Clarifications of Pre-bid queries in form of F.A.Q

This clarification is intended to all interested tenderers, consolidating the queries


Of all bidders for information of all.

We would like to have certain changes / modification some clauses of General Terms &
Conditions?
The General Terms & Conditions (GTCC) of the contract is binding documents and are non-
negotiable, and it will be integral part of Contract. Except modifications in place of jurisdiction,
no other changes are possible. Participation in tender will construed as the acceptance of our
GTCC.

It is mentioned on Page 5 of TOR that the deliverable for the consultant is to ‘Support
local communication (40-60 factories) and invitation management’.

We understand that GIZ will provide the list of factories to be contacted for the Kick-off
events and their contact details. Kindly let us know if our understanding is correct.

We also request GIZ to clarify if 40-60 factories are expected to be reached out for each
Kick-off event or for a total of the 2-3 events.No, this project involves setting up an e
learning platform only.

It is mentioned that GIZ will provide Training materials for suppliers to create and
maintain chemical inventories; tool for easy to use digital application BHive,

Kindly clarify if the selected consultant will be first trained by GIZ on the digital
application or it will be through a self-learning module?

A basic orientation of the BHive Application would be provided by GIZ.

We understand that the factories are to be covered in project locations - Maharashtra,


Gujarat, Tamil Nadu and Madhya Pradesh. We request GIZ to clarify the following:

a. Whether the 8-16 factories have been shortlisted by the client?All of these
(SCORM packages, PDFs, PPT, Videos)

b. Is there any expectation of the minimum/maximum number of factories to
be covered in each of the project states?

c. Will it be the responsibility of the selected consultant to get the buy-in of the
factories for implementing this project, or would GIZ support in this
discussion process?

The responses are as below


a. The factories are in the process of getting shortlisted and should be there by mid-
November.
b. The factories would be roped in for participation based on their willingness. The focus is to
cover major textile clusters.
c. GIZ would support the process of onboarding the factories. However, the technical support
and monitoring the results would rest with the consultant

We request the client to kindly clarify the following:

a) The ‘(local) key chemical suppliers’ means the suppliers from


India, or from the target project states?
b) It is mentioned that the consultant needs to ‘cross check finding with data in digital
tool’. We understand that the digital tool already has a database of the chemical
suppliers. Kindly let us know if our understanding is correct. In case not, requesting
GIZ to clarify what digital tool data needs to be cross-checked in Task B.

The responses are as below


a) The ‘(local) key chemical suppliers’ would mean the suppliers from across India.

b) The participating factories are required to upload the inventory of chemicals used on
BHive. The same needs to be ‘cross checked with data on BHive.

a. We request GIZ to clarify of the workshop in Task C is expected to be conducted


physically or virtually?

b. In case the workshop is expected to be conducted physically, we understand that


GIZ would be responsible for the logistics arrangements (venue, transportation
etc.) and bear the cost of the event. Kindly let us know if our understanding is
correct.

c. We understand that the list of stakeholders for this workshop and their contact
details would be shared by GIZ. Kindly let us know if our understanding is
correct.

d. We understand that the consultant is expected to provide knowledge support

for local or international publications of findings. Kindly clarify in case any
other support (e.g. designing etc.) is expected from the selected consultant.

The responses are as below


a. Holding physical and manual workshops, as stipulated in the TOR, would depend on the
then Covid-19 situation from state-to-state. However, given the present situation where
travel is permitted by GIZ as well as holding events (with due adherence to Covid
protocols), physical workshops would be preferred.
b. In case of physical workshops, GIZ would be responsible for the logistics arrangements
(venue, transportation etc.) and bear the cost of the event.
c. The list of stakeholders for this workshop and their contact details would be shared by
GIZ. However, it is desirable that the consultant also uses their known contacts, if any,
to invite key stakeholders who might be relevant to the workshop.
d. The consultant is expected to only provide knowledge support for the said purpose.

We request GIZ to clarify what kind of support is expected for the first point of Task
D ‘Engagement of the cotton project experts with national business associations
representing the textile, garment, export and chemical industries’.

We also request GIZ to clarify the following:

a. Number of projects that need to be conceptualised with at least one university.


b. Whether the university/universities have been shortlisted by GIZ or would it be
the consultant’s responsibility to connect with the university and get their buy-
in for this project?

This would a follow-up work on relationship management, correspondence and exchange of


information with national business associations representing the textile, garment, export and
chemical industries.

a. 3 projects are to be conceptualized with as many universities

b. The universities would be shortlisted by GIZ

We request GIZ to clarify if any backstopping CVs need to be provided as a part of


our proposal.

Backstopping CV of the consultant to be appointed by the shortlisted agency needs


to be given as part of the proposal.

We understand that GIZ wants involvement of the same consultant from inception

until end of the assignment to ensures smooth flow of information and data.
However, looking at the scope of work and timeline, we believe that the expert will
need support team members for executing the project effectively. Please let us know
thought of GIZ on this and maximum number of support members allowed in this
project.

As stipulated in the TOR, GIZ would need and prefer a lead consultant who is involved in
meeting the deliverables of the project. The support, if any of the team members would be
an internal mechanism of the agency.

We request GIZ to clarify if there is any specific format for the CVs? If yes, requesting
GIZ to kindly share this format.
There is no specific format of CVs. However kindly ensure that the required technical
qualifications and experience, as stipulated in the TOR should be clearly included. Further,
please ensure that the CV does not exceed four pages.

We request GIZ to clarify if the documents for assessing eligibility of the consultants
– including project credentials, would be included in the 30 pages of the technical
proposal, or need to be submitted as a part of the company documents.
Apart from CV and supportive company documents (eg: previous work of similar nature), the
complete bid shall not exceed 30 pages.

We understand that pre-existing Medical Insurance cover (personal or by the


organisation) would also be sufficient for this purpose. Kindly let us know if our
understanding is correct.

Yes, if your existing medical insurance covers this, then it is sufficient. An amount of INR
5,000 per expert will be paid on lumpsum against submission of said insurance.

We request GIZ to clarify the client details/documents which need to be provided as a


part of the References.
