REGION 5

INTRODUCTION

Bicol, known formally as the Bicol Region or colloquially as Bicolandia, is an

administrative region of the Philippines, designated as Region V. Bicol comprises six
provinces, four on the Bicol Peninsula mainland (the southeastern end of Luzon) –
Albay, Camarines Norte, Camarines Sur, and Sorsogon – and the island provinces
of Catanduanes and Masbate.

The regional center is Legazpi City and has one Independent Component
City, the pilgrim city of Naga. The Lamon Bay bound the region to the north, the
Philippine Sea to the east, and the Sibuyan Sea and Ragay Gulf to the west. The
northernmost provinces, Camarines Norte and Camarines Sur, are bordered to the
west by the province of Quezon.

ALBAY PROVINCE

Albay is a province of the Philippines

located in the Bicol Region in Southeastern Luzon
Island. The name Bicol first came to be known as
the name of the biggest and longest river in the
region. The river comes from the outflow of lakes
and springs from the provinces of Albay,
Camarines Sur and Camarines Norte and form a
large stream that exits in the San Miguel Bay, off
the shores of Camarines Sur. The people of the
region are called Bikolanos and the language is called Bikol.

HISTORY AND CULTURAL ATTRIBUTES

The History

Long before the Spaniards arrived in 1569, Albay had a thriving civilization
and a rich culture. The land was fertile, lush vegetation covered the plains and the
mountains. The earth yielded minerals, including gold.

In July 1569, Luis Enriquez de Guzman, a member of the Spanish expedition

led by Legazpi, and the Augustinian Fray Alonso Jimenez landed in the southeastern
side of the region, in a town called Gibalong and travelled by land until they reached
the town of Camalig, now almost in the heart of Albay and at the foot of Mayon
Volcano. Catholicism was first introduced to the Bikolanos in 1569. The coming of
the Franciscans in 1578 started a systematic and sustained process of Catholic
conversion.

In 1572, Juan de Salcedo, in search of gold, penetrated the Bicol Peninsula

from the north and made it as far south as Libon, establishing the very first
settlement called Santiago de Libon. In 1574, the Spanish adventurers in Bikol
returned to Manila with over 4,000 ounces of gold. They believed they have found
the land of “El Dorado.”

In April 3, 1574 the place called “Baybayon” became an encomienda assigned

by Philippine Governor General Guido de Lavezaris to Juan Guerra. This place
would later be called “Baybay”, then “Al Baybay” and later shortened to “Albay.” The
development of Albay was largely the work of Jose Maria Peñaranda, the governor
of Albay from 1834 to 1843. His monument stands in a plaza bearing his name in
front of the Provincial Capital.

The American Colonial Period

When the war between Spain and the United States of America broke out in
1898, the sovereignty of the country was transferred to the United States after the
Treaty of Paris in 1898. During the Philippine-American War, that followed, the
American forces led by Brigadier General William Kobbe, landed in Legazpi, on the
beach now called Victory Village, and occupied the province. The Americans in
Albay established a civil government on April 26, 1901.

General Simeon Ola, with over a thousand men, continued to fight the
American forces and was the last to surrender to the Americans in 1903. Albay,
under the American rule, experienced peace and sustained economic progress.

World War II
Republic of the Philippines
PAMANTASAN NG LUNGSOD NG SAN PABLO

The Philippines got involved in the Second World War through the United
States of America. After its attack of Pearl Harbor, Japanese Imperial Forces
occupied Legazpi on December 12, 1941. However, Bicol guerilla forces continued
to resist the Japanese forces until 1945, when the Allied Forces liberated the
country. The United States granted independence to the Philippines on 4 July 1946
via the Treaty of Manila.

Thus, Albay had been under the influence of the Spanish, American, and
Japanese colonial forces for 377 years, from 1569 to 1946. Traces of the culture of
these colonial periods are preserved to this day and have become interesting places
to visit. The melding of different cultures likewise enriched the native culture of the
Albayanos.

The Language

Albay is home to several languages and host to different native languages of

Bicol Region. Out of seven Bikol languages (excluding the Bisakol languages, which
are Bisayan languages), only Pandan Bikol of northern Catanduanes is not used or
which the origin is not from Albay. The languages in the province are very diverse
which includes the languages of Albay Bikol group, which comprises the languages
of West Miraya, East Miraya, Libon and Buhinon. Of the four Albay Bikol languages,
Buhinon is the only one not used in Albay but rather in Buhi, Camarines Sur.

Rinconada Bikol is a minority language in the province and used by people in

barangays of Libon and Polangui that are near the boundary of Bato and Iriga in
Camarines Sur. Another primary language used in the province is Central Bikol,
which is the native-tongue of the population on the eastern coast of the Bicol
Peninsula. Both Albay Bikol languages and Rinconada Bikol are members of Inland
Bikol group of languages while Central Bikol is a language member of Coastal Bikol.
The Tabaco - Legazpi - Sorsogon dialect of Central Bikol is spoken in Legazpi,
Tabaco and neighboring municipalities on the east side of Albay, and some parts of
northern Sorsogon (especially in Sorsogon City). The majority of the inhabitants also
understand English and Filipino as second languages.

The Religion

Catholicism is the predominant religion in the province affiliated by 97% of the

Albay population. Each town has its own fiesta for their patrons and patrons. Other
religious denominations are the Iglesia ni Cristo (INC), other Protestant churches
such as the Baptist Church, Methodist, other Evangelical Christians, Seventh-day
Adventists, Mormons, Jehovah's Witnesses as well as Islam.

HISTORY AND CULTURAL ATTRIBUTES

The History

In 1570 two Augustinian friars, Alonzon Jiménez and Juan Orta, accompanied
by a certain captain, Enrique de Guzmán, reached Hibalong, a small fishing village
near the mouth of Ginangra River, and planted the cross and erected the first chapel
in Luzon. It was from this village that Ibalong, referring to the whole region, came to
be. Moving inland with a northwesterly direction they passed by the territory now

known as Pilar, before they reached Camalig, Albay. The establishment of the
Abucay-Catamlangan Mission later was ample proof of this.

The early towns established here were: Gibalon in 1570 (now sitio of
Magallanes); Casiguran – 1600; Bulusan – 1631; Pilar – 1635; Donsol – 1668;
Bacon – 1764; Gubat, Sorsogon, Juban and Matnog – 1800; Bulan – 1801; Castilla –
1827; Magallanes – 1860; Sorsogon – 1866 and Irosin – 1880. The province was
eventually separated from Albay on October 17, 1894 and adopted the name
Sorsogon. The town of Sorsogon was also selected as its capital.

On the 1935 Philippine Constitutional convention, Sorsogon had its own

delegates. They were Adolfo Grafilo, Francisco Arellano, José S. Reyes, and Mario
Gaurino. In 2000, Sorsogon City was created through the merging of the
municipalities of Bacon and Sorsogon.

The Language

The Bicol dialect predominates in Sorsogon as a language used by its people.

English and Tagalog-based National Language now commonly known as "Filipino"
are the official languages used in education and various forms of communications.
But Bicol as used in this province has some peculiarities. What is known as "Naga
Bicol" is used in written communications and generally understood as a spoken
language.

The Religion

Sorsogon is predominantly a Catholic province.

The Festivals and Celebrations

 Kasanggayahan Festival
The Kasanggayahan Festival, perhaps, is the largest celebration for the whole
province of Sorsogon. Celebrated during the month of October every year,
this festival is the commemoration of the declaration of Sorsogon as a
province. Before Sorsogon became a province in the Bicol region, it used to
be part of Albay, which is another province in the region. With the term
“kasanggayahan” meaning prosperity, the festival highlights the local products
including products from the pili tree and other agricultural products. The
Pantomina sa Tinampo is one of the features of the Kasanggayahan Festival
that makes it different from the other thanksgiving festivals in the country.
Pantomina sa Tinampo is a native regional dance, which is the dance of the
doves. This pantomime (pantomina) dance of love and courtship is done on
the streets (tinampo), because of which it was termed “Pantomina sa
Tinampo.”

 Holy Week Celebration

In addition to Christmas and the New Year, the commemoration of the
Passion of Jesus Christ is also one of the most anticipated celebrations in the
country. Although Christianity was brought to the Philippines by the Spanish
colonizers, the Filipinos were able to make the Holy Week Celebration a local
tradition through the incorporation of native practices and materials. In
Sorsogon, the locals come to the Cathedral of St. Peter and Saint Paul from
which they start a barefoot procession as they take the statue of Jesus to the
crucifixion. Apart from these festivals, each municipality and town in Sorsogon
celebrates their fiestas depending on the feast days of their patron saints.
This is another way to display the culture and the products of the place and to
thank God for their blessings.

ATTRACTIONS AND ACTIVITIES

Tourists Attractions
 Botong Twin Falls
Botong Twin Falls is situated in Osiao, Bacon
District of Sorsogon City. The falls are considered
one of the top eco-tourism spots in the city area.
The site is considered a natural wonder as it
features two waterfalls standing close to each other
but they give out two different watercolors.

 Dancalan Beach
It is nestled on the shoreline of Bulusan
Municipality. This beach is clean, wide, and has
gray/off-white colored sand. Dancalan can easily
get overlooked by tourists, but it is popular among
locals. Dancalan has a rustic look and feel. It
features pleasant countryside scenery. Just right in
front of this Sorsogon beach lies a vast rice field. Towering mountains in the
distance serve as a picturesque backdrop to Dancalan.

 San Bernardino Island

The island lies off the coast of Bulusan, Sorsogon,
and across the San Bernardino Strait. The island is
mostly undeveloped and has maintained its natural
beauty. San Bernardino has beautiful hills, a lush

HISTORY AND CULTURAL ATTRIBUTES

The History

In the early 1900s, Catanduanes was a sub-province of Ambos Camarines.

Later, it was a sub-province of Albay. It became an autonomous province in 1945.
Congressman Francisco Perfecto filed House Bill No. 301, which separated the
province from Albay; the bill was approved on September 26, 1945, and signed into
law by President Sergio Osmeña on October 24, 1945. Remigio Socito, previously
the Lieutenant Governor, was appointed the first Provincial Governor. When
elections were held in 1947, Alfonso V. Usero became the first elected Governor. On
April 15, 2022, President Rodrigo Duterte has signed the Republic Act No. 11700
declaring Catanduanes province as the Philippines Abaca Capital.

The Language

There are two variants of the Bikol languages native to this island province:
Northern Catanduanes Bicolano and Southern Catanduanes Bicolano. The northern
accent has a very pronounced letter "R" that becomes a diphthong of non-vowel
letters "L" and "R" in the southern towns. In written form, the conventional mainland
language like Central Bikol is used. Filipino, by virtue of being officially taught in
schools and the affinity of most Bicolanos to it, is the second most common
language and easily the most understood by most people. English is the normal
medium used in primary communications. The use of the Spanish as a local
language seems to have vanished after the turn of the early 21st century and so on.

Masbate has the oldest known settlements in the Philippines, being settled at
around 4000-3000 BC. The island is colonized in 1569 by Spaniards seeking its gold
mines and Masbate (then also named Masbat) served as a major waypoint for the
historic Manila-Acapulco galleons. Until it became its own province, Masbate was
part of Albay, and also Sorsogon, for a decade between 1908 and 1917 after being
ravaged by a typhoon.

The Language

The main language in Masbate is Masbatenyo (Minasbate, also spelled

Masbateño), a Visayan language with Bikol influence, and forms the so-called
Bisakol group. Hiligaynon and Cebuano are also spoken; the former being the native
language of residents at the southeastern part of Masbate Island.

About 91% of the population are members of the Catholic Church (Statistics

The Traditions and Beliefs

Close family ties and religiosity are important traits for survival in an island or
group of islands that lie in the typhoon path. A persisting traditional practice is the
pamalaye. Beliefs on god, the soul and the afterlife are strongly held by Masbateños.
Associated to these, there are annual rituals like the Bantigue Fiesta which draws
devotees of Saint Felomina from the Visayan provinces, pabasa, and Flores de
Mayo. Side by side with these are held beliefs that beings such as the kalag,
aswang, duwende, tawo sa dulom, and mambabarang who can influence human
lives for good or ill live around them in mounds of earth (including termite nests), old
trees, and on mountaintops. Even the religious believe in supernatural forces. Faith
healers and spirit mediums, who use herbs and massage to treat physical ailments,
are popular.
