BUDGET OF DSWD

In an effort to contribute to the country’s fight against poverty, the Department of Social Welfare and
Development (DSWD) has proposed to the House Appropriations Committee a total budget of Php
196,775,408,000 for 2023, including the operations of its attached and supervised agencies.

The DSWD vows to judiciously utilize the budget for the operations of its programs which include the
Pantawid Pamilyang Pilipino Program (4Ps), Sustainable Livelihood Program (SLP), Supplementary
Feeding Program (SFP), Social Pension for Indigent Senior Citizens (SocPen), Protective Services for
Individuals and Families in Difficult Circumstances (PSIFDC), and programs for disaster response, among
others.

And Its proposed Php194.6 billion budget can be broken down into four particulars: Personnel Services
at Php10 billion, higher by Php1 billion from the previous year’s budget; Maintenance and Other
Operating Expenses or MOOE at Php182 billion; Capital Outlay at Php1.5 billion, increased by Php800
million from 2023 budget; and Php153.1 million for Retirement and Life Insurance Premium.

HISTORY OF 4Ps:

In 2007, President Gloria Macapagal Arroyo first tested this program to 4,589 families from the six of the
poorest cities and municipalities under the supervision of Former DSWD Secretary Esperanza Cabral. The
following year, 4Ps was officially launched, serving 320,000 households in 160 municipalities of 27
provinces in six regions.

President Benigno Aquino III continued and widened the scope of 4Ps in 2010 to run in all 17 regions of
the country catering up to 79 provinces, 143 cities, and 1,484 municipalities. It reached 4.4 million
beneficiaries last 2016.

And on April 17, 2019, the Republic Act No. 11310 or An Act Institutionalizing the Pantawid Pamilyang
Pilipino Program was signed by President Rodrigo Roa Duterte making Pantawid Pamilya the national
poverty reduction strategy of the government.
Authors and sponsors- The Senate bill that led to this law, Senate Bill (SB) No. 2117, was sponsored and
co-authored by Senator Leila de Lima. SB 2117 was also authored by senators Ralph Recto, Minority
Leader Franklin Drilon, Loren Legarda, Joel Villanueva, Juan Edgardo Angara, Paolo Benigno Aquino IV,
Risa Hontiveros, Joseph Victor Ejercito, Sherwin Gatchalian, Cynthia Villar, and Nancy Binay.

Republic Act No. 11310

An Act Institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps)

Section 1. Short Title. -This Act shall be known as the “Pantawid Pamilyang Pilipino Program (4Ps) Act”.

Section 4. The Pantawid Pamilyang Pilipino Program (4Ps). -The Pantawid Pamilyang Pilipino Program
(4Ps) is the national poverty reduction strategy and a human capital investment program that provides
conditional cash transfer to poor households for a maximum period of seven (7) years, to improve the
health, nutrition and education aspect of their lives. The National Advisory Council (NAC) may
recommend a longer period under exceptional circumstances.

Section 5. Selection of Qualified Household-Beneficiaries. -On a nationwide basis, the DSWD shall select
qualified household-beneficiaries of the 4Ps using a standardized targeting system. It shall conduct a
regular revalidation of beneficiary targeting every three (3) years.

Section 6. Eligible Beneficiaries. -Farmers, fisherfolks, homeless families, indigenous peoples, those in
the informal settler sector and those in geographically isolated and disadvantaged areas including those
in areas without electricity shall be automatically included in the standardized targeting system to be
conducted by the DSWD:

Section 9. Mode of Cash Transfer. -The DSWD shall provide beneficiaries with direct and secured access
to cash grants through any number of Authorized Government Depository Banks (AGDBs). For localities
not adequately served by an AGDB, the DSWD may, by itself or through an AGDB, contract the services
of rural banks, thrift banks, cooperative banks, and institutions engaged in money remittances duly
accredited by the Bangko Sentral ng Pilipinas (BSP).

Section 10. Periodic Assessment. -Every three (3) years after the effectivity of this Act, the Philippine
Institute for Development Studies (PIDS) shall conduct an impact assessment to evaluate the
effectiveness of the 4Ps, the veracity of the list of household-beneficiaries and the program
implementation.
Section 11. Conditions for Entitlement. -All qualified household-beneficiaries shall comply with all of the
following conditions as a requirement for continued program eligibility:

 A. Pregnant women must avail of pre-natal services, give birth in a health facility attended by a
skilled health professional, and receive post-partum care and post-natal care for her newborn;

 B. Children zero (0) to five (5) years old must receive regular preventive health and nutrition
services including check-ups and vaccinations;

 C. Children one (1) to fourteen (14) years old must avail of deworming pills at least twice a year;

 D. Children three (3) to four (4) years old must attend day care or pre-school classes at least
eighty-five percent (85%) of them time;

 E. Children five (5) to eighteen (18) years old must attend elementary or secondary classes at
least eighty-five percent (85%) of their time; and

 F. At least one (1) responsible person must attend family development sessions conducted by
the DSWD, at least once a month.
