• Section 1- This Act shall be known as the "Pantawid Pamilyang
Pilipino Program (4Ps) Act".
• An act institutionalizing the PANTAWID PAMILYANG PILIPINO
PROGRAM
• Section 2- The state recognizes the need to foster SOCIAL JUSTICE
as provided in Article XIII of the 1987 constitution
• This Act was passed by the Senate of the Philippines as Senate Bill
No. 2117 on February 4, 2019 and adopted by the House of
Representatives as an amendment to House Bill No. 7773 on
February 7, 2019.

Goal & Objective

GOAL- To promote human capital among poor families
especially children, to break the intergenerational cycle of
poverty.
4Ps has dual objectives:
•Social Assistance – to provide
cash assistance to the poor, to
alleviate their needs (short term
poverty alleviation)

•Social Development – to break


the intergenerational cycle of
poverty through investments in
human capital (nutrition, health and
education)
SELECTION OF
HOUSEHOLD beneficiaries
(Section 5)
DSWD shall select qualified household-beneficiaries of the 4Ps using
standardized targeting system. This include the following:

Criteria to be eligible for 4Ps:

 Classified as poor or near-poor based on the
Standardized Targeting System and the poverty

Authority at the time of selection;

 Have members who are aged 0 to 18 years old


or have members who are pregnant at the time
of registration; and

 to comply with the conditions specified in this


program.

(SECTION 7)  Health and Nutrition Grant
 Shall not be lower than ₱750 per month for a
maximum of twelve months per year.

 ₱300, ₱500, ₱700 per child every month for a
maximum of ten months per year.

Additional benefits are provided to the beneficiaries, as


mandated by other laws:

 General Appropriations Act - a rice assistance/subsidy of 600 pesos a month in a form of financial
assistance to the qualified 4Ps beneficiaries.
 Unconditional Cash Transfer Program - a tax subsidy under the TRAIN law, which amounts to 300
pesos a month.
 All beneficiaries are automatically covered by National Health Insurance Program (NHIP) (Sec. 8)

How do the household beneficiaries access the grants?
To provide them with direct and secure access to the cash,
the DSWD works with Accredited Government Depository
Banks or contracts the services of Rural banks, Thrift
banks, Cooperative banks, and institutions engaged in
money remittances duly accredited by Bangko Sentral ng
Pilipinas.

11) As a condition of continuous program eligibility, all qualified
household - recipients must meet all the following conditions;

How should 4Ps act be implemented?
The Philippine Institute for Development Studies
evaluates every three years the veracity of the beneficiary
list, and tracks the effectiveness of the program.
•Implantation of 4Ps is kept in check by three major
systems :
1.Beneficiary Update System (BUS) -validates,
reports,records the status of every member of the
household beneficiares. It also monitor and adjusts the
amount of cash grants that each household is to receive.
2.Compliance Verification System (CVS) - Checks the
household beneficiares' compliance with the program's
condition.
3.Grievance Redness System (GRS) - records and
resolves grievances effectively and efficiently.
•The National and Regional Councils recommend
measures and policies, and secure the necessary funding,
to ensure that the commitments of 4Ps are delivered
responsibly. The NAC includes representatives from
multiple national and regional agencies. Representative from accredited non-government
organization involved with social welfare service
programs are also included.
Section 14. Lead Agency.- The DSWD shall serve as the central planning, coordinating,
implementing and monitoring body of the Program.
Section 17. Regular Monitoring. -The DSWD shall monitor the implementation of the
program and report its status at least once every three (3) years in order to ensure the
attainment of the goals enumerated in Section 2 of this Act to the House of Representatives
and the Senate of the Philippines.
Section 18. Report of the Program. -The DSWD shall annually publish a full report of the
4Ps covering the implementation of the previous fiscal year. The said report shall include
financial disclosures, number of households included in the 4Ps, and recommendations to the
Advisory Council, the President and to both chambers of Congress on how to further
enhance it. This report shall be submitted to Congress before the submission of the
President’s Budget Message.
Section 20. Program Transparency.— The DSWD shall regularly and timely post and update
on its website a report of financial disclosures and information about beneficiaries based on
geographical area, social, economic and cultural circumstances.
EXIT FROM THE
PROGRAM(SECTION 34)
A qualified household- beneficiary shall be deemed to exist from the
program, whichever comes first, when:
 The last monitored child in the household turns 19 years old
 The last monitored child in the household finished high school
 The household reaches the 7-years duration in the program
 The household is no longer poor, based on the latest assessment
thru the adopted standardized targeting system.
 The household voluntarily waives its membership in the program
 The household commits offenses wherein the sanction is delisting,
subject to the standards developed by the DSWD
