Areas of Accountability:
Human Resources
● Review and understand iDE and donor policies and procedures for Human
Resources;
● Assure that country procedures, guidelines and policies for the management of
Human Resources and communication systems, are in line with iDE guidelines and
procedures.
● Ensure that iDE standards of Human Resources procedures and country policies
are understood and adhered to throughout the country programs, briefing and
training all relevant staff as required.
● Take a strategic approach to human resources management utilizing sound
practices to ensure accountable, timely, and cost-effective delivery of appropriate
deliverables to the programs.
● Assess compliance with all relevant iDE policies and procedures with respect to
health and safety, code of conduct, Protection against Sexual Exploitation and
Abuse (PSEA), equal opportunities and other relevant policies.
● Review current working systems within the central operations department; forms,
tracking system, filling system, etc. ensuring their robustness and compliance
against iDE policies and procedures.
● Ensure local, and national procurement practices are compliant with iDE and donor
regulations.
● Ensure management of vehicle fleets is in line with iDE standards; ensure
appropriate allocation and safe use of vehicles throughout the program, ensure
servicing and maintenance schedules are adhered to and ensure accountability with
particular reference to fuel consumption.
● Ensure that a centralized program asset register is maintained; ensuring that all
program assets are logged, issued with unique iDE asset numbers and ID cards,
and are tracked.
Deliverables
● Preparation of a comprehensive Operational implementation plan giving emphasis
on hierarchy of the recommended actions to improve human resources, operations
and administrative management, and to strengthen overall organization’s efficiency
and performance.
● Oral debriefs to Operations and Compliance Director and Human Resources
Director as applicable, prior to issuing the assessment report.
● Written report to Country Director within one week of completion of assessment.
Minimum Qualifications
● Ability to handle a large workload, work under pressure, independently and with
limited supervision.
● Willingness to travel to all areas of the country where the programs are
implemented, in case of need.
● Flexible and creative.
● Adhere to iDE Codes of Conduct.
