SRTARINo M/SG.190/50/19 Fertw/Date: 10.02.2023, All SSE’s/Signal & Tele All Technicians/S&T CIRCULAR NO.19 Sub: Avoiding mobile calls to Technicians while attending failures and carrying out maintenance or special work — reg During the Safety Samvad (Seminar) on 03.02.2023 and 04.02.23 with Signal Technicians, it has come to the notice that frequent calls from supervisors, control and officers to the staff attending the failure is causing distraction and affecting the failure restoration. Also, it is understood that the staff while carrying out maintenance, cable meggering, wiring, replacement of equipments and any other work, they are continuously on mobile call(s), subsequently resulting in signal failures, due to loose connections, loose wires and improper fixing etc, To avoid the above, the following instructions are issued:- 1. The staff should reach the failure reported station or section by quickest available means, upon receipt of failure information. 2. Staff should inform controV/supervisors his/her likely time to reach the failure spot to S&T control/Supervisors. 3. Staff after reaching failure spot, should convey the time he/she reached failure spot to S8T control and Supervisor. 4. Staff should be allowed to troubleshoot the failure for 20 minutes, after he/she reaches failure spot. During this time, Supervisors, S&T control and officers should not call them. 5. Whereas, staff can call his/her supervisor (or) OEM Engineers for any technical guidance, at any time during the failure. 6. Iffailure is attended with in 20 minutes then, cause of failure should be informed to S&T control and supervisor. 7. In case, Staff is unable to restore the failure within 20 minutes, he/she should contract hisfher supervisor and explain the site condition. Then, supervisors should reach to failure spot immediately. 8. In case of major failure, such as El system shutdown, panel/VDU blank, multiple gear failures, multiple route held up etc., supervisor should move to failure spot, after receiving information. 9. Also, staff should not use mobile phone while carrying out the maintenance (or) any other work except with the other staff/Supervisor/SM with whom communication is essential for operation of signaling gears. 10. Staff should avoid talking on mobile, while walking on the Track.
