MEANS OF VERIFICATION
This report shall serves as the basis in the formulation of programs, projects and activities
that responsive to the need of our constituents. It will serves as reference in crafting the
Barangay Agenda as embodied in the Barangay Development Plan.
This report also aims to strengthen the partnership of the Barangay with the higher Local
Government Units (LGUs), National Government Agencies (NGAs), Non-Government
Organization (NGOs) and stakeholders as it presents a vivid picture of the development
condition of the Barangay. Above all, it aims to increase the awareness of the residents
on the state of the Barangay, so that they will be more involved and participative in
Barangay affairs.
Lastly, on behalf of the officialdom of our Barangay, may I congratulate and thank the
Ministry of Interior and Local Government (MILG), in coming with the Barangay
Performance Management System (BGPMS) which will pave the way for the
establishment of the state of the Barangay.

On the other hand, the total picture of the fund utilization shows that the barangay
incurred 91% expenses of its budget. Overall, it indicates a 9% savings.
Significantly, the barangay spent its financial resources hugely on the
Development Projects or 20% of the total budget.

The importance of BDRRM for us is to be prepared of any disaster that may occur and by doing
so, we minimize the impact of disaster. Ultimately to educate the people and be aware of any
impending natural calamities that may occur.
This will serve as the guide for the whole year programs and activities wherein the mitigation,
preparedness, recovery and rehabilitation is set for the safety of the barangay community.

The said event, discussed about the recent pandemic happening which is the
COVID-19 pandemic. A resolution on the release of the calamity fund is
discussed, to be used for the timely distribution of relief goods in the barangay.
The activities shown below was assisted by the members of BPAT and with the
full support of BLGU-TONGCOPAN, headed by our very energetic Punong
Barangay HON. PASODAN B. MAMPAO with the joint force of the BADAC
Council and Barangay Development Council.
WHEREAS, Executive Order No. 16 (S-2017) adopted the National Security Policy 2017-2022
which calls for the end of all armed threats in the Philippines and recognizes that internal socio-
political stability rest upon healing the rifts that divides the nation by promoting participatory
governance, synergy of government development efforts and enhancing the participation and
responsibilities of Local Government Units (LGU’s);
WHEREAS, there is a need to ensure convergence of efforts of all levels and deliver a unified
process intervention in the operationalization of Executive Order No. 70;
WHEREAS, the department of the Interior and Local Government issued Memorandum
Circular No. 2019-125 entitled “Guidelines for the Local Government Units in the
Implementation of Executive Order No. 70, series of 2018” provides the guiding principles in
establishing of local task force to end local communist armed conflict including its composition
and roles and responsibilities therein;
WHEREAS, the Municipality Development Council and Municipality Peace and Order Council,
during the joint-meeting held on 9th day of April 2020, agreed that there is an urgency to create
of a task force to end local communist armed conflict in the locality.
Section 1. The creation of the Barangay Task Force (BTF) to End Local Communists Armed
Conflict, with the following composition:
Section 2. The Barangay Task Force, with the barangay chairperson as its Chair, shall have the
following duties and responsibilities:
1. Take and active roles in the implementation of the Retooled Community Support Program
(RCSP).
2. Ensure social preparation of the community members in the phases of the RCSP
implementation.
3. Ensure the delivery of services and inclusion policies, programs, projects, services and
activities in the local plans based on the identified resolutions by the members of affected
communities;
4. Provide relevant feedback and recommend measures to the C/MTF on the risks and
opportunities surrounding the implementation of RCSP;
5. Take and lead in the citizenship building and community participation mechanisms to
guarantee sustainability of RCSP implementation.
RESOLVED FINALLY, that copy of this resolution be furnished to the Province and other
concerned agencies for information and appropriate action.

WHEREAS, pursuant to Government Procurement Policy Board (GPPB) Resolution No. 01-
2018 DATED March 10, 2004 adopted and confirm the Bids and Awards Committee (BAC)
composition in LGUs, including the barangays;
SECTION 1 There is hereby created a Committee to be known as the Bids and Awards
Committee (BAC) of this Barangay to be composed of the following:
1. at least five (5) but not more than seven (7) regular members of the Sangguniang Barangay ,
except the Punong Barangay; and
2. The Punong Barangay, being the local chief executive, shall designate thru an office the
members of the BAC and its Secretariat for one (1) year term. The members shall elect among
themselves who shall act as the Chairman and Vice-Chairman.
SECTION 2. The committee created is charged with the task provided for in the IRR-A of R.A.
9184.
SECTION 3. The committee of the BAC composition as designated shall constitute a quorum
for the transaction of business, provided that the presence of the Chairman or Vice Chairman
shall be required.
SECTION 5. The Chairman or, in his absence, the vice-chairman, shall vote only in case of a
tie.

WHEREAS, Republic Act No. 9485 otherwise known as Anti-Red Tape Act of 2007
declares that it is the policy of the State to promote integrity, accountability, proper management
of public affairs and public property as well as to establish effective practices aimed at the
prevention of graft and corruption in the government;
WHEREAS, R.A. 9485 mandates the barangay governments to set up service standards
to be known as Citizen’s Charter in the form of information billboards to be posted at the main
entrance of offices or at the most conspicuous place, or in the form of published materials written
either in English, Filipino, or in the local dialect;
WHEREAS, it is the leadership’s desire for Barangay TONGCOPAN and its residents,
to reap the said benefits through the establishment of its own Citizen’s Charter.
NOW THEREFORE, by virtue of the powers vested upon me as the local chief
executive of Barangay TONGCOPAN, hereby order the following:

the names and contact details of the officials/channels to approach for redress;

SECTION 3. Terms of Reference for the Task Force. The Task Force shall perform the
following functions:
a. Determine the transactions or processes that constitute frontline services, such as, but
not limited to:

e. Institute a one-stop shop or walk-in service counter or special lanes for pregnant
women, senior citizen and persons with disabilities.
SECTION 4. Sanction. All concerned barangay officials, whether elective or appointive, shall
also be held responsible and accountable for the implementation of this Act and shall be held
accountable to the public in rendering fast, efficient, convenient and reliable service. Failure of
all concerned barangay officials to act accordingly shall be penalized pursuant to Section 1, Rule
VIII of Implementing Rules and Regulations of R.A. 9485, to with:
(1) Refusal to accept application and/or request within the prescribed period
(3) Failure to attend to clients who are within the premises of the office
concerned prior to the end of official working hours and during lunch break;
First Offense – Thirty (30) days suspension without pay and mandatory
(b) Grave Offense – Fixing and/or collusion with fixers in consideration of economic
and/or other gain or advantage.
SECTION 5. Funding. All expenses that will be incurred on activities conducted to implement
the Anti-Red Tape Act of RA 9485 shall be charged against the regular budget of the barangay.
WHEREAS, the community plays a vital role in crime prevention and promotion of
public safety;
WHEREAS, mobilization of the society is needed in the maintenance of peace and order
which is one of the important dimensions for the attainment of economic development;
WHEREAS, Executive Order No. 309, states the reation of pace and order council at all
levels formulation of plans to enhance peace and order and public safety in their area of
responsibility and monitor the implementation of peace and order programs.

SECTION 2. The Barangay Peace and Order Council shall assume and perform the following
function and responsibilities:
1. Monitor and coordinate the implementation of peace and order programs and projects.
5. Maintain continuing dialogue, close coordination and rapport with the higher level peace
and order councils.
6. Formulate plans and recommend measures which will improve or enhance peace and
order.
7. Monitor, coordinate and supervise the operation of all community base anti-crime
movements; and
8. Make periodic assessment of the prevailing peace and order in their respective areas and
submit a report with appropriate recommendations to the higher level POC.

WHEREAS, Republic Act. No. 7610 otherwise known as Special Protection of Children
Against Child Abuse, Exploitation and Discrimination Act provides for stronger deterrence and
special protection against child abuse, exploitation and discrimination, and its corresponding
penalties.
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that the
government shall establish Councils for the Protection of Children;
WHEREAS, Article 87 of Presidential Decree (PD) 603, The Child Youth Welfare Code,
states that “every barangay council shall encourage the organization of a Local Council for
Children (LCPC) and shall coordinate with the Council for the Welfare of Children (CWC) in
drawing and implementing plans for the promotion of child and youth welfare”.
WHEREAS, Executive Order No. 310 series 2000 authorizes the adoption and
implementation of the Philippine National Strategic Framework for Plan Development for
Children 2002-2025 for “Child 21”;

SECTION 2. Functions. The Barangay Council for the Protection of Children shall have
the following functions;

any of the LGU operating units, which shall provide administrative and technical support
services to their respective BCPC member agencies.

WHEREAS, the increasing use of illegal drugs has significantly contributed to the
incidents of heinous crimes;

SECTION 2. Functions. The Anti-Drug Abuse Council shall perform the following roles
and responsibilities.
Serve as a focal point through which various organizations and individuals work
together cooperatively in the planning, implementation and evaluation of
programs on drug abuse prevention.
Provide for an effective mechanism for the coordination of existing services and
programs and those which might be developed in the immediate future;
Provide for the mechanism to obtain funds, volunteers, facilities and technical
expertise; and

WHEREAS, it is the policy of the State to uphold the people’s constitutional rights to
life and property by addressing the root causes of vulnerabilities to disasters, strengthening the
country’s institutional capacity for disaster risk reduction and management and building the
resilience of local communities to disasters including climate change impacts

“Philippine Disaster Risk Reduction and Management Act of 2010” was enacted to strengthen

a Disaster Risk Reduction and Management Office (DRRMO) in every province,

1. Design, program, and coordinate disaster risk reduction and management activities
consistent with the National Council's standards and guidelines;
2. Facilitate and support risk assessments and contingency planning activities at the local
level;
3. Consolidate local disaster risk information which includes natural hazards,
vulnerabilities, and climate change risks, and maintain a local risk map;
4. Organize and conduct training, orientation, and knowledge management activities on
disaster risk reduction and management at the local level;
5. Operate a multi-hazard early warning system, linked to disaster risk reduction to provide
accurate and timely advice to national or local emergency response organizations and to
the general public, through diverse mass media, particularly radio, landline
communications, and technologies for communication within rural communities;
6. Formulate and implement a comprehensive and - integrated Barangay Disaster Risk
Reduction and Management Plan (BDRRMP) in accordance with the national, regional
and provincial framework, and policies on disaster risk reduction in close coordination
with the Barangay Development Councils (BDC);
7. Prepare and submit to the local sanggunian through the LDC the annual BDRRMC Plan
and budget, the proposed programming of the BDRRMF:
8. Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the
barangay, CSOs, private groups and organized volunteers, to utilize their facilities and
resources for the protection and preservation of life and properties during emergencies in
accordance with existing policies and procedures;
9. Identify, assess and manage the hazards vulnerabilities and risks that may occur in their
locality;
10. Disseminate information and raise public awareness about those hazards. vulnerabilities
and risks, their nature, effects, early warning signs and counter-measures;
11. Identify and implement cost-effective risk reduction measures/strategies;
12. Maintain a database of human resource, equipment, directories, and location of critical
infrastructures and their capacities such as hospitals and evacuation centers;
13. Develop, strengthen and operationalize mechanisms for partnership or networking with
the private sector, CSOs, and volunteer groups;
14. Take all necessary steps on a continuing basis to maintain, provide, or arrange the
provision of, or to otherwise make available, suitably-trained and competent personnel
for effective civil defense and disaster risk reduction and management in its area;
15. Organize, train, equip and supervise the local emergency response teams and the ACDV
s, ensuring that humanitarian aid workers are equipped with basic skills to assist mothers
to breastfeed;
SECTION 3. Secretariat. The chairman of the Council will designate the Secretariat
which will provide administrative and technical support services to their respective BDRRMC
members.

Whereas, DILG Memorandum Circular No. 2001-19 dated March 2, 2002 direct the creation of
an ecological Solid Waste management Board;
Whereas, the Ecological Solid Waste management Board is primary responsible in carrying out
the mandate of implementing the Solid Waste management program;

WHEREAS, The State condemns discrimination against women in all forms and pursues
by all appropriate means and without delay the policy of eliminating discrimination against
women in keeping with the Convention on the Elimination of All Forms of Discrimination
Against Women (DECAW) and other international instruments consistent with the Philippine
law. The State shall accord women the rights, protection and opportunities available to every
member of society;
WHEREAS, The Magna Carta of Women (RA 9710) enacted on August 14, 2009 is a
comprehensive women’s human rights law the seeks to eliminate discrimination against women
by recognizing, protecting, fulfilling and promoting the rights of Filipino women, especially
those in the marginalized sectors;
WHERAS, Chapter IV, Section 9. Protection from Violence of the same Act provides
for the establishment of a Violence Against Women (VAW) Desk in every barangay to ensure
that violence against women cases are fully addressed in a gender-responsive manner;
WHEREAS, Joint Memorandum Circular No. 2010-2 of DILG, DSWD, DepED, DOH
and Philippine Commission on Women provides the guidelines and procedures pursuant to
provision of the Implementing Rules and Regulations of RA 9710 that there is a need to establish
a Violence Against Women (VAW) Desk in every barangay and designating officer thereat.

NOW, THEREFORE, I PASODAN B. MAMPAO, Punong Barangay of Barangay
TONGCOPAN , MUNICIPALITY of LUMBA BAYABAO, LANAO DEL SUR by virtue of
the powers vested in me by law, do hereby order:
SECTION 1. Establishment of Violence Against Women (VAW) Desk and Designating Hon.
Bansaona M. Domaraag & Aisha Rihan D. Pinto as a VAW Desk Officer thereat.
2. Record the number of gender-based violence handled by the Barangay and submit a
quarterly report on all cases of VAW to the DILG Municipal Field Office and the Municipal
Social Welfare Development Office;
3. Keep VAW case records confidential and secured, and ensure that only authorized
personnel can access it;
4. Assist victims of VAW in securing Barangay Protection Order (BPO) and access necessary
services;
5. Develop the barangay’s gender responsive plan in addressing gender based violence,
including support services, capacity building and referral system;
7. Address other forms of abuse committed against women, especially senior citizens, women
with disabilities and other marginalized groups;
