is the important component in leaning process and social interaction, reading is an crucial aid
worldwide. Learners reading ability must be improved at early ages young ones must be
familiarized in any simple sentences. Teachers are responsible to develop their reading abilities,
the teaching strategies, techniques, and instructional material that being use in the field sholud
meet the needs of the learners. It shoould level with the learning span of the learners. Teaching
strategies are obliged to catch their attention, as of now 21st Century learners are have a short
attention span, they are easily to distract during the class hours. In reading learning process
student must understand what the text trying to tell. There is such no things as a child who hates

St. Francis Learning Center (SFLC) is an school for Aetas but it also open for lowlanders
neighborhood, led by Franciscan of the Immaculate Conception Sisters (SFIC), located in Subic,
Zambales, established in 1995, it engage in education work both formal and non-formal.
The problem is some of the students at St. Francis Learning Center have a loe reading
skills in any subject areas, even the Alphabets, it found more difficult now because they are in
modular modalities. Other problem in reading is lack of vocabularies and also pronunciation.
The purpose of the study is to identify the different factors that contributing to low
reading skills of the students at St. Francis Learning Center (SFLC). And the possible main cause
of low reading skills of the learners, which focus on developing the reading ability skills of the
The findings of the study expected to be useful for building the reading skills of the
students, especially the elementary students at St. Francis Learning Center in new learning
modalities. The result will help the teachers to choose the appropriate reading materials and
reading activities in accordance to the learning capability of the learners. It will help the teachers
to come up with another plan on how to hone knowledge of the learners in terms of reading
comprehension.

To the researcher it will improved her knowledge in teaching reading methods, acquire new
learning strategies which she can apply in the filed of teaching. It is able to give positive
contribution for teaching in overcoming problems in reading comprehension. It gives another
experience in teaching reading comprehension.
Scope
This study focusses in identifying different factors that contributing to low reading skills
of Elementary students using Survey-Question-Read-Recite-Review. The reading ability is
being investigated in this study if the reader understand the text that being read, which the reader
can use its cognitive in manipulating any imaginations in their minds. It emphasizes the
macroskilss of the learners if the reading fluency and decoding ia already mastered by the young
learners.
Delimitations
This study is limited to Elementary grade level at St. Francis Learning Center, Nibangon,
Mangan-Vaca, Subic, Zambales.
Research Question
The questions below are constructed by the researcher, it serve as a guide to conduct this
research.
Definition of Terms
Reading Skills
It acquired through reading, such as comprehension, fluency, and independence. These skills
give people the ability to give clear meaning to the turn words on a page. These skills are
important because we read something in some form every day
Survey-Question-Read-Recite-Review
Is a reading comprehension method named for its five steps: survey, question, read,
recite, and review. The method was introduced by Francis P. Robinson, an American
education philosopher in his 1946 book Effective Study. The method offers a more efficient
and active approach to reading textbook material.
Teaching Strategies
Also known as instructional strategies, are methods that teachers use to deliver course
material in ways that keep students engaged and practicing different skill sets. An instructor
may select different teaching strategies according to unit topic, grade level, class size, and
classroom resources.
This generation of learners are unlike any generations before them. They’ve grown up in
a world surrounded by digital technology and are being asked to meet higher academic
standards.

Refer to the human and non-human materials and facilities that can be used to ease,
encourage, improved and promote teaching and learning activities. They are whatever
materials used in the process of instruction. They are a broad range of resource which can be
used to facilitate effective instruction. They indicate a systematic way of designing, carrying
out and employing the total process of learning and communication and employing human
and non-human resources to bring out a more meaningful and effective instruction.
