REGION 5
INTRODUCTION
The regional center is Legazpi City and has one Independent Component
City, the pilgrim city of Naga. The Lamon Bay bound the region to the north, the
Philippine Sea to the east, and the Sibuyan Sea and Ragay Gulf to the west. The
northernmost provinces, Camarines Norte and Camarines Sur, are bordered to the
west by the province of Quezon.
ALBAY PROVINCE
The Land
Albay has a total land area of 2,554.06 square kilometers (986.13 square
miles).
Municipalities:
Bacacay Libon Pio Duran
Camalig Malilipot Polangui
Daraga Malinao Rapu-Rapu
Guinobatan Manito Santo Domingo
Jovellar Oas Tiwi
Cities:
Legazpi City
Ligao City
Tabaco City
PORT OF ACCESS
By water, Albay is the region’s principal trans-shipment point with its seaports:
Tabaco International Sea Port, Port of Legazpi City, Pio Duran Municipal Port, and
the Pantao Port.
By air, the Legazpi Airport is the entry point for most of the travelers going to
any province of the region. The airport is also the region’s gateway from Manila and
Cebu City in the Visayas. The larger Bicol International Airport is under construction
in the municipality of Daraga, west of Legazpi City.
The History
Long before the Spaniards arrived in 1569, Albay had a thriving civilization
and a rich culture. The land was fertile, lush vegetation covered the plains and the
mountains. The earth yielded minerals, including gold.
When the war between Spain and the United States of America broke out in
1898, the sovereignty of the country was transferred to the United States after the
Treaty of Paris in 1898. During the Philippine-American War, that followed, the
American forces led by Brigadier General William Kobbe, landed in Legazpi, on the
beach now called Victory Village, and occupied the province. The Americans in
Albay established a civil government on April 26, 1901.
General Simeon Ola, with over a thousand men, continued to fight the
American forces and was the last to surrender to the Americans in 1903. Albay,
under the American rule, experienced peace and sustained economic progress.
World War II

The Philippines got involved in the Second World War through the United
States of America. After its attack of Pearl Harbor, Japanese Imperial Forces
occupied Legazpi on December 12, 1941. However, Bicol guerilla forces continued
to resist the Japanese forces until 1945, when the Allied Forces liberated the
country. The United States granted independence to the Philippines on 4 July 1946
via the Treaty of Manila.
Thus, Albay had been under the influence of the Spanish, American, and
Japanese colonial forces for 377 years, from 1569 to 1946. Traces of the culture of
these colonial periods are preserved to this day and have become interesting places
to visit. The melding of different cultures likewise enriched the native culture of the
Albayanos.

In Albay, tourists will find many remarkable places that were previously known

discovery. Partly due to its pristineness, the province was declared as a
Biosphere Reserve in UNESCO’s MAB Programme as it is the proud home of
approximately 462 flora and fauna species, 137 of which are endemic.
People are also one of its tourism assets. Albanyanos are resilient, gracious,

reconstruction with foreign tourists’ influx. It also built 320 kilometers of roads
to provide access to new and unique destinations such as the Cagsawa
Ruins, Quitinday Hills, falls, black sand beaches, Japanese caves, colonial
houses, historical landmarks to name a few.

There are two variants of the Bikol languages native to this island province:
Northern Catanduanes Bicolano and Southern Catanduanes Bicolano. The northern

letters "L" and "R" in the southern towns. In written form, the conventional mainland
language like Central Bikol is used. Filipino, by virtue of being officially taught in
schools and the affinity of most Bicolanos to it, is the second most common
