price of: N13,855,000.00 (Thirteen Million, Eight Hundred and Fifty-Five Million Naira)
excluding VAT. This price is further broken down into individual components as
requested in this RFP.

This declaration confirms that this Proposal is tendered as a bona fide competitive offer
to PLAN International Nigeria, and the information provided to PLAN International
Nigeria are fully correct and complete.

Our competitive edge for this proposal has been intentionally fitted into Section 7 (to
harmonise with the popular “item 7” that aims to fill whet your appetite). Please

We wish to state authoritatively that there is no conflict of interest issues that will
prevent our firm from taking up this engagement.

5.0 Purpose
a) To design 35 modules making up 6 courses for the i-Capacity Building Program
1.0 (20 modules) and 2.0 (15 modules) based on existing E-WASH content and
interviews with E-WASH subject-matter expert(s)
b) To design and develop a functional prototype of the online learning modules for
review and validation
c) To create Courses that will involve creation of defined storylines or scenarios and
that will need to be interspersed with quizzes, information nuggets, and case
studies to enhance the learning experience and improve interaction

9.1 Work Concepts & Innovations

Gamification:
Gamification & Quizzes have been buzz words in education, as
this has been found to motivate students to learn through
interactivity between students and instructors, and also
through creating a healthy challenge amongst students.

Interactive games will be developed to translate concepts that


are abstract vividly. Games will be employed to help students
have a better understanding of complex subjects, where
applicable.

Big Data Integration, Analysis & Reporting:
We will have reporting and analysis tools that will mine
user data and display the reports for stakeholders to
have full visibility and be able to take informed
decisions, while also help with proper monitoring and
evaluation of the project.

10.0 Methodology
We adopted the Agile Software development model in order to efficiently
accommodate our rapidly paced incremental development cycles. This approach
facilitates a steady stream of (new) feature releases, and improvements on existing
ones. As a result, quality testing is guaranteed to ensure the retention of our
excellent software quality.

Project Management:

Our team consists of certified Project Management and ITIL Professionals who have
handled complex and multiple projects successfully over the course of their careers.
We replicate success paths in a customizable format. We use an iterative process
and methodology which involves a high degree of interaction with the client and/or
end-user to maintain alignment with the project objectives.

Content Design & Development:

Interviews will be conducted with subject-matter experts across the country, while
also interacting with affected communities to have an all-rounded view of
understanding and perspectives that can influence knowledge acquisition. With our
in-house experts in Data Analytics, we will collate, analyse, and arrange all collated
information appropriately to suit the corresponding focus courses.

We will work with the client towards choosing the right authoring tool, considering
factors such as how many people will be accessing the program at any one time (the
average, the maximum), how many applications will need to be installed if any,
consideration of available bandwidth, back-up requirements, what type of support
system will be offered to end-users, and so on.

Storyboards will involve the use of graphic tools such as LightBox to reduce loading
times on pages, hence, there will be less full page loads for the user during the
course.

Short Videos of subject-matter experts will be made to introduce course pages,


summarizing the learning and objectives of the page.

Related external links will be included for further learning on the subject of the page.

Technical Services:

Here, we will conceptualize, design, and develop a web platform to house all e-
learning material. Platform will be fully mobile-friendly and intuitive. We will develop
a working prototype of the modules for testing and approvals.

 Web hosting will be with a top-10 rated host company, with guaranteed 99.9%
uptime.
 World-class security features will be integrated to minimise chances of site
hacks.
 Hosting infrastructure is scalable, accommodating increased traffic and

 Maintenance/Support Plan, if taken, will ensure our team is available for
onsite/offsite support all-year round (this will be within the limits covered by the
support plan, if chosen)
 Web Hosting Recommendation:

o Option B: Cloud Hosting with start-up 40GB Storage and 1TB

11.0 Timeline
The timeline outlines the milestones and procedure to complete this project. We will
follow a four-phase process to ensure customer satisfaction and project efficiency.
Our process begins with a discovery phase where we plan everything clearly, then a
creative phase where all visual elements are designed, then a technical phase where
the visual elements are brought to life, and finally a review and testing phase where
the modules and application functionalities are fully tested for goal/purpose
achievement.

12.1 Terms
1. An advance payment of 50% of total sum is to be made as mobilization
towards commencing work.
2. Project is divided into targeted milestones, and the remaining 50% is spread
across the fulfillment of the set milestones, made before the commencement
of the next phase.
3. Applications will only be loaded to live server after receipt of final milestone
payment.

1. Kunle Sadare: Kunle is a charismatic leader and people manager with a


distinctive passion for excellent service delivery and process improvement. He
holds a post graduate degree in Information Systems Management from
University of Greenwich in the United Kingdom. He has worked with Sky TV,
CashPlus – a MasterCard company, and AirPlus International (A Lufthansa
Company), during which period he created and designed operational &

administrative processes for the organization, which was adopted across
board by the company’s European offices. He is an MCP (Microsoft Certified
Professional) with training and knowledge of CCNA (Cisco Certified Network
Associate) and PRINCE 2 project management. He has a flair for operational
process improvement, business development, and training. Kunle has been a
facilitator and trainer on various professional platforms for government
institutions such as: Federal Airports Authority of Nigeria (FAAN), Industrial
Training Fund (ITF), Corporate Affairs Commission (CAC), Ministry of Defence
(MoD), Federal Road Safety Commission (FRSC), and the Federal Ministry of
Health. His core competencies include: Project Lead and Management, People
Management, Training and Change Management, Business Process
Improvement, Business Development, Strategy and Innovation,
Business/Report Writing.

2. Femi Shonubi: Experienced Chief Executive Officer with a demonstrated


history of working in the information technology and services industry. Skilled
in Requirements Analysis, Strategic Planning, Business Process Improvement,
Strategy, and Management. Worked on projects in various fields, including -
Education, Aviation, Power, Oil and Gas - designing custom tech solutions to
varying project challenges. Strong business development professional with
keen interest in Education Technology. As part of his experience, he has held
the following positions and responsibilities: EduTech Advanced Business
Technologies (Ag. General Manager and DCTO), Multistream Technologies
(CEO), Venture Garden Group (Head Enterprise Architect)

3. Ahmed Makinde: Goal-driven professional with over 10 years of progressive


experience leading projects and product development from concepts,
requirements-gathering, design, testing and launch. Ahmed excels at
translating business and functional requirements into solutions, applying
Agile or Waterfall methodologies with a collaborative communication
approach to get buy-in of stakeholders. Formerly the COO of MTech
Communications Plc, Ahmed spent time in roles across diverse sectors,
including mobile telecoms, fintech, CMGs, health and entertainment.

4. Lateef Salami: Lateef Salami is a Credit Risk manager, who currently heads
Credit Evaluation & Monitoring for a Bank in Nigeria. He is responsible for
Credit appraisals, evaluation and monitoring of credit requests. He is also a
member of the Association of Chartered Certified Accountants (ACCA) and
Risk Manager Association of Nigeria (RIMAN). His work experience cuts across
various sectors such as Auditing, Telecommunications and Banking with
reputable organization such as Arthur Andersen (Now KPMG Professional
Services), T-Mobile UK, Guaranty Trust Bank Plc and Access Bank Plc.

5. Kennedy Yinusa: Kennedy Yinusa is a graduate of Computer Science with over
9 years’ experience in Software Engineering for operational automation. He is
vast in application development for Web, Mobile and Desktop. Rated in Top 7
percent (2015 Awards) of all Nigerian Top Executives in IT/Software Industry
based on company size and International Business Network Strength. He has
lead teams of developers in helping organisations automate their operational
activities, such as Institution Membership Portals with over 15,000 members
for their annual dues automation, exam enrolments, interactive virtual
lectures, and more.
