To sustain the development of the nationwide

postal system as an integral component of the

overall development of information and
communicationtechnology in the country;
To establish and prescribe rules and regulations for
the operation anmaintenance of the postal system
nationwide;
To insure the safe and proper handling of articles sent through PEMEDE operators,
the postal delivery services industry, and those engaged in domestic postal commerce;
and
To prevent ruinous competition among PEMEDES operators, the postal deliverye
services industry, and those engaged in domestic postal commerce.
To prevent the dissemination of articles that are
harmful to national securitypublic welfare and
interest, through private express and/or
messengerial deliverservice (PEMEDES) firms, as
well as those in postal delivery services industry
or otherwise engaged in domestic postal
commerce
