ACTIVITY 1

1. How would you describe the process of enacting the Rizal Law from its filing to the
approval?

There was a lot of opposition to the Rizal Law before it became law on June 12, 1956. The
Rizal Bill (now known as The Rizal Law, Republic Act no. 1425, an act mandating all public and
private schools, colleges, and universities to study the life and works of Jose Rizal), initiated and
authored by the late Senator Claro Mayo Recto and co-sponsored by Senator Jose P. Laurel, was
heavily criticized by the Catholic Churches, who claimed that Rizal's novels contain passages
that attack the Church's beliefs and teachings and would also There was a time when Manila
mayor Arsenio Lacson, a bill supporter, stormed out of a mass after hearing the priest read the
Archbishop of Manila's pastoral letter On the other hand, advocates of the Rizal bill were
adamant that include Rizal's life and works in the curriculum would teach in children the sense
of patriotism and nationalism. Finally, members of the Catholic Church and bill supporters
reached an agreement and the bill was signed into law.

2. Pick one section of the provisions of the law which you might want to amend then
explain why.

Section 1 of Republic Act No. 1425, generally known as the "Rizal Law," will be amended
in this section. It was said in this section that the original or unexpurgated editions of Noli
Me Tangere and El Filibusterismo, as well as their English translations or translations,
would be utilized as core texts in collegiate courses. My suggestion is to include a distinct
course regarding Rizal's life and works in the secondary level (junior and senior high
school). When they are taught at a young age, I believe the law's purpose of instilling
patriotism and nationalism may be accomplished.

3. What is your opinion on the inserted provision which was instrumental in the
compromise agreement that led to the approval of the Rizal Law?

I completely disagree. The new provision exempts students from reading Rizal's works
for religious convictions, or when their religious beliefs are offended. I am convinced that all
Filipinos should be familiar with Rizal's works in order to gain an appreciation and a better
comprehension of everything for which Rizal fought and died. His writings, like as the well-
known books "Noli Me Tangere" and "El Filibusterismo," had a role in reawakening our
patriotism and nationalism. Regardless of our religious beliefs, we must examine his works.

I believe that doing so is also a way of honoring his huge sacrifice for our nation and not
squandering the blood he spilt for us.

4. In your point of view, is RA 1425 successful in attaining its goal? Why do you think
so?

In this day and age, I assume there are Filipinos, especially the youth of today, only know
Rizal by his name. I think most youth are consumed by the presence of modern technology
and social media. In the social media landscape, the culture of violence is rampant. People
who are against the government spread hate, disseminating fake news about the
government. I don't think this law is successful in attaining its aim. Nevertheless, Rizal still
believes "Ang kabataan ang pag-asa ng bayan".
