Guidelines in Accomplishing the Harmonization Roadmap Template (HRT)

I. Background

This document serves as guide for local government units (LGUs) and DILG Regional
Offices (ROs) in the accomplishment of the Harmonization Roadmap Template (HRT),
a key tool that will facilitate the harmonization of strategies in implementing the NGA
and LGU DTPs.

II. Harmonization Roadmap Template

The HRT was developed to provide information on the to-be-discontinued PAPs of the
NGAs to LGUs and the corresponding information required from the LGUs to facilitate
the harmonization of LGU-NGA DTP implementation strategies. The HRT is partially
filled-out with data from the consolidated NGA programs, activities, and projects
(PAPs). The HRT may be considered a live document wherein PAPs of other Regional
Line Agencies (RLAs) may be included in the form.

The template is designed to map out the LGU’s current level of assumption of devolved
FSFs for FY2023, as well as match the perceived assistance required to facilitate the
assumption of partially assumed and not yet assumed FSFs along with the NGA PAPs
that shall be discontinued and are intended to be assumed by LGUs.

The primary end-user who will fill out the template are the LGUs. The document will
be forwarded to all NGAs for their appraisal of the needed LGU information relative to
service delivery gaps and assistance needed, if any, for FY2023. The information on
the level of assumption can also be validated vis-à-vis the actual Service Delivery
Standards (SDS) as prescribed by concerned sectoral agencies so that service
delivery can properly be assessed, and gaps correspondingly addressed during the
implementation. The information can be used for further regional/sectoral analyses
and eventually harmonize NGA-LGU DTP implementation strategies during the
transition.

A. Template Components

The table below enumerates the reference documents required to accomplish the
columns, column codes, and header of the HRT.

The HRT is expected to be partially accomplished when distributed to the LGUs.


Specifically, columns 1, 2 and 3 are pre-filled out using the Consolidated PAPs List
which can be assessed through this link: https://bit.ly/ConsolidatedPAPs.

The remaining columns 3 to 9 are expected to be accomplished by the LGUs using


their LGU Devolution Transition Plans (DTPs) that were submitted and uploaded
on the LGU DTP Repository through this link: https://dtp.dilg.gov.ph.

B. Guidance on How to Accomplish HRT

Column 1: National Government Agency (NGA) Responsible

Column 1 identifies the NGA that will discontinue PAPs or will assist in the
assumption of FSFs. Other NGAs, aside from those listed on the Consolidated
PAPs/FSF List may also be engaged by DILG Regional Offices (ROs) to
accomplish the NGA Template, if needed.

Column 2: Programs, Activities and Projects (PAPs) to be Discontinued


by NGAs

Column 2 indicates the NGA PAPs that will be discontinued, and LGUs are
expected to assume. Column 2a indicates the FSFs that the LGU are projected
to assume based on the Consolidated PAPs/FSF List.

Column 3: Functions, Services and Facilities (FSFs) that correspond to


the PAPs

Information for Column 3 corresponds to the FSF provided by the NGAs


substantiating the NGA PAPs. The column has been filled out and coded

according to the presentation of details in the Consolidated PAPs List. LGUs
are expected to read through the Consolidated PAPs List before filling out the
HRT for a better appreciation of the scope and details provided by the NGAs
for the PAPs-FSFs.

Column 4: Will the LGU implement it for FY 2023? (Yes/No)

Column 4 identifies whether there is a projected service delivery gap between


the NGA PAPs, and the LGU FSFs that are partially or not yet assumed. LGUs
are encouraged to discuss with the NGA-RO/LO to identify service delivery
gaps cognizant of the NGA SDS. LGUs may refer to the applicable SDS
provided in the Consolidated PAPs List but may also indicate their own
targets/benchmark. This information will enable the NGAs’ appreciation of the
perceived level of assumption of LGUs on the concerned PAPs/FSFs for their
appropriate action.

Column 5: PAP/FSF Correspondence in the LGU DTP

Column 5 enables the bridging of information from the HRT to the LGU DTP
Analytics (and later, with PRIMES). Column 5 cells have been set-up to provide
FSF codes corresponding to the data points of the LGU DTP Analytics, which
vary depending on the LGU level. The LGUs, therefore, must: (a) Indicate their
LGU level in Cell B5 (province/city/municipality – on a drop-down menu) so that
the appropriate options appear for Column 5, and (b) Review the Annex on LGU
DTP FSF Codes1 provided (Excel sheet) for guidance on what codes apply to
each FSF.

Column 6: Projected Service Delivery / Implementation Gap, if any as


discussed with NGA counterpart (refer to the NGA PAP list)

Column 6 identifies the projected difference between the standards in service


delivery and the actual implementation of the LGU. The column is subdivided
into two (2): Column 6a which is answered by a yes or no, and Column 6b which
requires a brief explanation on the projected gap, or relevant SDS/LGU
assessment information. The service delivery standards may be reviewed

Column 7: Assistance Needed to Assume the PAPs

Column 7 consolidates the actual capacity development intervention needed by


the LGUs from the NGA to fully assume the PAPs/FSF. This information is
helpful for the NGAs in identifying their capacity development interventions as
well as the other assistance they should provide LGUs during the transition.
The assistance is broken down into three categories: capacity development
(column 7a), funding assistance (column 7b), and other types of assistance the
LGU may require (column 7c). The LGUs are invited to provide clear and

concise elaboration on such needs, if any (e.g., funding amount, specific
technical assistance, administrative requirements, etc.).

Column 8: LGU Office Primary Responsible (OPR)

Column 8 identifies which LGU office will be primarily responsible for the
implementation and serve as reference to the NGA which will provide capacity
development support.

Column 9: Remarks

Column 9 provides space for the LGU to include other additional information on
the PAPs/FSF, if any.

C. Additional Notes for Completion and Submission of HRT

This section identifies the signatories of the HRT.

• Accomplished HRTs will be submitted to the respective DILG ROs for


consolidation within the period they set for the purpose.

• Consolidated HRTs are subsequently endorsed to the Regional Committee


on Devolution (Regional ComDev), which will serve as the mechanism to
facilitate the prioritization of technical assistance to LGUs by the Regional
Line Agencies during the transition.

• Consolidated HRTs will also be submitted to DILG Central Office, through


the Bureau of Local Government Development (BLGD) for national-level
consolidation and analysis.
