1. SCOPE

1.1 This specification covers the general requirements for Low Voltage AC Motor Control
Centers (MCCs).
1.2 The specific requirements are given on the Data Sheet(s) and the One-Line Diagram(s)
or MCC Tabulations.
1.3 Design, fabricate, test, and deliver (when required by release) Motor Control Centers
(MCCs) and accessories in accordance with this specification.

2. CODES AND STANDARDS

2.1 All MCC assemblies shall be designed, manufactured and tested in accordance with the
applicable sections of the latest edition of the following standards:

2.3 Except for special units produced to meet the requirements of the material requisition, all
electrical equipment and components shall be listed by a Nationally Recognized Testing
Laboratory (NRTL) and shall carry a label (e.g., UL, CSA).
2.4 Any conflicts between the referenced documents shall be identified to the Buyer in writing
for resolution. In general, when resolving conflicts, the following order of precedence shall
apply:

3. ENVIRONMENTAL CONDITIONS

3.1 Enviromental Conditions

For information on environmental conditions, refer to ‘General Specification for Site


Conditions’, No. 25713-220-3PS-G000-00001.

3.2 Altitude Corrections Factors

Altitude correction factors must be applied by sellers for derating the equipment to be
located at:

• Escondida Site based at : 3 200 meters above sea level (m.a.s.l.).


In accordance with the applicable ANSI/NEMA standards and codes.

4. CONSTRUCTION

4.1 General Construction features

MCC assemblies shall have NEMA Class I, Type B wiring unless otherwise specified on
the Data Sheet(s) or the supplier software tool report. The wiring for controllers smaller
than Size 4 shall be NEMA Class I, Type B-T.
4.1.1 All equipment shall be fully rated for symmetrical fault currents equal to or greater than
the bus bracing specified on the Data Sheet(s) or the supplier software tool report.
4.1.2 The MCC enclosures shall be designed for indoor installation unless otherwise specified
on the Data Sheet(s) or the supplier software tool report.
4.1.3 When outdoor installations are specified, the following shall apply:

a. Walk-through weatherproof housing shall be provided with lockable access doors at


both ends

b. Lockable access doors shall be equipped with stops

c. Walk-in aisle doors shall be equipped with panic bars that over-ride door locks.

d. Walk-in aisle and all other normal operation and maintenance areas shall be provided
with guarded fluorescent lighting for a minimum maintained lighting level of 500 lux on
the floor.

e. A light switch for interior lights shall be provided adjacent to each exterior walk-in aisle
door.

f. A photo-cell controlled 70 W HPS exterior light shall be provided at each exterior walk-
in aisle door.

g. Guarded 120V space heaters shall be provided to preclude formation of condensation


on operating parts.

h. The housing interior shall be provided with NEMA 5-20R receptacles within 25 feet of
any point within the housing. All convenience receptacles shall be ground fault
interrupter (GFCI) type or be supplied from GFCI breakers.

i. All auxiliary lights, receptacles, vent fans and space heaters shall be on separate
independent circuits.

4.1.4 Front only MCCs shall be suitable for back-to-wall or back-to-back installation with no rear
access required.

4.1.5 Low voltage MCC will use combination motor starters having motor circuit protector
(MCP) type instantaneous and adjustable trip circuit breakers, air contactors up through
NEMA size 4, and vacuum contactors above Nema size 4.

4.1.6 Combination control units (Size 4 and smaller), and feeder units (225 A and smaller) shall
be plug-in type. If it is the manufacturer’s standard, Size 5 combination control units and
400 ampere frame feeder units may be plug-in. Units of the same size and type shall be
fully interchangeable where control and power circuitry permit.

4.1.7 Provide units with positive grounding means to ground the frame before the stabs engage
the bus.

4.1.8 Individual controller units and/or feeder units shall be isolated and baffled from all other
units, adjacent buses and wireways.

4.1.9 Design motor control centers so that power and control cables for the feeder devices can
enter at both the top and bottom. The incoming feeder entry shall be designated on the
Data Sheet(s) or supplier software.

a. MCCs, when provided with provisions for cable entry from top, shall contain a cable
termination compartment that is completely isolated from the main horizontal and
vertical busbars. Even if it is required to provide additional top mounted extension
assembly for the purpose of cable termination, the assembly shall be provided with
robust isolation barriers so that cable pulling crew cannot accidentally come in
contact with the buswork and which can withstand, without deformation, the loads
imposed when installing large cables.

b. MCCs, when provided with provisions for cable entry from bottom, shall have
protection in the form of insulating barriers to ensure that accidental contact with
busbars does not occur.

c. It is the intent of the Buyer to locate the block out conduit sleeves as close to the
front of the block outs as possible to afford the maximum clearance for pulling and
routing of cables. Seller shall not locate any equipment above or below the block
out to ensure that enough space is available for pulling of cable. Grounding lugs
shall be located in a section where it does not prevent other cable entry from
bottom.

4.1.10 Each vertical section shall have an isolated vertical wireway with a separate, full height,
hinged door and captive hardware, except for oversized units (e.g., incoming units).
Provide vertical sections with two isolated horizontal wireways, one at the top and one at
the bottom, readily accessible by removal of the cover plates. The wireway shall form a
convenient wiring space the entire width of the control center.
4.1.11 Lugs for incoming line and outgoing feeders larger than #4/0 AWG shall be positioned so
that the lug openings are oriented toward the cable or conduit entrances, with an 18-inch
minimum space between the lugs and the cable entrance.
4.1.12 Each MCC shall be provided with facilities for lifting, and the base construction shall be
capable of rolling or skidding without damage. When specified on the Data Sheet(s) or
the supplier software tool report, provide removable means for lifting from top.
4.1.13 Each MCC shall be capable of the addition of future vertical sections at either end of the
line-up, unless it is close coupled to a switchgear section at that end. The bus shall be
drilled, and removable cover plates shall be furnished on the end vertical sections.
4.1.14 Future spaces shall be provided with vertical bus, door, guide rails and other hardware
required to permit future addition of combination controller, and/or feeder unit without de-
energizing the motor control center.
4.1.15 Provide removable top plates suitable for drilling for top entry of cables, unless an
extension box with a full drip shield is supplied, in which case top plates are omitted.
4.1.16 Enclosures shall not have sharp edges or pointed objects, such as the pointed ends of
sheet metal screws, on the exterior, inside any wireway, or in any access space required
for installation, operation, or maintenance.
4.1.17 Adhesives shall not be used for mounting any devices, parts, or components. All devices,
parts and components including nameplates, wireways, and wire supports shall be
mounted with screws or bolts.
4.1.18 Seal off plates shall be provided for both top and bottom cable entry areas.
4.1.19 Each low voltage MCC must include arc resistant protection.
4.1.20 All insulation material shall be flame retardant and auto extinguishing, arc resistant and
track resistant.
4.1.21 A minimum of 20 percent spare starters and feeder breakers will be provided in each
MCC.

4.2 Bus Requirements

4.2.1 The main power bus shall be isolated copper with tin-plated joints unless otherwise
specified on the Data Sheet(s).

4.2.2 The bus rating of the incoming section shall be the same as the main power bus.

4.2.3 The incoming cell shall included a multifunctional, electronic, measuring device.

4.2.4 The vertical bus extensions shall be isolated copper with tin-plated joints, and shall be
rated for 300 A minimum, unless otherwise specified on the Data Sheet(s). All unused
openings for unit bus stabs shall be furnished with insulating covers.

4.2.5 A continuous 1/4 inch by 2 inch minimum copper ground bus shall be provided throughout
the entire length of the assembly and located as specified on the Data Sheet(s). Each
end of the ground bus shall be provided with two holes drilled to accommodate NEMA
lugs for connections of 4/0 AWG grounding cables.

4.2.6 Bus phasing shall be arranged A-B-C, left to right, top to bottom, front to back, when
viewed from the front.

4.2.7 Provide a neutral bus when specified on the Data Sheet(s) or the supplier software tool
report. The neutral bus shall be copper and shall be provided throughout the entire
length of the assembly or otherwise as indicated on the Data Sheet(s) or supplier
software tool report. The neutral bus shall be bonded to the ground bus with removable
jumpers.

4.3 Combination Control Units


4.3.1 Each motor starter shall have the capability of being started, stopped and monitored
remotely via a communication network connected to a digital device directly mounted in
the MCC starter cubicle. The digital device shall have a minimum of five (5) digital inputs
and two (2) isolated digital outputs for Buyer use. Each motor starter shall include a
protection intelligent device with communication port to PCS using Profibus or DeviceNet.
Device Net shall be only used for material handling area. Gateway or any special
interfaces for communications to PCS shall not be accepted.

4.3.2 Seller shall include the communication network between all cubicles with digital devices in
the MCC, connection shall permit to insert or withthrow cubicles without affecting the
integrity of the MCC communication network. One connection point shall be provided to
connect the MCC communication network with the Buyer Process Control System (PCS).
The MCC internal communication network wiring shall be certified by seller.

4.3.3 The MCC supplier shall provide all connectors and terminator required for MCC
communication network.

4.3.4 The configuration and parameterization shall be developed by seller. The programming
and configuration of the starter shall be done according MCC tabulation requirements.

4.3.5 Combination motor control units shall consist of a line side disconnect with overcurrent
protection and a magnetic contactor, with three-phase overload protection for motor
controllers.

4.3.6 Each combination control unit compartment shall be provided with an externally operable
circuit disconnect and a door mounted manual reset button for overload elements.
Provide for padlocking the starter units in the OFF position.
4.3.7 Unless otherwise specified in the data sheet, the minimum contactor size shall be NEMA
Size 1. Vacuum contactors for Size 5 and larger controllers shall be provided if indicated
in the Data Sheet(s).
4.3.8 Controllers shall be capable of "holding in" for voltage dips to 70 percent of nominal bus
voltage.
4.3.9 Seller shall define maximum one-way distances for the contactor coil control circuit and
required modifications for longer control circuit distances.
4.3.10 Provide a 120 Vac interposing relay for all (NEMA size 1 through 5) contactor coils whose
inrush current exceeds 3 amperes. All controllers requiring a contactor coil operating at
line voltage shall also be provided with a 120-Vac interposing relay.
4.3.11 Each controller shall be provided with four spare normally open (NO) and four spare
normally closed (NC) auxiliary dry contacts in addition to the contacts utilized for control
circuits or space heater functions, wired to the terminal block, unless otherwise specified
on the Data Sheet(s).
4.3.12 Unless otherwise specified on the Data Sheet, each controller shall be provided with an
individual control power transformer (CPT). The CPT’s shall be provided with two primary
fuses and one secondary circuit breaker (CB). The non-fused leg of the secondary of the
transformer shall be grounded. The CPT’s secondary voltage shall be 120 V or as
specified in the Data Sheet. The minimum CPT size shall be 100 VA. NEMA size 1 and
2 controllers shall be provided with a CPT rated at least 50 VA above the manufacturer's
standard CPT.
4.3.13 Each controller shall be wired for provision of remote control operation via communication
with the Buyer’s communication network as noted in the Data Sheets.
4.3.14 Active Profibus-DP terminator shall not be powered from MCC starter, instead of that,
active Profibus-DP terminator shall be powered from independent UPS connection within
MCC cabinet. The terminator shall be installed into MCC cubicle.

4.4 Feeder Unit

4.4.1 Active Profibus-DP terminator shall not be powered from MCC starter, instead of that,
active Profibus-DP terminator shall be powered from independent UPS connection within
MCC cabinet. The terminator shall be installed into MCC cubicle.
4.4.2 Feeder units shall either be circuit breakers or fusible switches as indicated in the Data
Sheet(s). The feeder units shall have an interrupting rating that meets or exceeds the
available short circuit indicated in the Data Sheet(s) and/or the supplier software tool
reports.
4.4.3 Each feeder unit compartment shall be provided with an externally operable circuit
disconnect means. Provide for padlocking the feeder units in the OFF position.
4.4.4 Manually operated, trip free, molded case, 3-pole breakers shall be in accordance with
UL 489 and shall be equipped with thermal-magnetic overcurrent protection having
continuous current rating on each pole.

4.4.5 Equip breakers with an external operating mechanism to allow operation from the front
only with the unit door closed. The operating mechanism shall clearly indicate whether
breaker is ON, OFF, or TRIPPED.
4.4.6 Fusible feeder switches shall be quick-make, quick-break gang-operated type.
4.4.7 Provide wiring between the bus stab and the line side of the feeder unit rated in
accordance with the frame size.

4.5 Ground Fault Devices

4.5.1 Ground fault sensors and relays (50 GS) are required as an accessory for all combination
control unit and feeder breaker units with a trip size greater than 50 A. Include with the
associated breaker a 120V shunt trip coil and size the control power transformer
adequately to shunt trip the breaker. Consider the short time burden of the shunt trip coil
for the duration of trip action as being in addition to all other burdens imposed upon the
control transformer.
4.5.2 Ground Fault Relay (GFR) will be provided on all motor and non-motor loads.

4.6 Transformer Units

4.6.1 When specified on the Data Sheet(s) or the supplier software tool report, provide dry-type
power transformer(s) with Class 220 insulation and 80 °C temperature rise.
4.6.2 Provide overcurrent protection in accordance with NFPA 70 and UL 845.

4.7 Adjustable Frequency Drives (AFD)

4.7.1 When specified on the Data Sheet(s), AFD shall be supplied and installed by MCC
Manufacturer inside LV MCC. It shall be required full integration of AFD with LV MCC.
4.7.2 The AFD shall be incorporated to the communication network, through Profibus DP or
DeviceNet.

4.8 Panelboard Units

4.8.1 When specified on the Data Sheet(s) or the supplier software tool report, provide
panelboard units that meet the requirements of NEMA Standard PB-1 and UL Standard
67.
4.8.2 Include molded case, thermal-magnetic circuit breakers having a continuous current
rating as shown on the one-lines or MCC tabulations and/or the supplier software tool
reports Circuit breakers shall meet UL 489 requirements.

4.9 Indicating Lights

4.9.1 All indicating lights shall be LED type unless otherwise specified on the Data Sheet(s).

4.10 Space Heaters

4.10.1 When specified on the Data Sheet(s), space heaters shall be provided in each vertical
section sized to provide the heat output required to prevent condensation when operated
on a 220 volt system and located so as not to interfere with wireways. All space heaters
shall be controlled by thermostat and furnished with a single pole circuit breaker for the
supply disconnect. The space heater circuit shall be wired to an accessible terminal
block in the incoming section for connection of external power wiring.
4.10.2 The associated motor starter shall control motor space heater. When it is specified that
motor space heaters are to be fed from an external source, a normally closed (NC)
contact from the starter shall be wired out to terminal blocks for control. Two adjacent
terminal points (4 total) shall be provided for connection of the external power wiring.

4.11 Wiring And Terminations

4.11.1 All power and control wiring shall be flame-retardant, halogen free and low smoke;
moisture, heat and oil-resistant 600 V stranded copper. Power wiring shall be #12 AWG
minimum. Control wiring shall be #14 AWG copper wire, type SIS or XHHW, unless
otherwise indicated in the data sheet.
4.11.2 Power wiring shall be marked for phase identification by numbering with alpha-numeric
characters and/or colors.
4.11.3 All wiring shall be continuous from terminal to terminal without splices and tagged at both
ends with plastic sleeve-type wire markers. Wire numbers shall match the Seller's
interconnection drawing.
4.11.4 All control wiring in each motor control and/or breaker unit shall be wired to two piece
"pull apart" type terminal blocks. A minimum of 20 percent spare terminals shall be
provided for NEMA size 3 compartments and larger. The maximum number of spare
terminal blocks shall be provided that a NEMA size 1 or 2 compartment can
accommodate.
4.11.5 Wiring for current transformer (CT) secondary leads shall be crimped in self-insulated
compression ring-type lugs, and terminated on shorting screw-type terminal blocks.
Minimum CT conductor size shall be #10 AWG.
4.11.6 Seller's wiring shall be connected to only one side of all terminal blocks and no more than
two wires per terminal shall be permitted. All field cable terminals shall be rated for use
with 75 °C, stranded, copper conductors.
4.11.7 Terminal blocks shall be supplied and clearly marked for wiring that will be installed by
the Buyer, including wiring between shipping sections.
4.11.8 All incoming line and ground conductor terminal lugs shall be provided by the Seller, and
shall be NEMA two hole long barrel compression type with cast bodies.

4.12 Nameplates

4.12.1 Each MCC vertical section, individual control unit, and/or feeder unit shall be identified
with nameplates. Nameplates shall be machine engraved lamacoid plastic, with black
lettering on a white background.

4.12.2 A red nameplate with 1/4 inch high white letters shall be attached to the door of each
compartment where wiring fed from an external power source is accessible. The
nameplate shall read as follows:

4.12.3 Lettering for the overall MCC assembly shall be 1 inch high.
4.12.4 Lettering for vertical sections shall be 1/2 inch high.
4.12.5 Lettering for the individual control and/or breaker units shall be 3/16 inch high.
4.12.6 Nameplate information will be provided by the Buyer.
4.12.7 A nameplate shall be affixed to the MCC indicating an “Arc-Flash Hazard” in accordance
with the NEC, when required by data sheet. Label shall be Brady product # 94913 or
equal. The label shall be installed by Seller at front and rear end of main incomers, tie
breaker section and each vertical section. In lieu of installing the labels on the
switchgears at factory, Seller's detail drawing showing position of labels and a complete
bill of materials showing the number and type of labels supplied by the Seller are
acceptable. In lieu of separate labels for ‘Voltage’ and ‘Arc flash hazard’, a combined
label is also acceptable.

4.13 Painting

4.13.1 The color of the MCC enclosures is specified in the Data Sheet(s).
4.13.2 Clean and finish paint in accordance with manufacturer's standard procedure.
4.13.3 The Seller shall supply two 1-pint cans of paint for field touch-up for each motor control
center provided.

5. INSPECTION AND TESTING

5.1 In addition to the NEMA standard routine tests, the following tests shall be performed on
each MCC, unless otherwise specified on the Data Sheet(s):

• Hi-Pot test of all buses.


• Continuity check of all wiring, and check for conformance to drawings.
• Complete functional test of all apparatus and equipment.
• Complete communication test of all equipment and network.

5.2 The Seller shall notify the Buyer two weeks prior to when tests are to be performed. The
Buyer or his representative reserves the right to inspect the equipment and/or witness the
tests at the factory.

6. INTEROPERABILITY TEST

6.1 The test shall demonstrate that all MCC starter shall be fully integrated and successfully
into DCS (Distributed Control System), permitting monitoring and full remote control
capabilities (start/stop, shutdown, controller mode selection, controller setpoint changes,
etc) and also allowing to get full capability in terms of data display, configuration of
parameters, etc, of the MCC starter through DCS.
6.2 The Seller shall be responsible to make procedures test, check protocols to register the
integration procedure and shall develop a report with results. These documents shall be
considered like deliverables.
6.3 The seller shall be provide all configuration files (like GSD files, DTM files, etc.) needed to
the test.
6.4 All software and hardware related with the DCS shall be provided by others.
6.5 The interoperability test shall be develop during DCS configuration stage.
6.6 The MCC provider shall supply a portable kit for each type of MCC starter model to carry
out the test. The seller shall provide support services during the testing activities that shall
be cordinated with DCS supplier.
