Public Financial Management seeks to address the key challenges of controlling government spending

and making agencies operate efficiently and effectively. Education as one of the priority sector of the
government drives government policy-makers, managers and implementers to ask:

a. Is government spending within limits?

Education is one of the most important sectors in an economy which decides how the future
generations will participate in the growth and development of a country. The education sector can
be classified into primary, secondary, higher education and skill education.

According to the news on the television: DBM’s proposed P3.767 trillion 2018 budget prioritizes
education and infrastructure development program. And on the year 2022 DepEd lauds 2022
budget increase for the education sector. The increase in the agency’s budget will help them to
reinforce their projects and programs for the distance learning and the limited face-to-face classes
nationwide.

They are overspending the budget. In the news there are purchased low quality of laptops and
were not sent and delivers to the specific schools. Their proposed projects can really help the
students and the teachers but to our government leaders there is no transparency on how they
spend it.

b. Is it spending on the right things?

It’s in the 1987 Constitution. Article XIV, Section 5, Paragraph 5: “The State shall assign the
highest budgetary priority to education and ensure that teaching will attract and retain its rightful
share of the best available talents through adequate remuneration and other means of job
satisfaction and fulfillment.”

It is on the law that education should be the primary sector to be funded to provide excellence in
education. Firstly, they increased the budget. Next, spend the budget on what it is allocated for.
Increase support for teachers and give them what is rightfully theirs. As a public school teacher
myself, I would rather not have my salary increased as long as all expenses are shouldered by the
government such as: laptops, transportation to and from seminars/meetings, school supplies,
annual check-up and medical treatment. But our leaders mismanage funds and they just purchase
obsolete and low class materials in order to show in public that they really accomplished the
needs.

c. Does it obtain best value for money?

Education has always been a vital component in human and societal development. The World
Bank describes it as “a powerful driver of development and one of the strongest instruments for
reducing poverty and improving health, gender equality, global peace, and stability.”

Funding education sector in our country, Philippines will leads to Infrastructural Development:
The availability of fund is very important in the provision of school infrastructures. More funding
will help the school management in providing more facilities such as classrooms, laboratories,
libraries and instructional materials.
