For Abortions

Last summer, a Mississippi
woman sought an abortion after,
she said, a friend had raped her.
Her state prohibits most abor-
tions but allows them for rape vic-
tims. Yet she could not find a doc-
tor to provide one.
In September, an Indiana wom-
an learned that a fetal defect
meant her baby would die shortly
after birth, if not sooner. Her
state’s abortion ban included an
exception for such cases, but she
was referred to Illinois or Michi-
gan.
An Ohio woman carrying trip-
lets faced a high risk of dangerous
complications, including deliver-
ing too early. When she tried to get
an abortion in September through
Ohio’s exception for patients with
a medical need, she was turned
away.
The abortion bans enacted in
about half the states since the Su-
preme Court overturned Roe v.
Wade in June do not prohibit abor-
tion entirely. Most make excep-
tions in certain circumstances,
commonly to protect the health or
life of the patient, or in the case of
rape or incest. And as conserva-
tive state lawmakers prepare to
take up new restrictions on abor-
tion in upcoming legislative ses-
sions, exceptions will be at the
heart of the debate.
But in the months since the
court’s decision, very few excep-
tions to these new abortion bans
have been granted, a New York
Times review of available state
data and interviews with dozens
of physicians, advocates and law-
makers revealed.
Instead, those with means are
traveling to states where abortion
is still broadly legal or are obtain-
ing abortion pills at home because
the requirements to qualify for ex-
ceptions are too steep. Doctors
and hospitals are turning away
patients, saying that ambiguous
laws and the threat of criminal

Safe at Home in Dnipro, Until a Russian Missile Struck

DNIPRO, Ukraine — A Russian
missile as long as a city bus was
nearing the end of a roughly 300-
mile flight, its 2,000-pound war-
head armed to detonate on im-
pact.
As it was descending through a
gray sky last Saturday, traveling
at supersonic speed, Rostyslav
Yaroshenko, 12, was watching Tik-
Tok videos in his kitchen on the
third floor at 118 Victory Embank-
ment, a sprawling apartment
complex in the central Ukrainian
city of Dnipro. Six floors up, Yev-
geniy Botvynov had just curled up
with his wife, Olha, under a blan-
ket, trying to keep warm during
yet another power outage.
On the other side of the build-
ing, two couples had gathered in
their kitchens on the fourth floor,

PARIS — There are “two things
that Russians require from the
state: internal order and external
power.”
So says a fictional President
Vladimir V. Putin in “Le Mage du
Kremlin,” or “The Wizard of the
Kremlin,” a novel exploring the in-
ner workings of his government
that has captivated France, win-
ning prizes and selling over
430,000 copies.
Published shortly after Russia
invaded Ukraine last February,
the novel has become a popular
guide for understanding Mr.
Putin’s motives. It has also turned
its Swiss-Italian author, Giuliano
da Empoli, into a coveted “Krem-
linologist,” invited to lunch with
the French prime minister and to
France’s top morning news show
to analyze the war’s develop-
ments.
The success has illustrated the
continued power of literature in
France, where novels have long

nary Saturday for ordinary
Ukrainian people these days, in a
place far from the front lines of the
war with Russia, but never fully at
peace. All day, air-raid warnings
were sounding, forcing people to
make calculations that have be-
come habitual: Go to a shelter or
stay home? Take the elevator or
the stairs?
Most of the time, life appears to
be normal. And then, suddenly, it
does not.
Around 3:40 p.m. on the 325th
day of Russia’s full-fledged war in
Ukraine, an ordinary Saturday
turned extraordinary when the

The apartment building, an

Last spring and summer, em-
ployees of the Supreme Court
were drawn into an investigation
that turned into an uncomfortable
awakening.
As the court marshal’s office
looked into who had leaked the
draft opinion of the decision over-
turning the constitutional right to
abortion, law clerks who had se-
cured coveted perches at the top
of the judiciary scrambled for le-
gal advice and navigated quanda-
ries like whether to surrender
their personal cellphones to inves-
tigators.
The “court family” soon real-
ized that its sloppy security might
make it impossible to ever identify
the culprit: 82 people, in addition
to the justices, had access to the
draft opinion. “Burn bags” holding
sensitive documents headed for
destruction sat around for days.

Was Not a Surprise,
His Lawyer Says

WASHINGTON — Investiga-
tors for the Justice Department on
Friday seized more than a half-
dozen documents, some of them
classified, at President Biden’s
residence in Wilmington, Del., af-
ter conducting a 13-hour search of
the home, the president’s personal
lawyer said Saturday evening.
The remarkable search of a sit-
ting president’s home by federal
agents — at the invitation of Mr.
Biden’s lawyers — dramatically
escalated the legal and political
situation for the president, the lat-
est in a series of discoveries that
has already prompted a special
counsel investigation.
During Friday’s search, six
more items with classified mark-
ings — including some documents
from his time as a senator and oth-
ers from his time as vice president
— were taken by investigators,
along with surrounding materials,
according to the statement from
Bob Bauer, Mr. Biden’s attorney.
Mr. Bauer did not indicate what
had led to the search, saying only
that the president’s lawyers had
offered to provide access for a
search “in the interest of moving
the process forward as expedi-
tiously as possible.” Justice De-
partment investigators coordi-
nated the search with Mr. Biden’s
lawyers in advance, Mr. Bauer
said, and the president’s personal
and White House lawyers were
present at the time.
“The F.B.I. on Friday executed a
planned, consensual search of the
president’s residence in Wilming-
ton,” said Joseph D. Fitzpatrick,
an assistant U.S. attorney in Illi-
nois who is serving as a spokes-
man for the special counsel inves-
tigating the Biden documents
case.
The search agreement with Mr.
Biden’s legal team was negotiated
by John R. Lausch, a federal pros-
ecutor who was picked to lead the
initial inquiry last year. His re-
placement, Robert K. Hur, who
was appointed to serve as the per-

Perhaps most painful, some em-
ployees found themselves ques-
tioning the integrity of the institu-
tion they had pledged to serve, ac-
cording to interviews with almost
two dozen current and former em-
ployees, former law clerks, advis-
ers to last year’s clerkship class
and others close to them, who pro-
vided previously undisclosed de-
tails about the investigation.
Inside the court, justices are
treated with such day-to-day def-
erence that junior aides assist
them in putting on their black
robes. As staff members were
grilled, some grew concerned
about the fairness of the inquiry,
worried that the nine most power-
ful people at the court were not be-
