BACKGROUND/DISCUSSION:
The Otsego County Board of Commissioners appoints five (5) persons, who are
residents of the subject County, who shall serve on a Board of Appeals for that county.
The duty of such Board shall be to consider appeals from the decision of the officials
charged with the enforcement of the Sanitary Code and which relate to property that is
located within that county. John Landrie has applied to serve on the Otsego County
Sanitary Board of Appeals with a term beginning January 1, 2023 and that will expire on
December 31, 2025.

RECOMMENDATION:
The Otsego County Board of Commissioners recommends the appointment of Mr.
John Landrie.

BACKGROUND/DISCUSSION:
Camp Grayling is asking for a 20-year lease with an additional expansion of the 162,000
acres from the Department of Natural Resources for the National Guard. Otsego County
Board of Commissioners would like to adopt Resolution OCR 23-01 in opposition to this
expansion that would affect Otsego County land, air and waterways.

RECOMMENDATION:
Staff requests approval of OCR 23-01 opposing the proposed expansion.
Minutes of a regular meeting of the Otsego County Board of Commissioners, held in the
conference room at the Otsego County Library at 700 S. Otsego Ave., Gaylord, Michigan
on the 10th day of January, 2023 beginning at 9:30 a.m.

OTSEGO COUNTY BOARD OF COMMISSIONERS
January 10, 2023

RESOLUTION TO OPPOSE THE CAMP GRAYING INCREASED EXPANSION

INTO OTSEGO COUNTY

WHEREAS, the County Board of Commissioners of the County of Otsego, State of

Michigan, pursuant to Michigan statute, is vested with the authority of administering the
affairs of the County government of Otsego County, Michigan; and

WHEREAS, The County Board of Commissioners of the County of Otsego, State of

Michigan, have expressed concerns with the expansion of Camp Grayling into Otsego
County; and

WHEREAS, Camp Grayling is asking for a 20-year lease for an additional expansion of
the 162,000 acres from the Department of Natural Resources for the National Guard, and

WHEREAS, the National Guard would like to lease this land in a public and private
partnership for electromagnetic warfare testing in which micro-radio active waves are used
to disable navigational and communication devices; and

THEREFORE, BE IT RESOLVED, that the Otsego County Board of Commissioners

strongly opposes any expansion be it by land, air or waterways in Otsego County; and

BE IT FURTHER RESOLVED, that the Otsego County Board of Commissioners directs

the clerk to forward a copy of this resolution to Governor Gretchen Whitmer, Senator
Michele Hoitenga, Representative Ken Borton and Senator Jack Bergman.
