NAHRIM BACKGROUND

The need to establish a National Hydraulic Research Institute of Malaysia (NAHRIM) started

way back in 1990 as a result from Delft Hydraulic & Co findings. The report acknowledged

the establishment of a research institute with a capability to conduct experimental simulation

and numerical hydrodynamic analysis, ecological and morphological processes and its

interaction with human activities. Subsequently, in the Cabinet Meeting on the 14th April

1993, approved the establishment of NAHRIM with the main objective as follows:

 To build a pool of experts and provide research service that need in planning,

designing, building and implementing research related to development of water

resources in particular and environment in general; and

 To set up as a National Focal Point that coordinate research on hydraulic

engineering in Malaysia.

NAHRIM started its operation in September 1995 and move ahead to become an excellent

center in hydraulic engineering research and supporting service to meet the demand from

both public and private sector in the water related development. In line with its establishment

objectives as indicated above and NAHRIM's function as also written in the Ministerial

Function Act 1969 (Ministers of the Federal Government (No.2) Order 2008) are as follows:

 Conducts basic and applied research in hydraulic engineering, coastal engineering ,

water resources and water quality for public and private sector;

 Experts/specialised consultancy services to public and private sectors;

 Co-operate with local universities and institute in hydraulic engineering research;

 Function as Government advisor on matters relating to hydraulics; and

 To act as the National centre in hydraulic engineering research and become the
coordinator of all research in the country.

to ensure sustainable growth in order to improve the quality of life and well being

POLICIES

Main policy

Stimulate and intensify Research and Development (R&D) efforts related to the

management of natural resources and the conservation of the surrounding environment to

increase the value of national development.

Quality

Willing to produce surface hydraulic R&D discoveries (eco-friendly drainage systems, river

and beach management) and quality geohydrology to achieve customer satisfaction and

organizational excellence.

Produce eco-friendly innovation products that can reduce the impact of peak ecosystems on

the environment and pollution of water resources through the use of control methods at the

root.

Main function

 Conducting basic and applied research within water sector such as river basin, water

resources and climate change, coastal and oceanography, hydrogeology and water

quality and environment;

 Providing expert consultancy services pertaining to water and its environment for the

public and private sector;

 Providing advisory role in the water related fields;

 As a referral centre for water and environment relate research at the national level as

well as participating actively in bilateral or multilateral research at international level.

Digital Economy / Digital Technology in NAHRIM’S

Information Technology in NAHRIM’S :

 Plan, manage and monitor ICT infrastructure to ensure availability and

implementation of ICT projects are in line with the nation’s requirement;

 To provide IT support to accelerate R&D related to water and its environment and

 Supervise, implement and manage policies and guidelines on ICT Security.

Smartphones have become a trend in the use of mobile phones today and will be a lifestyle

by everyone regardless of their age, location or social status. The simplest reason, the

manufacturers of mobile phones will no longer issue a mobile phone called feature mobile

phone, which is a mobile phone that exists before the era of smartphones.

Therefore, NAHRIM has agreed to utilize this opportunity and the sophistication to build a

mobile application to facilitate the community as well as them.

It’s been a while since they started setting up mobile apps. This NRE Mobile Apps is a

collection of mobile apps developed to facilitate the achievement of relevant information

NRE and department/agencies.

Users and employees no longer need or are in front of laptop or PC, just using smart

phones, they can download this mobile application. Indirectly this mobile application can be

accessed everywhere as long as your smartphone does not run out of battery or out of

coverage.

private agencies for various purposes. The goal of this initiative is to increase the

transparency of government service delivery through accurate, timely and relevant shared

data. In addition, the implementation of open government’s data can also improve the

productivity country digital economy through new innovations to the industry or the

involvement of citizens and business community.

Job Rotation In NAHRIM

NAHRIM has chosen job rotation to empower Information Management department in

meeting the possibility of long terms plans.

NAHRIM wants to produce skilled workers in all aspects and master the tools, technology

and prepare for future technological advances where the general knows that this technology

is constantly evolving and changing at all times regardless of time.

Through this job rotation, employees will be more sensitive to the challenges and be able to

share knowledge among them. With job rotation, it can also save money and budget on

hiring new workers to meet the needs of each position within the Information Management

department itself.

The existence of this job rotation, the worker will take turns doing the job routine for the

position.

Three (3) major issues

However, obstacles remain and become a barrier to the development and upgrading of

technology.

First issues

Lack of knowledge and understanding

When the decision to upgrade and build new technology was made, the problem that be a

barrier was that few employees did not fully understand the purpose, plus the lack of

knowledge in understanding the new technologies introduced by management in the

organization.

Some workers have not been taught how to properly integrate technology or use technology

programs in depth because of professional development activities and lack of experience in

handle new tools.

Second issues

New workflow and environment

The effect of using new and advanced tool become difficult to understand. When deploying

new technology, it means that new workflows will be created indirectly and the environment

will change.

Workflow can be process analysis, involves identifying, prioritizing and ordering the tasks

and information needed to achieve the expected results of a business process. Workflow

and process re-designs are often left or neglected when identifying and selecting new

information technology.

The successful creation and embedding of these new workflows is a vital part of the success

of the deployment of new technology.

Third issues

Poor training

The technology tools implemented will be technically sophisticated and the end user who

new in this area may need extra support to get the most out of it. Poor training make the

user might feel alienated by the technology or frustrated by the time it takes to understand

and explore it.

We know that as a employee, they are interested in performing their jobs well to advance the

company, feel a sense of pride for a job well done and advance to higher positions. But

when there is poor training in organizations, employees do not understand how to do their

jobs and to achieve the organization goals are possible. This leads to low morale among

workers.

Strategies

Management should teach their employees, focus on how to handle the basic functions of

the new technology. If a leader cannot properly use the technology to their employees, how

can these workers benefit from their use. Some employees only know how to handle

technology to a certain level and only have basic knowledge of how to use a particular

program. So it is quite difficult for these workers to receive instructions for handling programs

and technologies that are new to them.

Employees can contribute to the success of the company when they are trained to perform

their duties according to industry standards. The training provided either in the form of

attending classes or non-cost exercises which is studying jobs from supervisors and older

workers.

Supervisors and more experienced employees must also spend time monitoring unskilled

workers, which detracts from their work and increases the amount of time necessary to

complete production.

Optimal workflow requires having the right information at the right time so that the individual

performing a step or task can advance the process toward completion. To achieve optimal

workflow, organizations must take a step by analyse the flow of work at workplace.

The use of information technology to manage and manipulate information presents a series

of challenges. Employees need to find ways to master in these technologies and to provide

training on their use. In order to maximize the value of information technologies, employers

will want to determine how and when information technologies increase knowledge worker

productivity and performance, how to best match a particular technology with specific job,

and how computer programs can be best used to locate and create information. Employers

will also need to know how to evaluate employee use of information technologies and how to

cope with underutilization of and resistance to these technologies. With this use oriented

infrastructure, mission critical business news, information and research data is not only

available upon demand to the user’s desktop, but on users smart phones.. In fact, the

availability of critical information via the web has created a new breed of telecommunicating

knowledge workers with anytime and anyplace capabilities.

Conclusion

As we know, technology can be only successful when there are no barriers slowing it down.

Based on Roger’s Diffusion, there have five (5) step process:

1)      Knowledge – person becomes aware of an innovation and has some idea of

how it functions,

2)      Persuasion – person forms a favorable or unfavorable attitude toward the

innovation,

3)      Decision – person engages in activities that lead to a choice to adopt or reject

the innovation,

4)      Implementation – person puts an innovation into use,

5)      Confirmation – person evaluates the results of an innovation-decision already

made.

Technology has changed the modern workplace, making great strides in operational

productivity. To realize every benefit, technology has to be properly implemented and

managed on a going basis. As an operational unit, IT department is responsible for

delivering that goal, ensuring that key systems are continually available, reliable and suited

to the needs of the business. In that role, IT must also facilitate the actual use of technology

through support, information and training services. And all above, IT must also ensure that

technology solutions are relevant, as easy to use as possible and always appropriate to the

skill levels of the end user community.
