neountic or rae pniuippines © Department of Human Settlements and Urban Development Kagoworan ng Pananahanang Pantao at Pegaopauniad ng Kaunsuran MEMORANDUM CIRCULAR No. 2 0 2 3~ 004 Series of 2023 (January 2! _, 2023 ) TO : ALL CONCERNED FROM ~ : THE SECRETARY SUBJECT : PRESCRIBING THE UNIFORM PROCEDURE AND USE OF STANDARD APPLICATION FORM IN APPLYING FOR THE ACCREDITATION AND APPROVAL OF A SOCIALIZED HOUSING AS COMPLIANCE TO THE BALANCED HOUSING DEVELOPMENT PROGRAM Pursuant to Sections 13.10 of the Implementing Rules and Regulations of Republic Act No. 11201, or the “Department of Human Settlements and Urban Development Act” and Section 7 of Board Resolution No. 965, Series of 2017, or the “Revised Implementing Rules and Regulations to Govern Sections 3, 18 and 20 of Republic Act No. 7279, Otherwise Known as the Urban Development and Housing Act of 1992, as Amended by Republic Act. No. 10884, Otherwise Known as the “Balanced Housing Development Program Amendments”, the following Guidelines is hereby issued. Section 1. Accreditation of Socialized Housing as Compliance. Any registered and/or licensed socialized housing program or project to be utilized as compliance to the Balanced Housing Development Program (Balanced Housing) shall first be accredited and approved in accordance with this Guidelines. Section 2. Use of Uniform Application Form. Developers complying with the Balanced Housing by utilizing a socialized housing shall apply to the Regional Office (RO) where the same is registered and/or licensed for its accreditation and approval as compliance to the Balanced Housing and shall submit a completely filled-out notarized Application Form (Annex A hereof), together with all the documents as may be required therein. Section 3. Initial Evaluation and Indorsement. Upon determination of the completeness of the developer's required documentary submission, the RO shall proceed to compute the total project cost and the equivalent production cost per lot/unit based on the submitted documents and in accordance with existing rules and regulations. The RO concerned, or the Housing and Real Estate Development Regulation Bureau (HREDRB) upon indorsement thereto in accordance with the succeeding section, may require the submission of incidental or additional documents that may be necessary for the computation of the total project cost and the production cost per lot/unit. Section 5. Indorsement to the HREDRB for Review and Recommendation to the Secretary. Upon initial evaluation and computation, the RO shall submit to HREDRB its computation of the total project cost and the production cost per lot/unit of the socialized housing, together with all the documents as provided under Annex A hereof, as well as other documents that the RO may have additionally required. Upon complete indorsement thereof, unless additional documentary submissions are required, the HREDRB shall within six (6) days from receipt thereof, submit its final evaluation, computation and recommendation to the Office of the Secretary for final approval.
