PROTOCOL
OPERATION AND MANAGEMENT OF EVACUATION CENTERS

For the ECCMT:


1. Prior to the arrival of the IDPs, ECCMT should convene to set up the structures and
system in the management and operation of the evacuation centers.

2. Conduct inspection and assessment of the facility- check on the lightings, toilet, and bath
(PWD friendly, Women and Child Friendly) available spaces/ rooms for the accommodation
of the IDPs, and storerooms, etc.

3. Prepositioning of Food and Non Food items

4. Set up the following:


Office space for the ECCMT
Child friendly Space
Women Friendly Spaces/ Breastfeeding Areas
Couples room if necessary
Inquiry and welfare desk
Medical Assistance desk
Information board/disaster monitoring board
Community Kitchen
Directional Signage
Animal Space

4. Organize skeletal force and shifting schedules of ECCMT and Volunteers.

5. Observe/ implement Women and Child Protection Policy

6. Ensure Police Visibility/ Community Service Groups Assistance

7. Conduct a Regular inventory of Food and Non- food items.

8. Upon demobilization/ Closure/ Phase-out, ECCM Team shall


Accomplish /submit the following reports to the ECCMC;

After Activity Report


Photos
Disaster Access Family Card
Relief distribution Sheet
Medical Services Report
Evacuation Monitoring Report

For the IDPs


1. Registration of IDPs / Evacuees using the DAFAC

2. Assess the needs and conditions of the IDPs/ Evacuees

3. Determine room and space assignments of IDPs/Evacuees Room Numbering

4. Organize the IDPs/Evacuees into groups/Committees:


Committee on Cleanliness and Sanitation
Committee on Education
Committee on Health
Committee on Food/Non Food items
Committee on Community Kitchen

5. Provision of Partition if available or necessary/Sleeping


Paraphernalia/Beddings

6. Provision of Food and Non-food items

7. Conduct sessions for daycare and elementary children.

8. Implementation of Women and Child Protection Policy.

9. Provide Psychosocial Support Services

10. Assist victims to formulate plans based on expressed needs


For their eventual return to their respective communities.
