This pertains to the guidelines on the adoption and implementation of Flexible Work Arrangements (FWA) for the Non-Uniformed Personnel. 3. In this regard, disseminate the aforementioned guidelines to all NUP_ in your respective AOR and submit your action taken to this office (Attn: NUP Supervisor) NLT 2:00 PM of January 13, 2023. Further, indicate whichever FWA they prefer which is most appropriate/applicable to their mandates and functions. 4. References: a. Section 5, Rule XVII of the Omnibus Rules Implementing Book V of Executive Order No. 292; ». Civil Service Commission (CSC) Memorandum Circular (MC) No. 08, s. 2022 with subject: Policies on Flexible Work Arrangements (FWA) in the Government dated June 6, 2022; and Memorandum from TADPRM dated September 16, 2022 with subject: Survey of Non-Uniformed Personnel (NUP) Availing of the FWA. 2. Pursuant to the CSC MC No. 06, s. 2022, hereunder are the intemal guidelines on FWA for the NUP that Offices/Units may adopt and implement under the new normal, whichever is most appropriate/applicable to their mandates and functions: a. Compressed Workweek and Flexitime - this combination of FWA, shall be adopted by Offices/Units for the NUP regularly working from 8:00 AM to 5:00 PM, Mondays to Fridays and whose task/s or portions thereof cannot be accomplished outside the office. 1) The five-day work week shall be compressed into four-day work week, with ten hours of work per day to meet the required 40 hours workweek. Provided that public service delivery shall not be prejudiced during the whole workweek (Monday to Friday); and 2) NUP may be grouped into two groups, Group “A’ (Monday to Thursday) and Group °B” (Tuesday to Friday). They may choose to report onsite from 7:00 AM to 6:00 PM or 7:30 AM to 6:30 PM. The ‘two groups will be on rotation basis monthly. Another group, which shall be referred to as Group “C", may be allowed for those who want to avail of the fixed Monday, Tuesday, Thursday, and Friday work schedule. “Lite is Beautitul. Four-Day Work Onsite (WOS) and One-Day Work from Home (WFH) = NUP regularly working from 8:00 AM to 5:00 PM, Monday to Friday and whose functions fall under any of the following shall be eligible to avail of this FWA combination: 1) Research; 2) Policy formulation/reviewfamendment, 3) Project work, including but not limited to, drafting of | proposals/project studies/training modules; | 4) Data encoding/processing; 5) Adjudication of cases or review of cases, including legal work; Budget planning and forecasting; 7 Recording, examination, and interpretation of financial records and reports; Evaluation and formulation of accounting, auditing, and management of control systems; 9) Computer programming; 10) Database maintenance; 11) Design work/drafting of drawing plans; 12) Preparation of information materials; 13) Sending/receiving e-mail; 14) HR tasks, e.g. computation of leave credits, preparation of payroll, etc., as the case may be; 15) Analogous tasks which require the use of a computer and the internet for reading, encoding, printing, or submission of written outputs for the review, evaluation, or final presentation/assessment of the immediate supervisor, the head of office or management; 16) NUP availing of this work scheme may be grouped into two, with Group A reporting from Monday to Thursday, and Group B reporting from Tuesday to Friday onsite. The WFH arrangement of the two groups shall be Friday and Monday, respectively with eight hours of work per day to complete the required 40 hours workweek. Group A and Group B shall be on rotation basis monthiy. Another group, Group C may be allowed for those who want to avail of the fixed Monday, Tuesday, Thursday, and Friday as WOS and Wednesday as WFH; and Subject: Internal Guidelines on the Adoption and Implementation of Flexible Work Arrangements for the Non-Uniformed Personnel “Life 's Beautifu...Kaligtasan Nyo, Sagot Ko. Tulong-tulong Tayo.” 17) NUP on WFH arrangement should participate via FB live in the Monday Flag Raising Ceremony or the Friday Flag Lowering Ceremony, as applicable. ¢. Work Shifting - shall apply to Offices/Units and NUP occupational groups mandated to operate 24-hour continuous service delivery on a daily basis [e.g., NUP assigned at the Health Service (HS), Forensic Group (FG)] and other analogous services: 1) NUP shall continue with their work shifting arrangement as they are required to provide 24-hour continuous service delivery on a daily basis or avail whichever FWA is applicablefappropriate to them; and 2) Inthe exigency of the service, working days may also be altered to include Saturdays and Sundays; Provided that NUP who work on such days may be given compensatory days-off during the weekdays, provided that the Saturday and Sunday are regular workdays and not cases of overtime. 4d. Work from Home (WFH) ~ this FWA may be allowed to NUP with valid and justifiable reasons due to health risks/recuperating from medical condition. However, the request for WFH arrangement shall be subjected to the following conditions: 1) Based on the recommendation of the attending physician and supported by medical records citing the health reasons! conditions and duration for the WFH arrangement (Note: If from the outside, it should be validated by the PNP HS); 2) Duration shall be recommended by the immediate supervisor, concerned Administrative Officer or his/her counterpart for approval of the Head of Office/Unit; 3) The PNP Office/Unit immediate supervisor shall determine and assign task/s subject to the performance standards and timelines for its completion in consonance with the approved UPER of the Office/Unit and the IPCR of the concerned NUP; 4) Taskis assigned to the NUP should be performed to the full extent possible in terms of workhours and workdays per workweek; 5) NUP under WFH arrangement are not entitled to overtime pay; and 6) If an NUP fails to accomplish assigned tasks while on WFH arrangement, he/she should file the appropriate application for leave corresponding to the number of days he/she is on WFH Agements or the number of days he/she fails to submit assigned/scheduled tasks. ‘Subject: Internal Guidelines on the Adoption and Implementation of Flexible Work Arrangements for the Non-Uniformed Personnel “Life is Beauttul...Kaligtasan Nyo, Sagot Ko. General Guidelines: 1) All Heads of Offices/Units, together with their Division/Section Chiefs, shall be primarily responsible for ensuring that the services/ deliverables of their respective Offices/Units are nat compromised and are satisfactorily complied/providedidelivered. Internal and external clients shall be assured of continuous delivery of services from 8:00 AM to 5:00 PM, including lunch break, throughout the workweek. NUP availing of FWA shall render work at their scheduled workhours and workdays; 2) The implementation of FWA shall not prejudice the participation or involvement of their NUP in official activities of their officefunit. In the exigency of the service, Heads of Offices/Units may direct their NUP under their respective jurisdiction to report for work for onsite work on any given day, regardless of the work arrangement availed; 3) However, NUP under FWA, if they physically reported for work and rendered services beyond the scheduled hours on scheduled workdays or 40 hours a week, and those rendered on rest days or scheduled days off, holidays, and special non-working days, both exclusive of time for lunch and rest shall be entitled to Compensatory Overtime Credit/Overtime Pay; 4) Overtime services rendered shall only be authorized on activities subject to the approval of the Head of Office/Unit in accordance with the CSC-DBM Joint Circular No. 2, s.2015 dated November 25, 2015 entitled, “Policies and Guidelines on Overtime Services and Overtime Pay for Government Employees," as amended; 5) PNP Offices/Units and the NUP adopting FWA shall ensure appropriate measures such as, the Pledge of Confidentiality of Information, data enoryptions, and integrity of official documents and other relevant information are in place to warrant the protection of data used and processed by the staff pursuant to Republic Act No.10173 or the Data Privacy Act of 2012 and the confidential and proprietary information are protected and secured at all times; 6) All NUP scheduled on WFH shall maintain open communication through any mode possible and make themselves available during work hours; 7) NUP who are on WFH arrangement shall submit their outputs, reports, or other proofs of accomplishment within the timelines set by their respective Offices/Units through their own official emails, systems, or other means. Failure to accomplish the assigned task/s within the timelines set may be a ground to deny subsequent requests for FWA; Subject: Internal Guidelines on the Adoption and Implementation of Flexible Work Arrangements for the Non-Uniformed Personnel “Life (8 Beautitt..Kaligtasan Nyo, Sagot Ko. Tulong-tulong Tayo.” 8) All Heads of Offices/Units, together with their Division/Section Chiefs, and the NUP availing of the FWA shall be responsible for ensuring that the services/deliverables of their respective Offices/Units are not compromised and are satisfactorily complied/providedidelivered; 9) Due to the different functions and operations, other Offices/Units like the Headquarters Support Service (HSS) and its counterparts in regional offices, and police stations with NUP operating as Crime Registrars and Communications Equipment Operators shall likewise determine and rationalize the most workable/appropriate/applicable FWA schome for their NUP, provided in this MC and subject to the approval of the Head of Office/Unit; 10) NUP who are on offsite arrangement may use their own personal devices and equipment should the provision of the office/unit is not feasible. All office equipmentidevices utilized for FWA should be properly recorded and accounted; and 11) Offices/Units shall maintain tracking of attendance and monitoring of the performance of their personnel. Units shall submit the adopted FWA scheme and the corresponding schedule/groupings of their NUP to their respective Administrative Officers for proper recording purposes and monitoring of attendance. 12) Section 18 of R.A. No. 8491 mandates that, “All government offices and educational institutions to observe the flag-raising ceremony every Monday moming and flag lowering ceremony every Friday afternoon.” Hence, Group “A” NUP (Monday to Thursday) shall participate in the flag lowering ceremony via FB Live while Group “B” NUP (Tuesday to Friday) shall participate in the flag- raising ceremony via the same platform. 3.
