Introduction
About Unnat Bharat Abhiyan

Vision

To involve the reputed higher educational institutions of the country in the process of
indigenous development of self-sufficient and sustainable village clusters.

Mission

Select suitable rural clusters and effectively participate in the holistic development of these
clusters using eco-friendly sustainable technologies and local resources creating sufficient
employment opportunities in the process, harnessing multifarious government schemes,
customised use of existing technologies and use of knowledge as per local needs, to improve
the livelihood of rural masses will be the key intervention.

Objectives

The mission is conceptualized as a movement to enable processes that connect institutes of

higher education with local communities to address the development challenges of rural
India through participatory processes and appropriate technologies for accelerating
sustainable growth. It also aims to create a virtuous cycle between the society and an
inclusive university system by providing knowledge and practices for emerging professions
and to upgrade the capabilities of both the public and the private sectors. Under this project,
UBA IIT Roorkee has adopted five villages, namely Chharba, Meerpur, Chandpur-Horawala,
Puranpur- Salhapur and, Beladi.

About Horawala village

Horawala village is a part of Chandpur cluster under UBA, IIT Roorkee. This cluster is in the
Vikasnagar block of Dehradun district in Uttarakhand. Chandpur Kala and Chandpur Khurd
come under the Gram Panchayat-Chandpur Khurd whereas Horawala is a separate Gram
Panchayat. This cluster is approximately 110 Km away from Roorkee. Chandpur is home to
700 people. Another village in the cluster, Horawala is located 30 Km towards west from
District Headquarters Dehradun. The village is home to about 1836 people, with 366
households. The village has a sex ratio of 972 females per 1000 males. The overall literacy rate
is 79.72%, with male literacy rate being 88.31% and female being 71.08%.

Major Initiative of UBA-IITR in Chandpur-Horawala:

1. ICT (Information and Communication Technology): Students of middle school were given
the knowledge of computers under this initiative.

2. Computer Installation & School Adornment: It aims to provide the village school with
necessary equipment. Computers and projector were set up in the school despite the
online barriers.

3. SHG Initiate: To empower women by forming more SHGs in the village. A “Dia stall” was set
up in the IIT Roorkee campus during Diwali 2021 to encourage women which impacted their
life and gave them confidence to come out of the village. Currently the team is working on a
sanitary pad manufacturing machine set up initiative to ensure a secure source of income for
the women.

4. Personality Development Programme (PDP): This initiative focused on the personality
development of the high school students. A Series of Workshops were conducted in GIC
Horawala for the students to help them enhance their overall personality.
5. Health Camp: A Health camp was conducted for the villages Chandpur and Horawala before
the pandemic and a health cap to be conducted in January 2022.

6. Students’ Help Initiative: Organised a counselling session for class 11th moving students.
Proper guidance and mentorship were given to the students.

7. Physics Lab Initiative: Physics and Chemistry labs were set up at Government Inter College,
Horawala under this initiative.
8. Mini Bank Set-up: Since the village had no banking facility, an SBI mini bank was set up at a
cyber cafe in the village.

About Government Inter College-GIC, Horawala

Government Inter College or GIC, Horawala is an Uttarakhand government school set up in 1975.
The school has a campus of about 2.3 acres, 9000 square meters and a covered area of about 1543
square meters. The school has students from Class 6th up to class 12th, and the total strength is
about 300 students. The school has the facility of a Smart LED monitor, a computer lab and a newly
equipped Physics lab set up by UBA-IIT Roorkee. There are 18 teachers in the school and Mr Om
Prakash Singh is the Principal In-charge of the school whose contact number is +919410944855.

Problem Definition
• During the village survey, we found that the power supply is irregular at the GIC school, which
hinders the education of students.
• Due to power cuts, computer labs set up by UBA, IIT Roorkee are unutilised.
• High electricity bills due to the inclusion of school electricity meters under the commercial
category added extra cost to the school.

Benefits to the School

● The installation will ensure a continuous power supply in the school.

● The installation of solar panels with battery backup will help the computer lab operate
smoothly even during the power cut. This will encourage the students to learn about the
new technologies and application of Computers in daily life.
● It will also ensure a reduction in the monthly electricity bill and thus the overall expenditure
of the school will be reduced.
● It will promote the spirit of clean and renewable energy among the students, their parents,
and the staff members. Thus, it will further encourage students to continue on the path of
using renewable energy resources in future as well.
● The solar panel system causes no pollution like other power generation plants and
produces an efficient electricity output.

Electricity Bills

The bill for 35 days was 688 units.

Spring 2022 Page 10 of 12

This bill shows that the usage of Electricity from February 23, 2021 to December 10, 2021 was 1623
units. The low bill is due to the fact that schools were closed due to 2nd wave of Covid, and school
ran for only 4-5 months between this period.

A brief overview

Solar panel systems are of three types in India:

● On Grid Solar System: This system connects with government electricity. Solar net-
metering is applicable on this system that means balance electricity you can export to the
government. And the government will adjust the same in your upcoming electricity bill.
The disadvantage of this type of solar panel is that it does not have battery storage. Thus,
it is of no use in our school.
● Off Grid Solar System: Off grid a solar system has a battery for backup. Solar panel will run
your load directly on the first priority, if solar panel unable bear your connected load, then
battery helps you to run your connected load. Off grid solar system helps you to store
your solar power in batteries for use during the power cut and when sun is also not
available. During the rainy season and winters, the production of electricity is very less
and the disadvantage of an off grid solar system is that It cannot take electricity from the
main grid.
● Hybrid solar system: (solar battery storage with grid connection) has both the functions
of on grid solar system and off grid solar system in it. Or we can say that it has three
sources to run load (solar energy, solar battery and government electricity). This system
stays connected with batteries as well as the government grid. Hybrid solar system is
recommended for those peoples, who are facing the problem of electricity cuts and want
to export the extra electricity to grid. Thus, the advantage of a hybrid plant is that it has a
battery backup as well as it is connected to the main grid. Hence, it solves the problem
which is faced in an on grid and an off grid solar panel system. Thus, Hybrid solar panels
are the preferred choice in the school where power cut is a major issue. Each solar panel
system produces 4 units of electricity per kW capacity, thus in order to fulfil the
requirement of 12 units daily, 3 kW capacity plant would be required and enough.
