MEMORAMDUM OF UNDERSTANDING IN SUPPORT TO THE


MUNICIPAL ADVISORY COUNCIL ( MAC ) 2018-2021

Know all men by these presents:

This Memorandum of Understanding in entered into this _______ of _______ 2018 and
signed in Municipality of Placer, Surigao del Norte, Philippines, by and among the following
parties.

The PLACER MUNICIPAL POLICE STATION (PMPS) , with office address at Barangay
Central, Placer, Surigao del Norte, represented by PCINSP ROLDAN C. ALMADEN, Chief of
Police, hereinafter referred to as the PNP Placer MPS;

-and-

The LOCAL GOVERNMENT UNIT (LGU) of Municipality of Placer, with office address at Municipal
Hall, Barangay Central, Placer, Surigao del Norte represented by HON. MICHAEL JOSE MEDELO PATINO,
hereinafter referred to as LGU-Placer.

-and-

The DEPARTMENT OF EDUCATION (DepEd) Placer I District, with office address at


Barangay Central, Placer, Surigao del Norte represented by DR. SALOME A. PRESILDA, District
Supervisor, Hereinafter referred to as the DepEd Placer District.

-and-

The LIGA NG MGA BATRANGAY in Placer, with office address at Municipal Compound,
Barangay Central, Placer, Surigao del Norte, represented by its Municipal Chapter President,
BARANGAY CAPTAIN RYAN FEL B. NAPULI, herein referred to as LnB-Placer.

-and-

The NON-GOVERNMENT ORGANIZATIONS of Placer, with office address at Placer,


Surigao del Norte, represented by its Municipal Presidents, herein referred to as NGO- Placer.

WITNESSETH:
WHEREAS, in view of the Declaration of State Policies under 1987 Philippine constitution
and applicable laws, the integrity and of the territory and protection of the citizenry from the
harmful effects of dangerous drugs, different crimes and any related activities , Peace and
Order situation shall be pursued by the government through intensive and unrelenting
campaign against Peace and order in the Municipality of Placer.

WHEREAS, under Republic Act 6975 as amended by Republic Act 8551, the Philippine
National Police is mandated to “ enforce all laws and ordinance relative to the protection of
lives and properties, maintain peace and order and take all necessary steps to ensure public
safety”.
WHEREAS, Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002,
as amended, serves as the legal instrument of the government in the fight against illegal drugs
aside from the other covenants or agreements from international conventions on the subject
where Philippines is a party;

WHEREAS, there was on drug s is shared responsibility that requires a concerted effort
from all agencies of the government, as well as the civil society, hence, necessitates the
formation of a whole government and the subsequent implementation of a “ whole-of nation
approach” in this social menace;

WHEREAS, Memorandum Circular No. 89, Series 2015, dated December 17, 2015 issued
by the office of the President, provides that all government offices shall cause the
implementation of national Anti- Drug Plan of Action (NADPA).

WHEREAS, the Department of Interior and Local Government, issued DILG


Memorandum Circular No. 2015-63 dated June 15,2015 re Revitalization of the Barangay Anti-
Drug Council (BADAC) and their Role in Drug Clearing Operations;
