Scope and Limitation

The study will focus on the analysis and identification of black spots and in generating a road

accident prediction model for Cebu Transcentral Highway (TCH) road segment with the support of

Quantum Geographic Information System (QGIS) technology. The scope of this study will be only limited

based on Philippine National Police (PNP), Cebu City Transportation office (CCTO), City Disaster Risk

Reduction and Management office (CDRRMO) road accident data of Transcentral Highway from the year

2015 to 2022. On the other hand, the design that will be used in this study is Quantitative research

design to determine the various traffic and road related factors causing fatalities.

Research Instrument (Naay Char2x)

The researchers used three (3) research instruments, to identify and evaluate the accident black

spots in the Cebu Transcentral Highway. The first (1 st) one is Quantum Geographic Information System

(QGIS), an open-source cross-platform desktop geographic information system (GIS) that provides

viewing, editing, printing, and geographical data analysis, was utilized for graphical representation of

black spots in TCH. Accident data reports (2 nd) of Cebu’s Philippine National Police (PNP) from year 2015-

2022. And lastly the analysis of the gathered data was done by the Rate Quality Control Method (3 rd).

Lastly the Rate Quality Control Method (3 rd), a method that assumes the number of accidents at a set of

locations follows a Poisson Distribution and was used to analyze the gathered data.
Research Instrument (Straight to the Point)

The researchers used three (3) research instruments, to identify and evaluate the accident black

spots in the Cebu Transcentral Highway. The first (1st) is Quantum Geographic Information System

(QGIS), was utilized for identification of black spot on Transcentral Highway. Accident data reports (2nd)

of Cebu’s Philippine National Police (PNP) from year 2015-2022. Lastly the Rate Quality Control Method

was used for the analysis of the collected data.
