THE STANDARD CONSTITUTION AND BY-LAWS

OF KABATAANG PANGARAP NI RIZAL (KAPARIZ)

ARTICLE I
NAME

Section 1. The name of the organization shall be KABATAANG PANGARAP NI RIZAL

- __________________________________________________________________ CHAPTER.

ARTICLE II
OBJECTIVES

Section 1. The objectives of the organization are as follows:

a. Study, spread and inculcate Rizal's life, works, and ideals to the Filipino and
foreign youth to serve as the prime role model of a successful youth;
b. Uphold Filipino culture, history, and identity through different initiatives that
promote awareness of the aforementioned;
c. Support the endeavors of the KOR and its counterparts in promoting the
Rizalian cause;
d. Encourage its members to live a life based on the ideals and virtues of our
national hero in all aspects and fields of interests;
e. Develop youth as leaders in line with Rizal's precepts and ideals, thereby,
becoming future Knights of Rizal or Kababaihang Rizalista/Las Damas de
Rizal/MaClaRiz; and,
f. Commemorate his memory by conducting different activities as suitable.

ARTICLE III
DOMICILE

Section 1. The organization shall be based in ____________________________________,

ARTICLE IV
MEMBERSHIP

Section 1. To be a member of KAPARIZ, he/she must be:

(1) aged not younger than 12 and not older than 30,
(2) of good moral character and reputation,
(3) willing to learn more about our national hero and follow his teaching.

Section 2. Membership discrimination based on color, creed, ethnicity, among others will
not be tolerated.

Section 3. A member may be suspended and/or terminated if:

(1) he/she resigns or dies,
(2) he/she did not pay the membership dues,
(3) willful violation of the Constitution and By-Laws, mandates, and measures
released by the organization, and
(4) involvement in any case of moral turpitude or criminal liability, whether in the
Republic of the Philippines or abroad.

Section 4. A member may be reinstated by:

a. Paying all his/her arrears in case of not paying his/her dues;
b. Having a recommendation by ⅔ of the Chapter officers, as approved by the
KAPARIZ Chapter Council in case of other reasons.

Section 5. The KAPARIZ Council shall have the power to investigate any member of the
Organization, and the chapter to its members.

Section 6. Additional requirements may be added by chapters provided the provisions

are not in contrary with this Constitution and By-Laws.

ARTICLE V
PRIVILEGES, DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1. As a KAPARIZ member, they are privileged to:

a. Receive membership identification card (ID) and other related materials, as
specified by the KAPARIZ General Council;
b. Be admitted to any activity of KAPARIZ, in his own chapter or another, the KOR
or any other counterpart organization;

c. Receive assistance from his/her own chapter, the KOR, or any counterpart
organization on any organizational matter, whether technical or operational;
d. Gain linkages from KAPARIZ chapters, the KOR, and other counterpart
organizations;
e. Receive training on leadership, Rizalism, and other related fields from KAPARIZ
and KOR;
f. Be a part of KOR institutional programs such as the National Rizal Youth
Leadership Institute (NRYLI), youth development programs, annual assemblies
and programs, among others; and
g. Any other related incentives and entitlements, upon approval of the KAPARIZ
Council and the KOR Supreme Council.

Section 2. KAPARIZ members have the following duties and responsibilities:

a. Attend regularly to his/her chapter meeting, whether regular or special;
b. Pay his/her annual membership dues and related assessments;
c. Initiate and participate worthy projects of their respective chapters, areas, regions,
and the organization as a whole;
d. Encourage others to be members of KAPARIZ;
e. Assume leadership roles in the organizations, if needed; and,
f. Other related acts as directed by the KAPARIZ council and the KOR Supreme
Council.

ARTICLE VI
MEETINGS

Section 1. The organization shall hold its regular membership meeting at least once a
month, in a specified date, time, and venue by the Chapter officers.

Section 2. Attendance of members to meetings may be in person, through online

meetings, or using online connections for members whose attendance otherwise would
be precluded.
All online activities, such as the club website and social media pages, shall be operated
in accordance with applicable law and regulations.

Section 3. The Order of Business for KAPARIZ chapter meetings shall be the following:
a. Call to Order,
b. Determining quorum,
c. Reading and approval of the minutes,
d. Business arising from the minutes/unfinished business,
e. Treasurer’s Report

f. Business of the day,

g. Other matters, and
h. Adjournment.

Section 4. The chapter can create different committees to cater different purposes, with
the concurrence of the adviser.

ARTICLE VII
MEMBERSHIP DUES, ASSESSMENTS, AND FINANCES

Section 1. All KAPARIZ members shall pay their membership dues annually, amounting
to one hundred pesos (Php 100.00) or equivalent in their respective country’s currency,
to be remitted to the KAPARIZ General Council. Chapter Treasurers must make sure
their members fulfil their obligations and provide a transparent system of dues collection,
payment, and remittance.
In remitting membership dues to the General Council, the chapter shall submit the
official list of members, together with their vital information.

Section 2. In addition to the annual membership, a member shall contribute as chapter

membership amounting to _________.

Section 3. The KOR - ______________________ chapter shall shoulder the respective

chapter fees amounting to five hundred pesos (Php 500.00) annually.

Section 4. In return for payments of membership dues, the General Council shall issue
membership identification cards (IDs) valid on the year of payment.

ARTICLE VIII
KAPARIZ CHAPTER COMPOSITION AND OFFICERS

Section 1. A group of youth, following the age bracket specified in this By-Laws, with at
least five members, can form a chapter. For better administration and organization, it is
highly encouraged to have ten or more members.

Section 2. The KAPARIZ Chapter shall have its chapter officers composed of the
following:
a. Chapter President,
b. Chapter Vice President,
c. Chapter Secretary,
d. Chapter Treasurer,

e. Chapter Auditor, and

f. Chapter Archivist

Section 3. The Chapter President shall act the following duties:

a. Act as the Chief Executive Officer and official representative of KAPARIZ in
running its affairs;
b. Preside the meetings of the chapter, organization ceremonies and rituals;
c. Sign checks/financial accounts upon endorsement of the Chapter Treasurer in the
name of the organization;
d. Represent KAPARIZ in the meetings and gatherings of the KOR and other
counterpart organizations;
e. Attend as an ex-officio member of the KOR chapter as a counterpart representative
and report progress and accomplishments of KAPARIZ;
f. Sign all official documents of KAPARIZ;
g. Report the state of the organization to the general membership;
h. Call meetings of the chapter;
i. Create different committees and assign its members with the approval of the
chapter; and,
j. Other related duties incidental to his/her position.

Section 4. The Chapter Vice President shall act the following duties:
a. Preside on all meetings and ceremonies of KAPARIZ in the absence, incapacity,
and death of the Chapter President;
b. Assist the chapter in his undertakings; and,
c. Other related duties incidental to his/her position.
The Chapter Vice President shall assume leadership of the chapter in case of death,
incapacity, resignation, expulsion or any other reason of the General Council President.

Section 5. The Chapter Secretary shall act the following duties:

a. Attest all official documents released by the organization;
b. Maintain the official database of all members and officers of KAPARIZ;
c. Prepare the minutes of all meetings of KAPARIZ chapter;
d. Publish all memoranda, circulars, and directives of the chapter; and,
e. Other related duties incidental to his/her position.
The Chapter Secretary shall assume leadership of the Chapter in case of death,
incapacity, resignation, expulsion or any other reason of the Chapter President and Vice
President.

Section 6. The Chapter Treasurer shall act the following duties:

a. Prepare the general budget plan of KAPARIZ;

b. Oversee the collection of fees and assessments and their proper treasury;
c. Sign against checks and financial instruments of the organization together with
the President;
d. Prepare the financial reports of the organization;
e. Act as business manager of the organization; and,
f. Other related duties incidental to his/her position.

Section 7. The Chapter Auditor shall act the following duties:

a. Check the financial reports, inflows and outflows, and business projects of the
organization;
b. Collaborate with the Chapter Treasurer on the finances of the organization; and,
c. Other related duties incidental to his/her position.

Section 8. The Chapter Archivist shall act the following duties:

a. Serve as the custodian of all files and paraphernalia of KAPARIZ;
b. Oversee the rituals and ceremonies of the organization;
c. Manage the collections of KAPARIZ, in form of books, artifacts, and other items
related;
d. Act as the spokesperson of KAPARIZ for media engagements; and
e. Other related duties incidental to his/her position.

ARTICLE IX
ELECTION OF OFFICERS

Section 1. The Chapter shall elect its chapter officers annually/biennially, as approved by
the chapter membership, and concurred by the adviser.

Section 2. The chapter election shall be through secret balloting.

Section 3. The chapter shall elect six (6) chapter officers. After the election of the six
officers, they shall have a closed-door meeting to determine among themselves who will
hold the different positions in the chapter.

Section 4. The chapter shall determine how they will conduct the process, with the
supervision of the adviser.

ARTICLE X
MEMBER DEVELOPMENT PROGRAM

Section 1. KAPARIZ members must undergo member development programs designed

to help members in their career path and personal development.

Section 2. The member development program design shall be composed of the following
areas:
a. Rizal studies and appreciation,
b. Professional-Leadership development, and
c. Personal development

Section 3. The attendance and compliance of the members to the member development
program shall be used in assessing members in case of promotions and awards within
the organization.

ARTICLE XI
LOGO AND MOTTO

Section 1. KAPARIZ officially adopts the motto “Unus instar omnium” which means
“one like all,” in reference to Rizal’s motto given to La Liga Filipina.

Section 2. The KAPARIZ official logo shall be a red-orange chivalric star with the image
of Rizal at the center. Around the image of Rizal are the words “Kabataang Pangarap ni
Rizal”. On its outer portion is the acronym KAPARIZ in a ribbon and a laurel wreath.
Below the logo is the name of the chapter.

ARTICLE XII
AMENDMENTS

Section 1. This General Constitution can be amended by an affirmative majority vote of

the members in good standing present during a general or special assembly called for the
purpose, as concurred by the adviser/KOR representative.
