INSIGHTS FROM THE INTERVIEW

“Everything has done in well-polished” from the start to the end of services is what
I learned from this interview. Interviewee Architect Floyd Tulagan, with 15 years of
experience in their architectural firm Tulagan Design+Build services, offered to design and
build more for private clients; they don’t encounter legal issues and disputes so far. In
actual practice, disagreements are engaged during negotiations with clients. Still, the
negligence of contract of duty and responsibility is rare, and as much as possible needs
to be avoided. The agreed contract needs to be followed, but when a dispute is
encountered, architects and professionals are the ones who adjust.
Regarding risk management, during the design stage, starting with assessing the
risk during the actual project using Gantt Chart, Project calendar, and Sampling of
finishing materials will act as a guide during project construction. Architect Tulagan
advises that when it comes to Design and Building, be creative and innovative; the first
project is essential; it is the way of our tread in the future. As architect Norman Foster said,
“Architecture is an expression of values” the way we build reflects the way we live.

INTERVIEW TRANSCRIPTION
Roselyn: Good afternoon to everyone. Today we will be interviewing Architect Floyd Tulagan,
who is also an SLU alumni, of Tulagan Design + Build Firm based in Tarlac City. The questions that
will be asked today revolve around the Architect’s experiences and opinions on the challenges
and risks that the firm had encountered throughout the years. Now for the first question, we have
Jasmine Geneta…

Jasmine: Good afternoon sir, for the first question what type of firm do you run, and services
offered?

Ar. Tulagan: Yung services na inooffer namin is design and build. Yung sa first question nyo, ever
since nagstart kami nung 2004, ang services na inooffer na namin ay design and build. Yun yung
specialization namin.

Jasmine: Next question po, how many years is the firm?

Ar. Tulagan: Kung 2005 kmi, around 15 years na rin

Jasmine: Who and what type of clients do you provide your services?

Ar. Tulagan: Right now, may projects kaming dalawa - thailand corporation sila. Meron din
kaming apat na ongoing project ngayon na private entity rin pero, more on private clients kami.
Hindi kami tumatanggap ng mga government projects as of now.

Kathleen: Next question po Architect, Do you encounter any disputes in your firm?

Ar. Tulagan: Disputes? Wala pa naman. More on request and query ng clients. Pero disputes,
formal disputes wala pa naman kaming na-encounter. Ano ba ibig sabihin niyo sa disputes?

Roselyn: Parang Sir nagkaroon na po ba kayo ng disagreement with the clients mga ganun?
Parang may ayaw yung client tas parang medyo labag po (sa law)?

Ar. Tulagan: Pagka sa actual practice, may mga disagreements, may mag negotiation na
nangyayari, pero yung avoidance of contract or yung neglect of responsibility, wala pa naman.
During design stage kasi, may mga negotiation at may mga request, pero pagdating sa mga
neglect of duty, negligence of agreed contract wala naman nangyayaring ganun. Yun ang
delikado kasi, may approval na sa contract, na sign na with attorney, hindi mo susundin,
magkakaroon talaga ng dispute, na mapupunta pa minsan sa trial court. Yun ang iniiwasan
namin. As of the moment, hanggang ngayon sa project namin, wala pa naman kaming
naeencounter na mga ganun----

Althea: Third question po, what if po may na-encounter kayong disputes, ano po yung mga
effective ways or strategic ways po na gagawin nyo to resolve the problems?

Ar. Tulagan: Bale kung babase tayo sa agreed contract, kung ano yung, ano yung napag
usapan sa kontrata, kung ano yung napag-usapan during design process, ‘yun ang susundin
natin. Depende kasi yan kung sino ang hindi sumusunod sa contract. Pero one strategy namin,
kung halimbawa may dispute dyan, kami ang mag aadjust as contractor and design, design
professional. I-aaddress natin kung ano yung gusto nilang mangyari, kung ano yung gustong
mangyari ng client.

Juvie Ann: Next question po Sir, pwede nyo po bang ishare yung mga risk management
strategies na nagawa nyo na?

Ar. Tulagan: First of all, siguro yung design and planning. During design stage kasi, ina-assess na
namin kung ano yung magiging risk during actual project. Halimbawa, pagdating sa design and
planning, ang mga strategy na ginagawa namin, gumagawa kami ng Gantt Chart, project
calendar, at tsaka yung sampling of finishing materials. Bago palang simulan yung project,
pinapakita na namin sa client yun, tapos yun ang susundan namin that will act as a guide
during project construction. So yun, yun yung mga strategy namin, yung Gantt Chart, project
calendar, and then yung mga readily available na finishing sample materials.

Juvie Ann: Sir, pano po malalaman if yung risk na yun ay worth taking at pano i-manage yung
risk?

Ar. Tulugan: Sa design-build kasi, ang risk mo lang dyan is yung hindi mo maprovide yung
agreed contract ninyo, kung maassess mo yan, kung gusto mo i-take risk talaga siya, makikita
mo dun sa Gantt chart, kung familiar kayo sa Gantt chart na term, sa project scheduling, pag
nakumpleto mo yung chart nayun, makikita mo yung mga risk na kailangan mong i-manage eh.
Ngayon pagka-certain ka na na mamemeet mo yung schedule and materials, pwede mong
i-take yung project kasi. Kumbaga sa sarili mo palang, hindi pa nagsisimula yung project kaya
mo nang tapusin, na in your mind kaya mo nang tapusin yung project using that Gantt chart

Familiar ba kayo sa gantt chart? (Roselyn: Yes po sir. (Na-encounter) na po namin sa research
proposal po namin. Meron na po yun.) Sa construction, ang gantt chart kasi pag gumawa kayo
ng gantt chart meron dun risk management na analysis. Yun yung pinanghahawakan namin
kung kaya naming kunin yung project o hindi.

Jastine: Have you ever encountered some legal issues with regards to a specific project and
how did you manage to solve it?

Ar. Tulagan: Legal issues? Wala pa naman


Anne: Sir, what if po nagkaroon kayo ng legal issues about sa project po, pano po dapat na
i-solve iyon?

Ar. Tulagan: With regards to legal and contract agreement, kailangan nyo ---- makakatulong sa
atin kung paano natin ise-settle yung mga legal issues na yan. Pero sabi ko nga, as much as
possible hindi darating sa punto na magkakaroon ng legal issues. Mahirap magkaroon ng legal
issues, mahirap i-settle yan. Kaya as an architect, dapat umpisa pa lang, bago pa lang, sa
design process pa lang, malinaw na lahat, from specification to building finishing, to contract
method, ano yung mga materials na gagamitin, ano yung mga finishing materials na gagamitin
dapat malinaw sa may-ari yun para yung mga legal issues –(maiwasan?)—natin

Roselyn: Sa last question po namin, ano po ang masasabi niyo po sa mga architects and sa
future architects na tulad namin na nagpaplano na mag-establish ng sariling architectural firm?

Ar. Tulagan: Kung magsta-start from the ground talaga kayo, mahirap. Pero ang advice ko sa
inyo, tignan nyo muna yung specialization ninyo. Maganda sa architecture kasi, sa profession
natin, maraming pwedeng i-specialized. Meron dyan yung design, design and build, post
construction management, merong project management, may construction management,
marami tayong pwedeng puntahan. Ngayon, ang maibibigay kong payo naman pagdating
dito sa design and build, siguro maging creative lang tayo at tsaka lawakan natin yung network
natin. Tapos ingatan ninyo yung magiging first project ninyo. Yun ang pinaka milestone bilang
isang architect, kasi yung first project ninyo, yan ang magsasabi kung anong path ang
tatahakin ninyo. Sa design and build, nung nagstart kami sa design and build, yung project
namin, first project namin is two-storey. So sabihin ko na sa inyo, dun sa two-storey na yun na
project, sineryoso namin siya hanggang sa actually wala kaming kinita dun sa project na yun,
ma satisfy lang naming yung needs and yung taste nung may-ari.

Yung first project, hindi naming inisip kung kikita kami or mapapagod ba kami, mai-stress ba
kami, basta yung first project namin, construction, design and build na project namin. Kami ang
nag-design kami rin ang magtatayo. Yung first project na ginawa namin, talagang nag-invest
kami dun, hindi namin inisip yung kita namin. Gusto lang namin ma-satisfy namin yung first client.
And then, awa ng Diyos na-satisfy naman yung first client, hanggang sa nagrefer sya ng
nagrefer, yun nagtuloy tuloy na yung business namin. Yun alagaan nyo lang din yung client na
mapupunta sa inyo, huwag nyo silang hahayaan na ma-disappoint. Dapat sa design process
pa lang na claclarify nyo na yung mga scope na pwede nyong gawin, ano yung mga ieexpect
nila during construction hanggang matapos yung project.

Tapos pangatlo, pangatlong advice ko, pag lumalaki na, pag medjo lumalaki na kayo, piliin
nyo na kung sino yung magiging (clients) at ano yung mga projects na masasatisfy rin kayo. Kasi
pagka malaki na yung firm ninyo, pag kilala na yung firm ninyo, maraming project na papasok
sa inyo, duon palang dapat –pag marami nang projects ang pumapasok sa inyo, i-sort out nyo
na kung ano yung projects na babagay sa inyo, ano yung projects na pwede ninyong kunin na
hindi naman kayo mai-i-stress, at the same time kumbaga rewarding naman siya. Kasi
maraming project dyan, baka maliliit tinatanggap pa rin, yun medyo nakakapagod rin. Dapat
kapag lumaki na kayo, piliin ninyo na yung mga projects na para din sa inyo.
