So, we are the Group 4 presenting South Africa Education.

Before we start lemme give you a brief history ng south African education. Just so you know
South Africa went through Apartheid(apartayt) for 23 yrs, from year 1948 to 1991. Apartayt yun yung
Racial Segregation and Discrimination against nonwhites, as we all know na may white and black South
African. During Apartayt, nabuo yung Bantu Education Law which is yung nag govern sa education ng
Black South African. Bantu is the word they use to call black south African children. So nangyari yung
deprivation ng black from political and economy system and even excluded yung black students from
exposure to certain subjects sa school. So fortunately that ended, that’s why today South Africa invests
a considerable amount in education right after nung Apartayt and that resulted to Black youth who
now have higher educational attainment sa South Africa’s history.

We have here the South Africa Education System, which is also the same sa atin, they have
Elementary, Secondary and Tertiary. And sa administration, if we have DepEd and CHED, they have
Department of Basic Education (DBE) that administers elementary and secondary. And also the
Department of Higher Education and Training (DHET) that governs post-secondary level education
including both academic institutions and post-secondary technical training.

ADMINISTRATION OF ELEMENTARY AND SECONDARY SCHOOLS:

(Read)….. In South Africa, The lion’s share of the national education budget is allotted to the
elementary and secondary school systems. (Read)….. Elementary and secondary schools in South
Africa ay mostly public, meron ding independent private schools and  “Low-fee” independent schools
na nag ca-cater sa lower income households, wherein eligible din sila for government subsidies

ADMINISTRATION OF POST SECONDARY INSTITUTIONS:

(Read)…………So unlike sa Elementary and Secondary, Post-Secondary receives smaller

budget. (Read)……………….

ELEMENTARY SCHOOLING: THE BASICS

Sa Elementary Education ng South Africa it lasts seven years and students begin at the age of 6.

At requirement or compulsory yung completion from Grade R through Grade 6. Yung Grade R nila
which means Reception is equivalent to Kindergarten). Sa as you can see this phase is divided into 2.
(READ).

(Grading Scale) Makikita niyo sa sample data yung percentage and description. So yung
achievement levels ay 1 up to 7. Ito yung basehan nila ng learnings nung students based sa
assessment nila kasi wala silang national exams nor formal qualification sa elementary school.

SECONDARY EDUCATION: THE BASICS

In Secondary Education naman, it lasts for 6 yrs, from grade 7-12 and of course it is still
divided into 2 phases which are the lower and upper secondary school. (READ)

So at Grade 10, may choices yung students either academic or technical track. (READ)

Then yung graduation nila depende sa performance nila sa final exam which is yung National Senior
Certificate at the end of grade 12, which we will discuss after this. Then if ever di nila maipasa yung
NSC, they need to enroll in a bridge year, or grade 13 sa any accredited institution.

EXAMINATION:

Let’s proceed to the 1st type of their Examination which is yung National Senior Certificate. (READ)

So students right after ng Grade 12 can earn one of the 4 levels of Pass, which will be the basis of their
qualification sa Higher Education. So yung NSC Pass ay baseline that serves purpose sa students
aside from giving them “school leaving certificate” and indication din na nakapasa sila sa home
language competence and numeracy especially for employment.

LEVEL OF PASS: (Read) So yung nag iissue ng certificates nila is what they call (IEB) or the
Independent Examinations Board.

NATIONAL QUALIFICATIONS FRAMEWORK

This serves as a benchmark requirements and goals ng lahat ng levels ng kanilang Education System.

So before it was only 8 levels and another 2 were added, so merong 10 total levels which is linked sa
kada phase ng education nila. Makikita niyo yung data with level descriptor nung specific scope of
qualifications ng kada level. Since 10 total levels yan, divided sila into 3 sub-frameworks which are:

 General and Further Education and Training Sub-Framework (GFETQSF)

 Higher Education Qualifications Sub-Framework (HEQFS)
 Occupational Qualifications Sub-Framework (OQSF).

So bale yung 1st two sub-frameworks represent a linear trajectory from elementary which is level
1 up to doctoral study which is level 10. Then yung Occupational Qualifications end at level 6 and
optional yung level 7 and 8 through collaboration ng recognized professional body and council on
Higher Education.

Yung NQF lists the minimum credits required for the award of a degree or qualification ng kada
level. So one credit is equivalent to 10 study hours. Usually yung university undergraduate
programs nila require 30 weeks of full time study per year. While yung graduate programs such as
masteral or doctoral naman is 45 weeks of fulltime study per year

HIGHER EDUCATION:

TECHNICAL EDUCATION (READ)…………

ACADEMIC EDUCATION (READ)………….

DEGREES:

BACHELOR’S DEGREES:

So kung sino yung mga students na nakaObtain ng Bachelor’s Pass during NSC examination sila
yung pwede maadmit sa universities, plus other admission tests or other entrance requirements.

Sa South Africa, yung Bachelor’s Degree nila is either 3 or 4 years. Wherein kapag 3yrs in length na
field/course, usually 30 full-time weeks per academic year then students are expected to study 40
hours per week. And minimum requirement ng 3-year bachelor’s degree is 360 credits. If ever
magpursue si student ng post graduate study, kelangan niya ng additional year which is at level 8
ng NQF and will be called bachelor’s honors degree.
MASTER’S DEGREES:

With Master’s Degrees naman, nasa level 9 siya ng NQF. So yung admission requirement is either
the student achieved a 4-yr Bachelor’s Degree or Bachelor’s Honors Degree. And it requires 180
credits and substantial research.

DOCTORAL DEGREES:

Doctoral Degree is considered as the highest qualification offered sa South Africa which is at level
10 ng NQF scale. Of course bago makapagdoctoral dapat achieved na yung Master’s Degree. This
requires 360 credits and a minimum of 2 yrs to complete.

PROFESSIONAL DEGREES:

Sa professional Degrees, pasok na dito ung medical education which is the standard
degree for Bachelor of Medicine or Surgery. This is a 6-yr degree program right after nung National
Senior Certificate. Meron din silang alternative which is yung Graduate Entry Program which was
created to address the shortage ng well-educated and highly skilled doctors. Then if ever
achieved n ani students yung Professional Degree, need nila magregister sa (HPCSA) or Health
Professions Council of South Africa which is under ng Health Professions Act of 1974 nila.

Then yung mga students naman na gusto maging lawyer, need lang ng Bachelor of Law
and six months of service or program (parang internship) sa School of Legal Practice bago nila
itake yung Law Society Examination.

TEACHER EDUCATION:

Yung standard requirement naman nila for new teachers is yung Bachelor of Education degree
and one-year teaching internship. And yung mga graduate naman ng non-teaching bachelor
course tulad nung sa atin, need lang nila ng additional one-year post-secondary ng “Advance
Diploma in Education” or what they call Postgraduate Certificate in Education. Then after
completion nung necessary training, yung mga potential teachers need magregister sa “South
African Council for Educators and to pay monthly fee and follow ng code of ethics nila. And failure
to meet requirements will result sa termination ng registration nila.
