II. Provincial Government Initiatives and Efforts

1. PG Pampanga has a Local Public Transport Route Plan but not yet approved
by the LTFRB (for compliance on the evaluation result of the LTFRB such as
Traffic Impact Analysis).
2. Provincial Planning and Development Office, and the Provincial Engineer’s
Office are the designated offices for the implementation of the plans/schemes.
3. Arch./EnP. Raymund Dizon was designanted as the lead personnel.
4. PG Pampanga proposed motorcycling lane for their programs/projecs on
COVID-19 rehabilitation and recovery plan.

III. Data Analysis

Fifteen (15) out of the twenty one (21) LGUs of Pampanga has LPTRP or
translated as 71.43% provincial compliance. This data or rate of compliance may be
considered high but this should not be the ideal case considering that all LGUs shall
have their own LPTRP. This is also, somehow, the case for the compliance rate of LGUs
with designated unit/ office/ personnel for the implementation of the plan/ scheme with
the rate of 52.38%. These rates of compliance may be accounted to the LGUs that are
yet to organize their Transport Regulatory Teams.

Also, only 7 out of 21 LGUs has identified roads for cycling lanes/ walking paths.
Per analysis, this is due to the physical landscape of each LGUs which are not yet ready
in providing such, On a positive note, the LGUs are still considering to include cycling
lanes and walking paths as they revisit their transport route plan.

As of reporting period only one (1) LGU has an ordinance relative to the provision
of walking paths only. This maybe because roads in the said LGU are too narrow to
setup cycling lanes. Other LGUs are still on the process of drafting their ordinances.

Lastly, since most of the LGUs are yet to provide cycling lanes and walking paths,
both LGUs implementing measures (IEC) to disseminate information and LGUs with
identified PPAs got a compliance rate of 23.81%.

IV. Issues and Concerns

1. Revision of Local Public Transport Route Plan to include cycling lanes and
walking paths
2. Ordinance of some LGUs are still subject for approval of the Sanggunian.
3. Certain LGUs will revisit their Transport Route Plan and consider the provisions

4. LGU has no concrete roads projected design for cycling and walking paths
5. Municipal Ordinance only identified walking paths.
6. Local Public Transport Route Plan for revision to include cycling lanes and
walking paths
7. Still working for the LPTRP approval
8. Road networks designated for cycling and walkway are within the National
Roads and Provincial Roads and were under the DPWH and PEO.
9. LGU is on the process of reorganizing the Transport Regulatory Team and
meeting with the members for the planning stage
10. LGU has identified an area, with consultation with DPWH, but only suitable for
walking paths; program is ongoing.

V. Actions Taken by the Provincial Offices

1. On July 17, 2020 DILG Pampanga PO has disseminated the DILG MC 2020-
100 to all its Field Offices, and requested to accomplished and submit the
monitoring template.
2. Also on July 17, 2020 the Provincial Governor’s office was furnished with the
copy of the DILG MC No. 2020-100 for reference and guidance.
3. During the Online PTC, Field Officers were briefed regarding to the LGU
compliance to the said MC.
4. Daily reiteration of the submission of the monitoring template thru the GC.
5. On August 5. 2020, DILG Pampanga PO issued a letter addressed to
Governor Dennis G. Pineda requesting for a report of the summary of all
initiatives and efforts of the Provincial Government of Pampanga pertaining
to the implementation of the DILG MC No. 2020-100.

VI. Recommendations

1. LTFRB to provide a mother plan to LGUs to be used as basis in crafting their


respective LPTRP should the plan include national roads.\
2. Strict monitoring and evaluation of LPTRPs.
