Compliance Assessment Consultants

About the Opportunity


Operations (Ops) is responsible for excellence in operational performance of iDE
Mozambique’s portfolio of projects, in partnership with Senior Management.
The Compliance Assessment will assess compliance with donor and iDE policies and
procedures for Operations and Human Resources activities, including but not limited to
effectively assessing procurement, recruitment, personnel files, hiring of consultants and
expatriates, fleet management and iDE inventory. Consultants will support the Operations
and Compliance Director and other members of the senior management team on the best
use of iDE resources.

Areas of Accountability:
Human Resources

● Review and understand iDE and donor policies and procedures for Human
Resources;
● Assure that country procedures, guidelines and policies for the management of
Human Resources and communication systems, are in line with iDE guidelines and
procedures.
● Ensure that iDE standards of Human Resources procedures and country policies
are understood and adhered to throughout the country programs, briefing and
training all relevant staff as required.
● Take a strategic approach to human resources management utilizing sound
practices to ensure accountable, timely, and cost-effective delivery of appropriate
deliverables to the programs.
● Assess compliance with all relevant iDE policies and procedures with respect to
health and safety, code of conduct, Protection against Sexual Exploitation and
Abuse (PSEA), equal opportunities and other relevant policies.

Operations

● Review current working systems within the central operations department; forms,
tracking system, filling system, etc. ensuring their robustness and compliance
against iDE policies and procedures.
● Ensure local, and national procurement practices are compliant with iDE and donor
regulations.
● Ensure management of vehicle fleets is in line with iDE standards; ensure
appropriate allocation and safe use of vehicles throughout the program, ensure
servicing and maintenance schedules are adhered to and ensure accountability with
particular reference to fuel consumption.
● Ensure that a centralized program asset register is maintained; ensuring that all
program assets are logged, issued with unique iDE asset numbers and ID cards,
and are tracked.

Deliverables
● Preparation of a comprehensive Operational implementation plan giving emphasis
on hierarchy of the recommended actions to improve human resources, operations
and administrative management, and to strengthen overall organization’s efficiency
and performance.
● Oral debriefs to Operations and Compliance Director and Human Resources
Director as applicable, prior to issuing the assessment report.
● Written report to Country Director within one week of completion of assessment.

Level of Effort and Period of Performance


The consultancy is expected to be completed in 45 days during the period of January 25
and March 31st, 2023.

Minimum Qualifications

● Proven, solid and relevant experience in Human


resources/operations/administration work, preferably in the INGO environment with
a minimum 10 years’ experience.
● Demonstrated ability to work under difficult conditions and a high degree of stress.
● Proven experience in general administration, human resources management and
training.
● Analytical skills and experience.
● Demonstrated leadership and management skills.
● Awareness of diversity issues.
● Proven communication, and interpersonal skills.
● Fluency in the English language
● Above average computer literacy.

Personal Qualities

● Ability to handle a large workload, work under pressure, independently and with
limited supervision.
● Willingness to travel to all areas of the country where the programs are
implemented, in case of need.
● Flexible and creative.
● Adhere to iDE Codes of Conduct.
