proclamation to
Re-amend A proclamation No. 19/2005 the proclamation

Amendment
The proclamation to provide for the Responsibilities of tS
Government organs in the Transfer of the City Government

amended as follows.
I 1. Article 6 of the proclamation is deleted and substituted
by the following new Article 6.

6. Setting priority

A. hh^rt h i " ? 'hh-\f\9.C TiML^ a - f Residents of the City who are so far evacuated and living in a
temporary camp because of execution of the housing
development program and those evacuated voluntarily in the
future due to the housing development as well as the renewal
projects to be effected in the inner City, shall be entitled to a
special arrangement and prior right of purchasing houses based
on the decision of Cabinet of the City on the basis of the

Development and Administration. However one living in a
temporary Camp or evacuated in order to be entitled to the
prior right of purchasing a house shall be resident of the City or

lawful successor who is owner of private house, possessor of

Notwithstanding the provisions of sub-article (1) of this Article,

the houses ready for sale shall be transferred on sale to persons

registered in accordance with Article 5(3) only on lot basis.

proclamation shall be included in each session of drawing lot at

4. A person disabled as regards movement and winner of lot as a

to prior right to buy a house on the floor accessible. This right

2) The following new sub-article (5) is added under Article 9

3 . Article 11 of the promotion deleted and replaced by the
fouowing new article 11.

proclamation shall pay interest at bank rate for all types of
houses.

3 . Effective Date
This proclamation shall come into force as of the 4'^ July 2008.
