12. Social Infrastructure

12.1 Introduction

High quality social infrastructure in cities provides good


quality of life. The assessment of social infrastructure for
Ahmedabad is largely based on secondary data and
examines in particular, the issue of municipal service
provision in each of these sectors.

This Chapter covers an assessment of social infrastructure


facilities in Ahmedabad which include Educational facilities
like pre-primary, primary, secondary, higher education,
special institutes, Health facilities like public hospitals and
health centres, Recreational facilities like swimming pools,
community halls etc., and Fire and emergency services.
Hence this chapter focuses on identifying the gaps in
provision of social infrastructure services in the city so as to
improve the scenario through various mechanisms.

12.2 Education

Ahmedabad Municipal Corporation is directly involved as a


facilitator for the provision of primary education through
pre-primary and primary schools. AMC provides land for
schools through the TPS mechanism, develops and operates
these schools. It also provides free textbooks to all students,
and scholarships to students belonging to SC/ST/OBC.1 In the
past decade private sector education has been growing and
at present there are more private schools than schools run
by AMC. AUDA also plays a role of a facilitator in the city’s
education as it provides land for schools and playgrounds at
a subsidized rate through the TPS mechanism. The following
are the levels of educational facilities found in Ahmedabad:
• Schools
 Pre-primary schools
 Primary schools
 Secondary / Higher secondary schools
• Higher education and Special institutes

12.2.1 Schools
Pre-primary schools: The following table shows the number
of pre primary classes run by AMC for the last decade:

The numbers of pre-primary schools have been steadily


declining in the past decade. This could be because private
sector provision has increased and more people are opting
for private sector schools.

Primary schools: Within the AMC area a total of 580 primary


schools are listed as per the data from the Statistical Outline
from the Planning Department of AMC in the year 2010-11,
there is no recent data on the numbers of private schools in
AMC limit but in the year 2007-08 there were approximately
872 private schools, however in the past there is a constant
decrease in the numbers of municipal schools, there were
539 schools in the year 2005-06 which was reduced to 471
in the year 2009-10.

Within the AUDA area excluding AMC and including the


Growth centres there are a total of 202 schools run by the
Government and the local bodies. A total of 673 public
schools are enumerated within the administrative boundary
of AUDA and a total of 872 private schools are enumerated
within the administrative boundary of AMC.

Secondary and Higher Secondary Schools: There are a total


of 273 Schools in AUDA for Secondary Education, which
include schools in Ahmedabad Municipal Corporation, and
all the Talukas except Kheda, where as for Higher Secondary
Education there are approximately 229 schools in AUDA
which also include schools from Ahmedabad Municipal
Corporation and all the Talukas except Kheda. The table
below shows the segregation of schools for SSC and HSC, in
different Administrative Areas within Ahmedabad Urban
Development Authority Area.

There are 254 colleges and institutes for higher education in Figure 12-2: Blind People’s
Ahmedabad. A lot of these are affiliated with the Gujarat Association
University. Other universities in Ahmedabad include, Nirma
University, Mudra Institute of Communications (MICA),
Centre for Environmental Education (CEE), Center for
Environmental Planning and Technology, Dr. Babasaheb
Ambedkar Open University and Indira Gandhi National Open
University. Apart from these, several premier autonomous
institutions of the country like Indian Institute of

Management (IIMA), National Institute of Design and IIT -

Chandkheda are located here.

12.2.2 Special institutes


Ahmedabad has several institutions that provide special
education including schools for handicapped people,
professional development etc.

Notable examples of these are the Blind People’s


Association, Ahmedabad Management Association (AMA),
Entrepreneurship Development Institute (EDI), Indian
Institute of Public Health, Gandhi Labour Institute, and
CIPET.

12.2.3 Provision of Land for Education under TPS


Ahmedabad Municipal Corporation and Development
Authority act as facilitators in providing land for education
under the TPS. In the past decade, 90,868 sq.mt of land has
been made available for 17 schools at subsidized rates by
AUDA.

12.3 Health
Ahmedabad has a network of medical services in the form of Figure 12-4: Sterling hospital
hospitals, dispensaries and maternity homes that are
provided by AMC, various charitable trusts, private sector
etc. Ahmedabad Municipal Corporation has 3 general
Hospitals, namely V S General hospital, Sheth L G general
hospital and Smt S G L General Hospital, 1 Municipal Referral
hospital, 6 Municipal Dispensaries, 1 Chest Hospital (T B
Hospital), 1 Nagari eye Hospital, 1 Infectious diseases
Hospital,1 Dental Clinic. Other Hospitals catering medical
facilities in Ahmedabad are Civil hospital 1, general Hospital
at Bapunagar, General hospital at Rajpur Hirpur, 1 New chest
hospital (T B Hospital) at Naroda, Civil Hospital Sola and
approximately 1769 Registered Nursing Homes in the city of
Ahmedabad. Civil hospital is the largest hospital in Asia.

Ahmedabad also has a number of well equipped private


hospitals varying from multi speciality to super speciality,
namely- Apollo hospital, Sterling hospital, Karnavati
Hospital, Medisurge Hospital, Rajasthan hospital, Krishna
Heart Centre and SAL hospital. In context of promoting the
health care sector in the city, the regulations for hospitals –
2011 (Hospital policy) is framed by the State Government.

12.4 Fire and emergency services

Fire and emergency services are a municipal function in


Gujarat. Government of India has entrusted the additional
responsibility to Fire Departments all over the country, of
being the first responders to natural and anthropogenic
disasters. The fire and emergency services depend on
response time, availability of necessary equipments and
tools, trained manpower, organizational setup and financial
requirements.

12.4.1 Fire stations


There are ten fire stations located at Danapith, Maninagar,
Memnagar, Bodakdev, Naroda, Sabarmati, Jamalpur,
Jasodanagar, Shahpur, and Panchkuva within the limits of
Ahmedabad Municipal Corporation. The Standing Fire
Advisory Committee (SFAC), Government of India has laid
down the norm of setting up at least one fire station (FS) for
an area of 10 sq km radius in urban areas. Ahmedabad has
10 fire stations as of today, other Fire Stations are proposed
in the outer periphery of the city, the newly merged area in
AMC. According to the norms, there should be 45 Fire
Stations in the city. There is a high concentration of fire
stations within the central zone. In congested areas such as
within the central zone, response time is greatly affected by

traffic conditions due to which the service area may actually
be smaller than other areas with better traffic conditions.
However, there are large pockets of AMC that fall outside
the recommended service area of fire-stations.

12.4.2 Emergency services
The fire department usually provides emergency services for
natural and anthropogenic disasters. All medical
emergencies are served by the private sectors and public
agencies. An emergency service is provided by Emergency
Management Research Institute.

This service has been initiated by the central government,


coordinated by the state government, which aims to provide Figure 12-7: Ambulance service
quick response to medical, police and fire emergencies. The
pre hospitalization emergency care provided by EMRI is free
and the patient is admitted to a hospital of his or her choice.
