The birth of the Home Development Mutual Fund (HDMF), more popularly
known as the Pag-IBIG Fund, was an answer to the need for a national savings
program and an affordable shelter financing for the Filipino worker. The Fund
was established on 11 June 1978 by virtue of Presidential Decree No. 1530
primarily to address these two basic yet equally important needs. Under the
said law, there were two agencies that administered the Fund. The Social
Security System handled the funds of private employees, while the
Government Service Insurance System handled the savings of government
workers.
1. Mandatory for all employees who are or ought to be covered by the Social
Security System (SSS) and Government Service Insurance System (GSIS)
including Filipinos employed by foreign-based employers.
2. Voluntary for any individual at least 18 years old but not more than 65 years
old may register with the Fund under voluntary membership.
The membership savings (MS) rate of all members, except for non-working
spouses of Pag-IBIG members, shall be as follows:
Remittance of Contributions
1. Formally employed members shall contribute through salary deduction.
Employers shall have the responsibility to remit said contributions to the
Fund on a monthly basis.
2. Other members (voluntary members) may pay directly to the Fund or
through any of its authorized collecting agents.
Rate of Contributions:
Employer and Employee
The monthly contributions are based on the compensation of members.
The current SSS contribution rate is 11% of the monthly salary credit not
exceeding P16,000 and this is being shared by the employer (7.37%) and
the employee (3.63%).
Rate of Contributions:
Self-employed and voluntary members pay the 11% of the monthly
salary credit (MSC) based on the monthly earnings declared at the time
of registration.
For OFWs, the minimum monthly salary credit is pegged at P5,000.
SSS Benefits
Sickness Benefit
The sickness benefit is a daily cash allowance paid for the number of days a member is
unable to work due to sickness or injury.
Maternity Benefit
The maternity benefit is a daily cash allowance granted to a female member who was
unable to work due to childbirth or miscarriage.
Retirement Benefit
The retirement benefit is a cash benefit either in monthly pension or lump sum paid to
a member who can no longer work due to old age.
Disability Benefit
Adopting the World Health Organization's (WHO) definition, disability is any
"restriction or lack (resulting from impairment) of ability to perform an activity in
the manner or within the range considered normal for a human being”.
The redesigned SSS Disability Benefit program adopts the International
Classification of Diseases and Related Health Problems codes and takes into
account the medical management of illnesses and injuries and their
corresponding impairment ratings.
Death Benefit
It is a cash benefit either in monthly pension or lump sum paid to the
beneficiaries of a deceased member.
The primary beneficiaries are the legitimate dependent spouse until the person
remarries, and the member's dependent legitimate, legitimated, or legally
adopted, and illegitimate children who are not yet 21 years old. In the absence of
primary beneficiaries, the dependent parents shall be the secondary
beneficiaries. In their absence, any other person designated by the member as
beneficiary in the member's record.
Funeral Benefit
It is a cash benefit given to whoever pays the burial expenses of the deceased
member or pensioner.
PhilHealth’s Purpose
The National Health Insurance Program was established to provide
health insurance coverage and ensure affordable, acceptable, available
and accessible health care services for all citizens of the Philippines. It
shall serve as the means for the healthy to help pay for the care of the
sick and for those who can afford medical care to subsidize those who
cannot. It shall initially consist of Programs I and II or Medicare and be
expanded progressively to constitute one universal health insurance
program for the entire population.
1. Members in the Formal Economy
This member category includes those with formal contracts and fixed
terms of employment including workers in the government and private
sector, whose premium contribution payments are equally shared by
the employee and the employer.
4. Sponsored Members
This category includes members whose contributions are being paid for
by another individual, government agencies, or private entities.
5. Lifetime Members
This category is for members who have reached the age of retirement
under the law and have paid at least 120 monthly premium
contributions.
6. Senior Citizens
This category is for those who are 60 years old and above and are not
currently covered by any of the existing membership categories of
PhilHealth.
PhilHealth Premium
The Philhealth monthly premium contribution is ranging from
PhP200.00 to PhP875.00.
The Employee share represents half of the total monthly premium
while the other half is shouldered by the Employer.
For example, an employee with a monthly salary of PhP20,000.00
should pay a monthly premium of PhP500.00. The Employee share is
PhP250.00 while the Employer share is PhP250.00.

Inpatient Benefits
1. These benefits are paid to the accredited Health Care Institution
(HCI) through All Case Rates.
2. The case rate amount shall be deducted by the HCI from the
member’s total bill, which shall include professional fees of
attending physicians, prior to discharge.
3. The case rate amount is inclusive of hospital charges and
professional fees of attending physician.
4. Only admissible cases shall be reimbursed.

Z Benefits
The Z Benefit Package is being offered to PhilHealth members to address
health conditions that trigger prolonged hospitalization and very expensive
treatments.
