Chapter 11: Human Resource Development:


A Focus on Education and Health

I. Introduction
The central roles of education and health education and health are basic

objectives of development. Both are fundamental to enhancing the quality of

human life and ensuring economic progress. Education is essential for a

satisfying and rewarding life while at the same time enabling the developing

country to absorb modern technology and develop capacity for self-sustaining

growth. Health is a prerequisite for increases in productivity and providing a

base for education to thrive. Thus, both education and health are vital

components of growth and development- inputs to aggregate production

function. Their dual role as inputs and outputs gives them a central place in

economic development. There have been some dramatic improvements in

world health and education over past half century. Death rates and child

mortality rates have been falling down while some major killers have been

eradicated, eliminated and controlled. Recent decades have witnessed an

unprecedented extension of literacy and other basic education to a majority of

people in the developing world. Chapter 11 discussed and reviewed the

aspects of education and health for economic development. Education is

central to sustainable development, it is a potent driver of development and

one of the powerful instruments for overcoming poverty and regenerating

health; it empowers people to be more productive, to make a better living and


have a better quality of life, while also adding to a country’s overall economic

growth.

II. Evaluation
Education is essential for a country to grow. Whether economically or socially,

education plays an indispensable role in the growth of these two important

factors. As seen in Asia, the rapid expansion of educational opportunities is seen

as a key strategy toward sustained growth and long-term national development.

Other than that, as we all see even if there are still people in Asia, especially in

the Philippines who are not able to go to school, it is a good thing that the

government provide free education like scholarship for those people who really

want to study and finish school. The budget of the government in the Philippines

is focused on Education, this includes the increase salary of the teachers and

budget for the buildings, facilities, supplies needed by the children to provide

them a quality education. Though there are still many children and people who

are not able to go to school because of poverty and I hope the government must

address this issue to provide them an affordable but quality education because

we would not know that those children could be a potential contributor for the

economic growth. We must give them the opportunity they also deserve.

III. Lesson Learned

Some people say that poverty is not a hindrance to education. I highly doubt

that because based on my observation, there are a lot of people who has no

choice but to leave school because of financial problem. The Commission on

Higher Education (CHED) released the approved applications of 268 private


higher education institutions (HEIs) in the country to increase their tuition and

other school fees last academic year 2017-2018. This became an issue and

huge problem especially for the parents to spend for the tuition fee of their

children. This memorandum has resulted to many students drop from school.

The most affected of this memorandum was the Tertiary level, the most important

years of spending in school since it this year level that will be used for

employment in the future. I think the government must focus on providing a better

and quality standard than to increase the tuition fee of the school. It only adds

burden for the parents and students. We are hoping that we could feel that the

government’s budget was really on Education. Some parents have no choice but

to send their children in private school for them to have a quality education. And

hopefully, so people who graduated from college still get the work they deserve.

It takes patience and perseverance to get from the top but in the Philippines,

people who does not have a “well-known” degree or courses does not fairly

treated right. Education is integral to one’s growth and development. The human

mind makes desirable all development acts, from health advances and

agricultural innovations to effective public administration and special sector

growth.
