The EC officially became the EU in 2009 (Treaty of Lisbon entered into force on 1 December 2009).
Under the 2007 Agreement, the EU is a Member of the Organization, with exclusive competence over matters governed by the Agreement, and its member States are not eligible to become Contracting Parties to the Agreement.
The EU pays the contributions of all its Member States and is a member of the Council. Before and during meetings it holds coordination meetings with its Member States to harmonize its position on matters under consideration.
2. Before November 1975 the People's Republic of Benin was known as Dahomey.
5. The name of Dahomey was changed to People's Republic of Benin in November 1975.
6. Changed its name to Côte d'Ivoire as of 1 January 1986 (U.N. Memo of 12/12/85).
7. Papua New Guinea became a separate Member on 24.06.75 (previously a designated territory of Australia).
8. Portugal changed its category of membership to that of importing Member as a consequence of the decision adopted by the Council on 07.11.75.
10. Trinidad & Tobago withdrew from the 1994 Agreement on 27 March 1997 (U.N. notification of 1 April 1997).
11. The name of Zaïre was changed to Democratic Republic of Congo in June 1997 (ED-1650/97), after ratification by Zaïre.
12. Through the accession of the German Democratic Republic to the Federal Republic of Germany with effect from 3 October 1990 the two German states became united and the new sovereign State became a single Member
acting under the designation of "Germany".
13. USSR deposited an instrument of accession to the 1968 Agreement, which included a statement to the effect that its Government was not prepared to apply the provisions of Article 45 in respect of coffee imported from
Cuba. The Executive Board considered that this amounted to a reservation under Article 64 and that the USSR had not, in effect, ratified the International Coffee Agreement 1968 (see Decisions Adopted number 40,
document EB-715/68 Rev. 1).
16. Previously known as Zaïre. The name of Democratic Republic of Congo was changed in June 1997 (ED-1650/97), after ratification by Zaïre.
18. Became a State member of the European Union on 1 January 2007 and as a consequence procedures for membership of the 2007 Agreement completed.

19. Belgium and Luxembourg are considered as two separate countries for the purposes of the Agreement. However, Belgium acts on behalf of Luxembourg in all matters concerning the Agreement, under the terms of Article
31 of the Convention establishing a Belgo-Luxembourg Economic Union.
20. On 29 September 2009, the Government of Japan notified the Executive Director of the ICO and the Secretary-General of the UN, that pursuant to the provisions of Article 52 (2) of the Agreement, Japan does not accept the
extension of the ICA 2001, for one year from 1 October 2009.

22. Turkey notified the ICO on 14 November of its intention to withdraw from the ICA 2007. The withdrawal of Turkey became effective 90 days after the notice was served, namely 12 February 2017.
23 The United States of America notified the ICO on 29 March 2018 of its intention to withdraw from the ICA 2007. The withdrawal of the United States of America became effective 90 days after the notice was served,
namely 27 June 2018.
24 Paraguay notified the ICO on 28 August 2019 of its intention to withdraw from the ICA 2007. The withdrawal of Paraguay became effective 90 days after the notice was served, namely 26 November 2019.
25 Guatemala notified the ICO on 2 July 2020 of its intention to withdraw from the ICA 2007. The withdrawal of Guatemala became effective 90 days after the notice was served, namely 30 September 2020.
26 The United Kingdom seized to be a Member of the European Union at 23:00 of 31 December 2020 and deposited an instrument of Accession on 31 December 2020.
27 Uganda notified the ICO on 10 September 2021 of its decision not to join the extension of the 2007 Agreement. The withdrawal of Uganda became effective on 2 February 2022.
