Professional Growth and Effectiveness System (PGES) is used to help improve the
effectiveness of Kentucky’s classroom teachers has become a primary goal of personal growth.
Kentucky's commitment to quality education should reflect and support plans that every student
be taught by an effective teacher. Teachers become effective by promoting the vision of
continuous professional growth and development of skills using plans that are designed to
catalyze professional growth by creating a fair and equitable system to promote and measure
teacher effectiveness within the classroom.

The Kentucky framework for teaching provides teachers with a clear and concise
understanding of what it means to be an effective teacher. The framework also helps outline to
other educational professionals (media specialist, counselor, speech pathologist, or school
psychologist) what it means to be effective as well.

The two specific strengths of the Kentucky Professional Growth and Effectiveness
System (PGES) is the education professional growth and development, as well as the education
professional effectiveness within the school system. Both these strengths are measurable using a
fair and equitable system taking into account planning and preparation, the teaching
environment, delivery of service, their professional responsibilities, and their self-reflection.

Self-reflection is a process by which other educational professionals assess the

effectiveness of their planning, implementation of content, content knowledge, beliefs, and
dispositions for the purpose of self-improvement. The goal of self-reflection is to improve
themselves through ongoing thinking on how professional practices impact student and teacher
learning. The goal of a professional growth plan is to help the translation of growth needs
identified through self-reflection into practical activities and experiences in strengthening their
abilities in the identified growth need areas. Therefore, Self-reflection and professional growth
planning are sources of evidence used to determine a teacher's Overall Professional Practice
Rating (https://www.graves.kyschools.us/Content2/12).
