Madurai
1.1. Overview

Madurai District is situated in the South of Tamil Nadu state. It is bounded on the North by the districts of Dindigul,
Tiruchirapalli and on the East by Sivagangai and on the West by Theni and South by Virudhunagar. It is the second largest city
in Tamil Nadu after Chennai. It is situated on the north latitude between 9°30.00 and 10°30.00 and on the East latitude
between 77°00.00 and 78°30.00.

The total population of the district is 3038 thousand persons as per census 2011. The literacy rate of the district is 83.45 %.
The urbanization rate of the district is 61%.

1.2. Economic profile
The GDP of the District is 2996.6 USD million in 2012. In 2012 the tertiary sector contributed to about 71% of the GDP
followed by the secondary sector which contributed to about 25% of the GDP. The IT industry in the District is the major
contributor to the GDDP of the District.

The total area under vegetation is 374173 hectares. Major crops grown in the area are paddy, millets, pulses, cotton, oilseeds
and sugarcane.

1.3.2. Mineral base in Madurai


Melur and Madurai North taluks in the district are rich in granites. There are over 42 granite quarries in Madurai District. The
district is rich in other minerals such as sand, lime stone, blue metal & quarts.

1.3.5. Water Resource


Vaigai River is the most important river flowing through the district and all major water supply schemes have been
formulated with Vaigai River as the source. The district is also supported by the Combined Water Supply Scheme (CWSS)
which supply a quantity of 1.93 MLD of water to the district and supports a population of 5,00,000 people.

1.3.6. Power Resource


The major source of power to the district is the Thermal power supply from Tuticorin district.The Thoothukudi Thermal Power
station (TTPS) is the biggest power station in Tamil Nadu under the control of the Tamil Nadu Electricity Board (TNEB).The
power station feeds about 1/3 rd of the total power demand in Tamil Nadu.

1.4. Industrial scenario


The district has reputed organizations in the private sector which are engaged in the production of variety of goods like tyres
and tubes, machineries, textile, conveyor belts, etc…and also provide huge employment opportunities. The district also
shows strong presence of the IT sector. The district is also has over 27 engineering colleges with an annual output of 10891
students and an IT&ITES SEZ.

1.4.1 Madurai is house with a Joint Director of Foreign Trades office which issues import
export license. Further Exim bank is also operating in Madurai. Madurai Airport is
under expansion for which land acquisition has been completed.

Madurai District being the centre of 15 Southern Districts of Tamil Nadu connected
with roads, railways and by Air. The law and order situation in Madurai is very calm.

1.4.1. Industrial infrastructure in the District
Existing SEZs in the district
IT SEZs

ELCOT has set up two SEZs in Madurai district. One of the SEZ is located in 29 acres at Liandaikulam village, Madurai North,
4kms from the city limit and the other in 213 acres at Vadapalanji village, opposite to Madurai Kamaraj University, out of 240
acres of Integrated Information Technology campus. 50 acres of the IT SEZ is to be promoted through Public Private
Partnership (PPP) mode to create IT space with social infrastructure. Major IT companies such as Tessolve, HCL, Honeywell,
Sutherland and Chella Software are present in the SEZ.

1.5.3. Railway connectivity


Madurai falls under the Madurai railway division of the Southern Railways. Madurai district has a total route length of 62.935
km (BG) and 81.568km (MG) and a track length of 78.395(BG) and 95.928(MG).The rail link leads to Chennai, Tiruchirapalli,
Kollam, Kanniyakumari and Rameswaram.

1.5.5. Tamil Nadu industrial policy 2014


Tamil Nadu introduced Industrial Polices in 1992, 2003 and 2007. The latest industrial policy, announced in 2014, is aligned to
the objectives laid out in Vision 2023. Several incentives and subsidies have been announced as a part of this industrial policy,
as listed in subsequent sections.

1.5.5.1. Capital subsidy and electricity tax exemption


Irrespective of the location of the project, new or expansion manufacturing units will be given a back-ended capital subsidy
and electricity tax exemption on power purchased from the Tamil Nadu Generation and Distribution Corporation Ltd
(TANGEDCO).

1.5.5.1.1. Stamp duty concession


50% Exemption from Stamp duty on lease or sale of land meant for industrial use shall be offered for projects located in
Industrial parks promoted by SIPCOT. Stamp duty will be calculated based on actual land or building value paid by
manufacturing units to industrial parks.

1.5.5.1.2. Environmental protection infrastructure subsidy


Dedicated Effluent Treatment Plants (ETP) and / or Hazardous Waste Treatment Storage and Disposal Facility (HWTSDF) set up
by individual manufacturing units would be eligible for an Environment Protection Infrastructure subsidy of USD 50,000 or
25% of capital cost of setting up such ETP/ HWTSDF, whichever is less

1.5.5.1.3. Structured incentive package for mega projects


Apart from standard package of incentives, the State Government has also facilitated a structured incentive package for
mega projects, as per the following categories:
1. Mega project – Investment range between USD 60 million to 170 million
2. Super Mega – Investment range between USD 170 million and 800 million
3. Ultra mega – Investment above USD 800 million
Incentive packages for each category of mega projects are as listed below:

• Mega project : Net output VAT+CST paid to be given as Investment promotion subsidy/soft loan for 10 years from the
date of commercial production (ceiling of 80% of investment made in EFA within the investment period)
• Super Mega: Net output VAT+CST paid to be given as Investment promotion subsidy/soft loan for 12-14 years from the
date of commercial production (ceiling of 90 - 100% of investment made in EFA within the investment period)
• Ultra mega: Net output VAT+CST paid to be given as Investment promotion subsidy/soft loan for 16 years from the date
of commercial production (ceiling of 100% of investment made in EFA within the investment period)
An additional 10% output VAT+CST paid will be given as Investment Promotion subsidy/soft loan to the investors if they
double the committed employment levels within the investment period, which is capped to the investment made in the EFA
during the Investment period.
