Financial Assistance for the Inter State Study Visit to be undertaken by

the elected Office bearers and directors of the State/Distt. Level


Cooperative Organisations/MSCS/UCBs

GUIDELINES
1. Objective :

The Inter State Study Visit Programme of the elected office bearers and directors of the State and
District Cooperative Unions /federations will be coordinated by the State Cooperative Unions. It is
expected that these visits would enable the participants to have direct interactions with the officials
and non-officials of the Cooperative Organisations in cooperatively advanced states and also see for
themselves the various activities being undertaken by the good working cooperative societies and the
role being played by them in satisfying the needs of their members. Such visits are likely to broaden
their horizon and motivate them to take innovative initiatives for better performance of their
cooperatives for the higher satisfaction of member needs.

2. States to be visited :
The Inter State Study Visit programme may be undertaken in one or two adjoining cooperatively
developed States.

3. No. of Participants :

The visiting group may consist of 10 - 15 persons including a coordinator to be designated by the
State Cooperative Unions. The group shall consist of elected office bearers and directors of the State
and District Cooperative Union/federations.

4. Duration :

The duration of the tour would be 7-10 days including journey days.

5. Submission of proposal :

The organizations shall submit the detailed programme of study along with Budget Estimates and the
list of participants along with their designation and name of cooperative organization represented by
them to NCUI well in advance before commencement of the study visit for approval of NCUI. The
study visit can be undertaken only after NCUI’s approval in writing. The proposal may be submitted
in the Performa enclosed herewith.

6. Contribution of the coordinating organization:

The concerned Organisation shall also contribute at least 10% of the total actual expenditure.
However, such contribution shall not be required in case of North-Eastern States and the
programmes exclusively meant for women directors.
7. Maximum Financial Assistance:
Maximum financial assistance up to Rs. 3.00 lakh shall be sanctioned as per the upper limits given
below:-

i) Train Fare (At actuals) : 90,000/-


(AC 3 Tier; @ Rs.6000/- per person)
ii) Boarding @ : 75,000/-
Rs. 400/day/person (For 10 days i.e. 400x10x15)
iii) Lodging @ : 84,000/-
Rs. 700/day/person
For 7 days i.e. 700x7x15

iv) Local Conveyance : 31,000/-

v) Miscellaneous : 20,000/-

Total Rs. 3,00,000/-

8. Other Conditions:

(i) The expenditure shall be incurred as per the budget estimates within each head of the budget
estimate approved by NCUI.

(ii) Deviation to the extent of 20% in the number of participants would be allowed in other words,
in case the number of participant is less than 10 in the group, there would be proportionate
reduction in the financial assistance according to the actual no. of participants in the group.

(iii) The amount shall be finally adjusted against actual expenditure. The coordinating organization
shall furnish the details of expenditure, along with original voucher and the Tour Report /
Diary and the utilization certificate within 15 days of the completion of the programme.

(iv) The organizations which are unable to utilize the sanctioned assistance within the same
financial year shall either get the revalidation to conduct the programme at a later date or
refund the amount immediately. The organizations that do not refund the amount shall not be
eligible for any further financial assistance.

(v) The organization which has been given financial assistance for the Study Visit shall be eligible
for another assistance for the same purpose only after a gap of at least one year.

(vi) The study tour taken for the purpose other than the objectives stated in guidelines will be
liable for refund of released amount.
