1ST PMFC
At about 9:00 in the morning of January 21, 2020, Pat Sidnie P Madidis, Salaam
PNCO of South Cotabato 1st Provincial Mobile Force Company, conducted dialogue and
distributed One-hundred fifty (150) pcs of Information Education Communication (IEC)
materials to the constituents of Barangay Danlag, Tampakan, South Cotabato, during the
Community Outreach Program of South Cotabato Provincial Government. The said IEC
materials containing the Ill effects of using illegal drugs, Mga Paalala at Kaalaman tungkol
sa BOMBA, Anti-Terrorism Safety Tips which is in line with the campaign of our
government to eliminate illegal drugs and to End Local Communist Armed Conflict
(ELCAC). This was conducted to raise community awareness and to educate the public
on the preventive measures against any forms of criminality. Activity ended at about 10:00
in the morning of the same date.
At about 8:00 in the morning of January 22, 2020, personnel of South Cotabato
1st Provincial Mobile Force Company headed by PLTCOL CELESTINO TENESIO
DANIEL JR, Force Commander together with the personnel of 2nd SCPMFC led by PCPT
EMMANUEL LARIOSA, Assistant Force Commander, conducted Kabataan Kontra
Droga At Terorismo (KKDAT) symposium to two hundred (200) students of Notre Dame
of Norala, South Cotabato. During the activity, PCPT JUNEL REY S GATERA, ADMIN
Officer, discussed about Executive Order No. 70 or the National Task Force to End Local
Communist Armed Conflict (NTF-ELCAC), PCpl Felecito A Perez, III, CAD PNCO
discussed about the Community Anti-Terrorism Awareness, PCpl Mark Oliver D Dela
Cruz, Alert/ SAR member tackled about the dangerous effects of using illegal drugs, while
Pat Keith John Mindal discussed about the Deceptive Recruitment of CPP-NPA to the
Youth Sector among the said participants. Likewise, PLTCOL DANIEL, encouraged the
participants to continuously support the plans and programs of the Philippine National
Police to fight against illegal drugs, counter terrorism and any forms of criminality. He also
reminded to be more extra vigilant and report any forms of terroristic activity for an
immediate and possible action. The said activity aims to strengthen the bond between the
police and the student/youth in the country's renewed fight against illegal drugs and
terrorism. In addition, PMAJ NATHANIEL P PANAGUITON, COP of Norala, PLTCOL
DENNIS MADRIAGA, C, PCADB and Ms. Joy R. Lutero, LPT, School Principal of NDNI
delivered their messages and pledge of commitments to support KKDAT program in the
campaign of President Duterte against illegal drugs and terrorism in support to NTF-
ELCAC. Activity ended at about 12:00 noon of the same date.

At about 9:00 in the morning of January 22, 2020, personnel of 1st Maneuver
Platoon South Cotabato 1st Provincial Mobile Force Company led by Pat Teofilo M
Asuncion Jr, distributed one-hundred (100) pcs of Information Education Communication
(IEC) materials during checkpoint operation at Barangay New Cuyapo, Tantangan, South
Cotabato. The said IEC materials containing the Ill effects of using illegal drugs, Mga
Paalala at Kaalaman tungkol sa BOMBA, Anti-Terrorism Safety Tips which is in line with
the campaign of our government to eliminate illegal drugs and to End Local Communist
Armed Conflict (ELCAC). Activity ended at about 10:00 in the morning of the same date.
At about 10:15 in the morning of January 23, 2020, PCPT JUNEL REY S
GATERA, Admin Officer, under the supervision of PLTCOL CELESTINO TENESIO
DANIEL JR., Force Commander conducted dialogue with Barangay Kagawad Gerry R.
Miguel Chairman on Peace and Order of Barangay San Felipe, Tantangan, South
Cotabato. During dialogue topics discussed about the schedule of KKDAT symposium to
the Barangay Peace and Action Team (BPAT) and Member of Barangay Council. This
activity in line with the PNP directives to ensure that the police is collaborating with the
community to maintain peace and order and in support to NTF-ELCAC. Activity ended at
about 10:50 in the morning of the same date.

At about 2:30 in the afternoon of January 24, 2020, Personnel of 2nd Maneuver
Platoon South Cotabato 1st Provincial Mobile Force Company Pat Romulo S Baylon Jr,
and Pat Julius D Demayo distributed One-hundred (100) pcs of Information Education

Education Communication (IEC) materials at Rizal Park, Zone 4, Koronadal City. Said
IEC materials containing the ill effects of using illegal drugs, Anti Rape Law or RA 8353,
RA 9262 or Violence Against Women and Children, Safety Tips on RAPE and Sexual
Harassment, Anti-Terrorism Safety Tips in relation with EO No. 70 or to End Local
Communist Armed Conflict and to include the commemoration of the heroism of the
Gallant SAF 44. Likewise, she also discussed to the students about the deceptive
recruitment of CPP-NPA-NDF to the youth sector and remind them not to join with the
leaf leaning organization. Activity ended at about 2:30 in the afternoon of the same date.

At about 7:30 in the morning of January 27, 2020, PCpl Felecito A Perez III,
CAD PNCO and PCpl Mark Oliver Dela Cruz, SAR Member of South Cotabato 1 st
Provincial Mobile Force Company under the supervision of PLTCOL CELESTINO
TENESIO DANIEL JR, Force Commander, together with the personnel of Koronadal City
Police Station led by PSSg Marañon, conducted Brgy. Visitation, dialogue and joined the
Flag Raising Ceremony at Brgy. GPS, Koronadal City. During the Dialogue, PCpl Perez
discussed the ill effects of using illegal drugs, Anti Rape Law or RA 8353, RA 9262 or
Violence against Women and Children, Safety Tips on RAPE and Sexual Harassment,
Anti-Terrorism Safety Tips in relation with EO No. 70 or to End Local Communist Armed
Conflict. Likewise, he also discussed to the Brgy. Officials, BPATs and Women’s of Brgy.
GPS about the deceptive recruitment of CPP-NPA-NDF to the youth sector and remind
them not to join with the leaf leaning organization. Activity ended at about 8:00 in the
morning of the same date.

At about 8:30 in the morning of January 27, 2020, personnel of South Cotabato 1 st
Provincial Mobile Force Company led by PCpl Felecito A Perez III, CAD PNCO, under
the supervision of PLTCOL CELESTINO TENESIO DANIEL JR, Force Commander,
conducted lectures to the Brgy. Official, BPATs and Women’s of Brgy. GPS regarding EO
No. 70 or to End Local Communist Armed Conflict, Community Anti-Terrorism and
Awareness (CATA), Anti-Rape Law or RA 9262 or Violence against Women and Children
(VAWC), Safety Tips on RAPE and Sexual Harassment at Brgy. GPS, Koronadal City.
Likewise, he encourage them to continuously support the plans and programs of the
Philippine National Police to fight against illegal drugs, counter terrorism and any forms
of criminality in the campaign of President Duterte and in support to NTF-ELCAC. In
addition, PCpl Perez organized the said participants as member of Force Multiplier to help

LAKE SEBU MPS


At About 3:10 PM of January 21, 2020 Lake Sebu MPS personnel led by PMAJ
JOHNNY RICK MEDEL, conducted lectures focused the the NTF-ELCAC EO. 70
(ELCAC) participated by more or less fifteen (15) student of Lake Sebu National High
School of this Municipality, held of this station. Like wise said personnel initiated to
distribution of fifty (50) flyers and Display of Tarpaulin pertaining to the EO. 70 (ELCAC),
Crime prevention tips particularly theft/robbery safety tips, Anti-illegal drugs, bomb
awareness safety tips, safety tips, ligtas together with station hotline number. Activity
ended at about 3:45 PM of same date.

At about 9:00 AM of January 22, 2020 PMAJ JOHNNY RICK F MEDEL, ACOP
attended on committee hearing at the Sanguniang Bayan Session Hall. The Committee
Hearing focused on “Resolution Approving the Peace And Order and Public Safety Plan
of the Community of Lake Sebu for the year 2020-2022 and in line with EO 70- ELCAC
(End Local Communist Armed Conflict) and Crime Prevention Activities. Activity ended at
about 12:00 NN of the same date.
At About 4:10 PM of January 22, 2020 Pat Cherry Mae R Ambol, CAD Clerk,
conducted Pulong-pulong, distribution of fifty (50) flyers and Display of Tarpaulin
pertaining to the EO. 70 (ELCAC), Crime prevention tips particularly theft/robbery safety
tips, Anti-illegal drugs, bomb awareness safety tips, safety tips, ligtas together with station
hotline number to the constituents of Brgy. Lamlahak, Lake Sebu, South. Activity ended
at about 4:30 PM of same date.

At about 8:00 AM of January 23, 2020 Personnel of Lake Sebu MPS led by
PMAJ JOHNNY RICK F MEDEL, ACOP attended on distribution of 27 Cows of CADT-
Lake Sebu KC-PAMANA IP CDD to fortunate beneficiaries from Brgy Klubi, Lake
Sebu,South Cotabato in line with EO. 70 (ELCAC). Activity ended at about 12:00 NN of
the same date.
At About 9:00 AM of January 23, 2020 Pat Cherry Mae R Ambol, CAD Clerk,
conducted Pulong-pulong, distribution of fifty (50) flyers pertaining to the EO. 70 (ELCAC),
Crime prevention tips particularly theft/robbery safety tips, Anti-illegal drugs, bomb
awareness safety tips, safety tips, ligtas together with station hotline number to the
constituents of Brgy. Klubi, Lake Sebu, South. Activity ended at about 9:30 AM of same
date.

At About 9:00 AM of January 25, 2020 Pat Cherry Mae R Ambol, CAD Clerk,
conducted Pulong-pulong, distribution of fifty (50) flyers pertaining to the EO. 70 (ELCAC),
Crime prevention tips particularly theft/robbery safety tips, Anti-illegal drugs, bomb
awareness safety tips, safety tips, ligtas together with station hotline number to the

At About 10:40 AM of January 26, 2020 Lake Sebu Personnel led by PSMS Marlos
Santos, Patrol Team Leader, conducted Pulong-pulong, distribution of fifty (50) flyers
pertaining to the EO. 70 (ELCAC), Crime prevention tips particularly theft/robbery safety
tips, Anti-illegal drugs, bomb awareness safety tips, safety tips, ligtas together with station
hotline number to the constituents of Brgy. Poblacion, Lake Sebu, South. Activity ended
at about 11:30 AM of same date.

KORONADAL CPS
At about 9:30 in the morning of January 21, 2020, PSSg Normina A Jaldo, Asst PCAD
PNCO of Koronadal CPS conducted dialogue and distribution of IEC materials regarding on
PNP’s campaign about Executive Order No. 70 known as NTF-ELCAC to the students
ofKoronadal National Comprehensive High School at KCPS ground, Brgy Zone 2, Koronadal City.
Activity ended at about 10:30 in the morning of the same date.
At about 9:00 in the morning of January 22, 2020, PEMS Ricky D Feren, PCAD PNCO of
Koronadal CPS conducted lecture on Drugs and Anti-Terrorism Awareness to more or less 500
students of Golden State College-Senior High Department at KCC Convention Center, Brgy. Zone
2, Koronadal City in connection with the PNP’s program on Kabataan Kontra Droga at Terorismo
(KKDAT) and Executive Order No. 70 to support National Task Force to End Local
Communist Armed Conflict (ELCAC). Thereafter, distribution of different IEC materials and
tarpaulin display was conducted regarding on the said topics. Activity ended at about 11:00 in
the morning of the same date.

At about 9:00 in the morning of January 23, 2020, PSSg Graciel Ann M. Marañon of
Koronadal CPS conducted coordination with Dr. Ethel Ruth C. Dignadice, School Director of
King’s College of Marbel INC., Brgy. Morales, City of Koronadal regarding on Executive Order
No. 70 (End Local Communist Armed Conflict ELCAC). Activity ended at about 9:30 in the
morning of the same date.

At about 9:30 in the morning of January 23, 2020, PSSg Graciel Ann M
Marañon, Ast PCAD PNCO of Koronadal CPS conducted lecture and distribution of
leaflets/pamphlets with the Senior High School and College Students of King’s College of Marbel
INC., Brgy. Morales, City of Koronadal regarding on Executive Order No. 70 (End Local
Communist Armed Conflict ELCAC). Afterwhich, hanging of tarpaulin was also conducted.
Activity ended at about 10:30 in the morning of same date.
At about 9:00 in the morning of January 23, 2020, PCpl Constancio M Tomas, Mobile Patrol
member of Koronadal CPS conducted dialogue/pulong-pulong and distribution of IEC materials
regarding on Executive Order No. 70 (End Local Communist Armed Conflict ELCAC) to the
tricycle drivers at Brgy. Zone 1, Koronadal City. Activity ended at about 10:30 in the morning of
same date.

At about 1:00 in the afternoon of January 23, 2020, PSSg Graciel Ann M Marañon, Asst
PCAD PNCO, disseminated information regarding on Executive Order No. 70 series of 2018 to
End Local Communist Armed Conflict (ELCAC) during radio guesting at DXTT Infinite Radio,
St. Gabriel, Brgy. Zone 3, Koronadal City. Activity ended at about 2:00 in the afternoon of the
same date.
At about 11:00 in the morning of January 24, 2020, PMSg Gelvin John A Garcia, Mobile
Patrol member of Koronadal CPS conducted OPLAN YAWYAW and information dissemination
on Executive Order No. 70 (End Local Communist Armed Conflict ELCAC at the front of
Notre Dame Sienna, Koronadal City. Activity ended at about 12 noon of same date.

At about 1:00 in the afternoon of January 24, 2020, PMSg Gelvin John A Garcia, Mobile
Patrol member of Koronadal CPS conducted OPLAN YAWYAW and information dissemination
on Executive Order No. 70 (End Local Communist Armed Conflict ELCAC at the front of
South Cotabato Provincial Hospital, Koronadal City. Activity ended at about 1:30 noon of same
date.

At about 4:00 in the afternoon of January 25, 2020, Personnel of Koronadal CPS led by
PMSg Ryan O. Taña, Mobile Patrol member of Koronadal CPS, dialogue/pulong-pulong and
distribution of IEC materials regarding on PNP’s campaign regarding on Executive Order No. 70
(End Local Communist Armed Conflict ELCAC to the Muslim fellow citizen regarding SALAAM
activity at old City Hall, Koronadal City. Activity ended at about 4:30 in the afternoon of same date.
At about 8:00 in the morning of January 25, 2020, PEMS Eleazer B Magracia, Patrol PNCO
of Koronadal CPS conducted dialogue regarding on Executive Order No. 70 (End Local
Communist Armed Conflict ELCAC at Brgy. Topland, Koronadal City. Activity ended at about
9:30 in the morning of the same date.

At about 8:00 in the morning of January 25, 2020, PSSg Normina A Jaldo, Asst PCAD

SURALLAH MPS
At about 8:50 in the morning of January 21, 2020, Surallah Municipal Police Station
personnel led by PCpl Mary Ann F Dela Cruz, PCAD Member conducted coordination and
visitation to Dra. Evelyn T Serofia, PHD/School Principal of Surallah Institute of Technology Inc.
in connection with Kabataan Kontra Droga at Terorismo (KKDAT) information drive. Activity ended
at about 9:00 in the morning of same date.

At about 10:20 in the morning of January 21, 2020, PCpl Rhea Sylvia O Armecin, PCAD
Member of Surallah Municipal Police Station conducted distribution of informative materials 50pcs
crime prevention safety tips and 50pcs Gad related IEC materials and 50pcs Executive Order No.
70 ELCAC IEC materials and 20 Station Magazines at Surallah Institute of Technology Inc.
Campus, Brgy. Libertad, Surallah, South Cotabato. Activity ended at about 10:30 in the morning

At about 11:20 in the morning of January 21, 2020, PCpl Mary Ann F Dela Cruz, PCAD
Member of Surallah Municipal Police Station conducted distribution of informative materials 5pcs

70 ELCAC IEC in front of Surallah Municipal Health Office, JP Laurel Street, Brgy. Libertad,

At about 10:30 in the morning of January 21, 2020, PCpl Rhea Sylvia O Armecin, PCAD Member
of Surallah Municipal Police Station together with Miss Shiela S Valiente, School Registrar
conducted Pulong-pulong to Twenty-Seven (27) students of Surallah Institute of Technology Inc.
regarding “Executive Order No. 70 ELCAC and Ill-effects of Drugs and it’s penalties at Surallah
Institute of Technology Inc. Campus, Libertad, Surallah, South Cotabato. Activity ended at about
10:40 in the morning of same date.

At about 10:40 in the morning of January 23, 2020, PSMS Franklin Labordo, Patrol Team
Leader and PCpl Mary Ann F Dela Cruz, PCAD Member, of Surallah Municipal Police Station
conducted distribution of informative materials 15pcs crime prevention safety tips and 15pcs Gad
related IEC materials and 10pcs Executive Order No. 70 ELCAC IEC materials and 10pcs stations

At about 10:50 in the morning of January 23, 2020, PSMS Franklin Labordo, Patrol Team
Leader and PCpl Mary Ann F Dela Cruz, PCAD Member of Surallah Municipal Police Station
conducted Pulong-Pulong to Two (2) Sister Muslims and 2 Brothers regarding “Executive Order
No. 70 ELCAC and Ill-effects of Drugs and it’s penalties in front of Surallah Traffic Section to
inform the public about deceptive recruitment methods of Lawless groups among innocent
civilians. Activity ended at about 11:00 in the morning of same date.

At about 8:20 in the morning of January 23, 2020, PCpl Mary Ann F Dela Cruz PCAD
Member, of Surallah Municipal Police Station together with Atty. Aishettea Ace Moleño, Clerk
Court of 5 and Ms. Marivic Divinagracia, Court legal Researcher 2, conducted distribution of
informative materials 5pcs crime prevention safety tips and 5pcs Gad related IEC materials and
5pcs Executive Order No. 70 ELCAC IEC materials in front of Regional Trial Court, 11th Judicial
Region, Branch 45, Brgy. Libertad, Surallah, South Cotabato. Activity ended at about 8:30 in the

At about 9:20 in the morning of January 23, 2020, PCpl Mary Ann F Dela Cruz, PCAD
Member, of Surallah Municipal Police Station together with Traffic Enforcer Rimo Aleganad
conducted distribution of informative materials 25pcs crime prevention safety tips and 25pcs Gad
related IEC materials and 10pcs Executive Order No. 70 ELCAC IEC materials and 10pcs stations
magazines enclosed accomplishment reports and Good Deeds of Surallah Municipal Police
Station in front of Surallah Traffic Section, Brgy. Libertad, Surallah, South Cotabato. Activity

At about 6:00 in the morning of January 24, 2020, PMAJ MARIFEL A MAGANTO, OIC
of Surallah Municipal Police Station conducted lecture regarding The Role of BPAT/TANODS in
implementation of their Barangay Justice System (BJS), RA 9165, Municipal Ordinances, and
Implementation of EO No. 70 End Local Communist Armed Conflict (ELCAC) and Community
Anti-Terrorism Awareness (CATA) to Twenty-One (21) participants including Brgy. Councils,
BPAT/TANODS, Purok Presidents, and BLGU’s. Activity ended at about 7:30 in the morning of
same date.

At about 7:35 in the morning of January 24, 2020, PCpl Mary Ann F Dela Cruz, PCAD
Member of Surallah Municipal Police Station together with Barangay Chairman Christopher S.
Lazo conducted distribution of informative materials 15pcs crime prevention safety tips and 15pcs
Gad related IEC materials and 15pcs Executive Order No. 70 ELCAC IEC materials and 15pcs
station magazine at Brgy. Dajay, Surallah, South Cotabato. Activity ended at about 7:45 in the

At about 12:40 in the afternoon of January 25, 2020, PCpl Ellen May P Bagaygay OPN
& Plans Clerk, of Surallah Municipal Police Station conducted distribution of informative materials

Order No. 70 ELCAC IEC materials and 15pcs station magazine at Sitio Morales, Brgy. Centrala,

At about 1:30 in the afternoon of January 25, 2020, PSMS Dennis Ortuoste Assist.
Supply PNCO, and PCpl Mary Ann F Dela Cruz PCAD PNCO, of Surallah Municipal Police Station
together with Mr Jem Tesoro, Traffic Enforcer conducted distribution of informative materials 3pcs
crime prevention safety tips and 3pcs Gad related IEC materials and 3pcs Executive Order No.
70 ELCAC IEC materials to 3 contractors of Street Lights at Allah Valley Drive, Brgy. Libertad,

At about 12:50 in the afternoon of January 25, 2020, PCpl Ellen May P Bagaygay OPN &
Plans Clerk, of Surallah Municipal Police Station conducted Pulong-pulong to Twenty-Four
clientele of an Internet Café regarding “EO No. 70 (ELCAC) and Rights of a Child at Sitio Morales,
Brgy. Centrala, Surallah, South Cotabato. Activity ended at about 1:00 in the afternoon of same
date.

Admin Officer, conducted lecture on Kabataan Kontra, Droga at Terrorismo (KKDAT) to
the one Hundred thirty (130) students of Notre Dame, of Norala, located at Norala South
Cotabato, Headed by Miss Joy Latero, School Principal. This activity aimed to educate and
engage the youth in discussions about the ill-effects of illegal drugs and terrorism in the
society.Activity ended at about 10:30 in the afternoon of the same date.

At about 10:30 in the morning of January 26, 2020, 2nd SCPMFC led by Pat Cathy
M Villena, LDDB/PNCO, conducted lecture on E.O 70 or End Local Communist Armed
Conflict to the nineteen Brgy. Officials and BPAT’s. Headed by Hon. Ranilo F Dohino,
Punong Barangay of Poblacion, Sto Niño, South Cotabato. It is patterned from the
National Task force to End Local Communist Armed Conflict (NTF ELCAC) which aims
to bring together agencies of the government for a “whole of nation” approach to end the

order to organized and mobilized said group in the campaign of the government against
CPP-NPA terrorist to denounce their presence in the said community. PCMS Apostol also
urged the constituents of Brgy Ambalgan to report any suspicious people entering the
barangay in order to maintain the peaceful ambiance of the said community against the
CPP-NPA terrorists. After which, said PNCO distributed assorted IEC materials depicting
the evil atrocities of CPP-NPA. Activity ended at about 9:25 in the morning of the same

At about 10:15 in the morning of January 21, 2020, Sto Niño MPS personnel led
by PEMS Pepito M Balmores, Operation PNCO conducted dialogue regarding ELCAC to
the residence of Purok Moda, Brgy Teresita of this municipality and discussed the
programs of the government for the CPP-NPA surrenderee which grants their children
free education and financial assistance if they come back to the fold of the government.
PCMS Apostol also emphasizes the atrocities and deception of the CPP-NPA and
recruitment of the masses which hinder their peaceful living in the community, moreover,

(Bisita Eskwela) and dialogue to the Grade 10 students of Sto. Niño National High School
located at Brgy Poblacion of this municipality regarding Kabataan Kontra Droga at
Terrorismo (KKDAT) program and anti-illegal drugs campaign of the government. The
activity was conducted to increase the awareness of the students in relation to the CTG's
terroristic activities and recruitment of student leaders as well as foster awareness on the
effort of the government to eradicate illegal drugs in the community and instill to the minds
of the students not to engage in any illegal drug activities in the future but instead help

Police Station led by PSSg Marlon Antonio, Asst CAD PNCO conducted information

are waiting at the back of Tboli-MPS building. PSSg Antonio discussed the crime
prevention safety tips on eight focus crime (8), Executive Order Nr. 70 or otherwise known
as The End of Local Communist Armed Conflict Order particularly the deceptive
recruitment of communist rebels, ill effects of illegal drugs and other prohibited acts

PNCO of Tboli Municipal Police Station conducted information dissemination
through a dialogue/pulong-pulong to the Grade 5 and Grade 3 pupils of Edwards
Elementary School regarding awareness on anti-bullying, Gender and Development
(GAD), ill effects of illegal drugs and Community Anti-Terrorism Awareness (CATA).

The End of Local Communist Armed Conflict Order of the President that they should be
aware of the propagandas and tactics of this people which lure them into joining their

or EO. 70 in this Municipality. Topics include E-CLIP, Deliveration of the Basic services
of the PNP and LGU’s far flung areas in the AOR, Peace Law Enforcement and
Development Support, Localized Peace Engagement if there is any and the Sectoral

E.O No. 70 End Local Communist Armed Conflict (ELCAC) at San Isidro Terminal,
