Section 2. Membership discrimination based on color, creed, ethnicity, among others will
not be tolerated.
Section 5. The KAPARIZ Council shall have the power to investigate any member of the
Organization, and the chapter to its members.

c. Receive assistance from his/her own chapter, the KOR, or any counterpart
organization on any organizational matter, whether technical or operational;
d. Gain linkages from KAPARIZ chapters, the KOR, and other counterpart
organizations;
e. Receive training on leadership, Rizalism, and other related fields from KAPARIZ
and KOR;
f. Be a part of KOR institutional programs such as the National Rizal Youth
Leadership Institute (NRYLI), youth development programs, annual assemblies
and programs, among others; and
g. Any other related incentives and entitlements, upon approval of the KAPARIZ
Council and the KOR Supreme Council.
ARTICLE VI
MEETINGS
Section 1. The organization shall hold its regular membership meeting at least once a
month, in a specified date, time, and venue by the Chapter officers.
Section 3. The Order of Business for KAPARIZ chapter meetings shall be the following:
a. Call to Order,
b. Determining quorum,
c. Reading and approval of the minutes,
d. Business arising from the minutes/unfinished business,
e. Treasurer’s Report

Section 4. The chapter can create different committees to cater different purposes, with
the concurrence of the adviser.
ARTICLE VII
MEMBERSHIP DUES, ASSESSMENTS, AND FINANCES
Section 1. All KAPARIZ members shall pay their membership dues annually, amounting
to one hundred pesos (Php 100.00) or equivalent in their respective country’s currency,
to be remitted to the KAPARIZ General Council. Chapter Treasurers must make sure
their members fulfil their obligations and provide a transparent system of dues collection,
payment, and remittance.
In remitting membership dues to the General Council, the chapter shall submit the
official list of members, together with their vital information.
Section 4. In return for payments of membership dues, the General Council shall issue
membership identification cards (IDs) valid on the year of payment.
ARTICLE VIII
KAPARIZ CHAPTER COMPOSITION AND OFFICERS
Section 1. A group of youth, following the age bracket specified in this By-Laws, with at
least five members, can form a chapter. For better administration and organization, it is
highly encouraged to have ten or more members.
Section 2. The KAPARIZ Chapter shall have its chapter officers composed of the
following:
a. Chapter President,
b. Chapter Vice President,
c. Chapter Secretary,
d. Chapter Treasurer,

Section 4. The Chapter Vice President shall act the following duties:
a. Preside on all meetings and ceremonies of KAPARIZ in the absence, incapacity,
and death of the Chapter President;
b. Assist the chapter in his undertakings; and,
c. Other related duties incidental to his/her position.
The Chapter Vice President shall assume leadership of the chapter in case of death,
incapacity, resignation, expulsion or any other reason of the General Council President.

b. Oversee the collection of fees and assessments and their proper treasury;
c. Sign against checks and financial instruments of the organization together with
the President;
d. Prepare the financial reports of the organization;
e. Act as business manager of the organization; and,
f. Other related duties incidental to his/her position.
ARTICLE IX
ELECTION OF OFFICERS
Section 1. The Chapter shall elect its chapter officers annually/biennially, as approved by
the chapter membership, and concurred by the adviser.
Section 3. The chapter shall elect six (6) chapter officers. After the election of the six
officers, they shall have a closed-door meeting to determine among themselves who will
hold the different positions in the chapter.
Section 4. The chapter shall determine how they will conduct the process, with the
supervision of the adviser.

ARTICLE X
MEMBER DEVELOPMENT PROGRAM
Section 2. The member development program design shall be composed of the following
areas:
a. Rizal studies and appreciation,
b. Professional-Leadership development, and
c. Personal development
Section 3. The attendance and compliance of the members to the member development
program shall be used in assessing members in case of promotions and awards within
the organization.
ARTICLE XI
LOGO AND MOTTO
Section 1. KAPARIZ officially adopts the motto “Unus instar omnium” which means
“one like all,” in reference to Rizal’s motto given to La Liga Filipina.
Section 2. The KAPARIZ official logo shall be a red-orange chivalric star with the image
of Rizal at the center. Around the image of Rizal are the words “Kabataang Pangarap ni
Rizal”. On its outer portion is the acronym KAPARIZ in a ribbon and a laurel wreath.
Below the logo is the name of the chapter.
