Dear Colleague,
We are writing to express our support for the National Popular Vote Interstate Compact. This
nonpartisan election reform is based upon a simple, fundamental principle:
“The presidential candidate who receives the most votes in all 50 states should win.”
Let us be clear: The National Popular Vote Interstate Compact is not a partisan issue. The
compact does not abolish, alter, or amend the Electoral College. Those who claim otherwise are
either uninformed or deliberately politicizing this simple, logical nonpartisan reform that makes
every voter in every state relevant.
The compact uses the legitimate authority of state legislatures under Article II, Section 1 of the
United States Constitution to change the method used to select a state’s electors.
Today, Michigan utilizes a winner-take-all method that has no basis in either the state or federal
constitution. Further, this method was not prescribed by our Founding Fathers. In fact, Michigan
and the other states have used a variety of methods since the country’s first presidential election.
Throughout our respective political careers, we have seen Michigan’s status as a battleground
state rise and fall thanks to the ebb and flow of national partisan politics. By enacting the
compact, the Legislature ensures that the impact of each and every vote cast here in Michigan
equals that of any and all votes cast in every other state in presidential elections.
Importantly, this guarantees a truly national election to elect the president of the United States
and not the president of the battleground states.
For these reasons, we fully support and endorse Michigan’s enactment of the National Popular
Interstate Compact.
