Executive summary

By analysing your proposal, it has been found out that for the past three, there is a loss
in the library because of its atmosphere and lack of technology;as per your survey result,
most people use smartphones and Kindles instead of using the library. The following
document will discuss the problem faced by the library and also provide a solution for the
problem. Furthermore, it also discusses budgeting and planning in detail.

Since the library is in the heart of the city, it is crucial that all people, regardless of
age, visit it. Technological renovation of the building is quite significant. Students are
increasingly drawn to online learning as a result of the lockdown and COVID. Therefore, it
would be wonderful to draw readers by incorporating more technical components in the
library.

In addition, it is crucial to give rural inhabitants the same attention as metropolitan

ones, according to a poll done to learn about public opinions and suggestions. A total of
58.8% of respondents thought the library should target both urban and rural communities
when it advertises.

Introduction

The rise of technology has significantly reduced the number of people visiting the
library. It is convenient for people to use their smartphones and laptops instead of the library.
People are drawn to technology's auditory and visual impacts, therefore reading literature is
now seen as tedious and boring. Additionally, many believe that online searches will yield
immediate solutions. On the other hand, people typically find it tiresome to look for a book at
the library, and occasionally, books may even be misplaced. Covid has boosted the use of
smartphone users, in particular. Thus, by introducing more technological aspects and
instruments inside the library, people would gain develop an interest in visiting the library.

Background

It is common knowledge that individuals have switched from traditional information-

gathering methods, such as accessing libraries, to the virtual information-gathering method,
by using mobile phones, and the internet, as a result of technology and smartphones.

According to the poll, people are becoming more kinaesthetic and go for visual and auditory
education. Consequently, it is crucial to update the library with technology and other
amenities that would spur readers' interest in reading books. According to the poll, the rural
residents are not aware of the libraries, which are located in the cities. As a result, the library
should plan its events accordingly to ensure that both urban and rural inhabitants can
participate.

Statement of the problem

Considering that the library is in the heart of the city and the fact that majority of
urbanites possess smartphones, they don't consider it necessary to visit the library. People
believe that the internet can provide them with anything instantly, whereas searching for
books and content in libraries can be quite time-consuming. Therefore, it is essential to
introduce certain modifications in the library by incorporating some technological elements.
We should also provide opportunities for rural dwellers to utilize the library.

Methodology

People of all ages were asked to participate in a survey about the benefits and
drawbacks of reading books in libraries. The majority of them believed that technology can
draw the attention of the people. At the same time, people also believed that, the ambiance of
the library should be welcoming and enticing . On the other side, there has been a decline in
library attendance, since the advent of technology. According to the survey, more than 80%
of respondents believe that the advancement of technology has resulted in a decline in library
patronage. Another reason for the decline is the unawareness among the people about the
existence of libraries; mostly, it is the rural residents, who are unaware of the existence of
libraries.

Qualification

One of the leading advertising agencies in the Chennai area is Reno advertising
agency. It has helped many businesses and schools. The production of the company Doodle
Inc. has recently increased significantly as a result of successfully luring customers with its
pet friendly environment. Customers are drawn to the company Green Go because of its
environmentally friendly culture. The main objective of the Reno advertising agency is to
catch people's attention by incorporating numerous creative elements that contribute to the
interest of the public.

Proposed Plan

Technology can be used to draw urban residents to the library, or incentives and other
amenities might be used to draw rural residents. To achieve the targeted goal any of
these plans can be selected; Technology oriented progression or Incentives related to rural
people.

1)Focussing on the Urban residents

Urban dwellers can be attracted towards the library by integrating technological

elements. This can be accomplished by providing free Wi-Fi access and internet facilities to
regular visitors. For regular library users an app can be developed to download free e-
books. Printing options can also attract people. “In Michigan Lapeer District Library
provides printing facilities to their patrons” ("Bibliotourism: 7 Reasons Why Tourists Should

Visit the Library".) Since people are attracted by the ambiance, it is important to change the
ambiance. Since most city dwellers enjoy a drink, refreshment areas can also be set up.
Visitors can be given complimentary coffee because majority of the book lovers enjoy coffee.

2)By attracting the rural people

To begin, persons who reside outside of town should be aware of the library's
presence. Adequate advertising should be done so that they are aware of the library. Rural
residents may be eligible for free membership. Rural residents can benefit from transportation
services. Once a month, a competition can be held to encourage people to read. Teachers can
also be chosen to assist them, and they can receive free counselling to determine which book
is best for them.

Figure2

According to the report, it is also crucial to have other facilities to attract visitors.
People are drawn to the library for reasons other than the books. As a result, by designating
teachers to assist visitors and having the author talk, refreshments, and internet access; library
can be improved.

Benefits and feasibility

With the allocated money, all of the submitted suggestions are doable; the budget can
even handle the combined implementation of both the suggestions. Adopting either one of the
proposals will be profitable; however, by implementing both suggestions, the library will be
made known to everyone. It is also worth noting that luring urban residents is more expensive

than attracting rural residents. At the same time, because the library is located in the heart of
the city, it is critical to attract urban residents.

Cost and Budgeting

1)Attracting the city people

Internet and Wi-Fi facility 500000

E-Book –400000 400000
Author talk –500000 500000
Changing the ambiance – 1000000 1000000
Advertising –25000 25000
Total 2425000

2)Attracting the rural people

Advertising 25000
Providing free membership 200000
Appointing teachers 200000
Transport facilities 300000
Changing the ambiance 1000000
Total 1702500

Recommendation

The library is located in the heart of the city; bringing in technological facilities would
be preferable. Income for the library can be generated by developing the library in
accordance with the interests and expectations of urban people and municipal culture.
Furthermore, because Chennai is a popular tourist destination, many visitors visit the library.
As a result, it is also critical to capture their attention through the use of technology.

With so many prestigious colleges in Chennai, it is critical to consider the preferences

of young people. This means that the library should be set up in such a way that it piques
their attention. It is also worth noting that Chennai functions as a melting pot; the majority of
individuals who work and study in Chennai originate from various districts of Tamil Nadu

and different states of India. As a result, the library should be designed so that there is no
reflection of cultural barriers. Books should be available in multiple languages.

On the other hand, because rural inhabitants are not drawn to technology, establishing
a library that appeals to their interests is economically beneficial. However, transportation
and assigning librarians and teachers to guide will be difficult. The company's income will
also be quite low, as the majority of its employees will earn less than the national average.
However, by making it easier for rural residents to access the library, the library will gain a
positive reputation among the people. This also increases the likelihood of sponsors arriving.
It is also worth noting that the results of the survey that it is critical to attract both urban and
rural residents. According to the study, the majority of respondents decided to target both
urban and rural inhabitants.

Figure3

Conclusion

To summarize, we would do our best to revamp the library. Because both

implementations are under your budget, we would market in a way that would spark the
interest of both urban and rural residents. The majority of those who responded to the survey
believe that the library should appeal to the interest of both rural and urban populations.
