Dear Sir:
Relative to your Audit Observation Memorandum (AOM) issued on Dec 20, 2022 stating
“Collections of premium contributions from Philhealth Members were not deposited with
AGDB daily or the next banking day, contrary to section 69 of PD No 1445, thus exposing the
cash on hand to risk of loss or misappropriation”, the undersigned being the concern personnel
as Collecting Officer of Marawi LHIO informing you that I am fully aware of the proper
handling of Collections and Deposits because it was clearly stated in the Philhealth Corporate
Order 2019-0069. Philhealth has its own issuances on this matter. Our practice is “collection
today, deposit the next working day”. I never allow my Collections to pile up on the vault nor
misappropriate.
Irregularities of my deposit transactions were all had a reason out of my control, not
NEGLIGENCE. It was all supported by two (2) copies of Incident Report submitted to Fund
Management Section together with my weekly reports, one (1) copy for your office and one (1)
copy for FMS. Common cause of the delay was non availability of AGDB services and some
holiday fall on the next working day. It was all reflected in my cashbook as well as in my Over-
The-Counter Collection System account.
