Cargo Hold Washing Water - IMO Clarifies Issue

The International Maritime Organization (IMO) has issued the following clarification
with regard to cargo hold washing water:

1. Cargo hold washing water which contains dry cargo residues and is
generated in connection with cargo hold cleaning should NOT be treated
as garbage under MARPOL Annex V within the Gulfs Area and
Mediterranean Sea Area;

2. Such cargo hold washing water may be discharged at a greater


distance than 12 nautical miles from shore within these areas;
3. Cargo residues must not originate from a cargo material that is
classified as a marine pollutant in the International Maritime Dangerous
Goods (IMDG) Code.

Members are advised to take note that the review of MARPOL Annex V is still on-
going and until amendments are finalized, adopted and entered into force, the above
will be valid as of now. Members are also advised that the above applies to the Gulf
Area and Mediterranean Area ONLY.
