Set B: Ano ang Stand Mo?

Possible issues regarding the welfare of the Children:

1. Anti-Palo Bill (“An Act Promoting Positive and Nonviolent Discipline, Protecting Children from Physical,
Humiliating of Degrading Acts as Form of Punishment and Appropriating Funds Therefore”)

 Prohibits corporal punishment and all other forms of humiliating or degrading punishment of
children in the home, schools, in institutions, in alternative care systems and in all other settings.

 The acts that will be prohibited by the bill include kicking, beating, and slapping and non-physical
forms of violence like embarrassing a child in public and cursing.

Reasons/Insights of the Author:

 to promote “positive and non-violent discipline”

 Corporal punishments shown to be significant factor in the development of violent behaviour, and it is
associated with other problems with childhood and in later life.

 Produces anger, resentment, and low self-esteem on children.

1.1. President Duterte vetoed the Anti-Palo Bill

 “I am gravely concerned that the bill goes much further than this as it would proscribe all
forms of corporate punishment, humiliating or not, including those done within the confines
of the family home. I do not share such an overly sweeping condemnation of the practice”

 “Responsible parents can and have administered corporal punishment in a self-restrained


manner, such that the children remember it not as “an act of hate or abuse” but “a loving act
of discipline that desires only to uphold their welfare.”

2. Lowering of the minimum age of criminal liability from 15 to 9 years old.

 The bill was brought about by the alarming increase in the number of criminal syndicates using minors to
carry out criminal acts based on recent news reports.

 Children must be “taught to understand responsibility”

 The original minimum age of criminal responsibility (MACR) in the Revised Penal Code was nine years
old.

 Children who commit criminal acts will not be put in jail but in reformative institutions (Bahay Pag-asa) to
correct their ways. They are not branded as criminals but children in conflict with law.

Points of the Opposition:


 Lowering the age of criminal responsibility is an act of violence against children.

 Most children who commits crimes are themselves victims, mostly because of poverty and exploitation by
adult crime syndicates.

 A 9-year old child has not yet even reached the age of puberty and their brains are not developed to
understand the consequences of actions.

 Oppositions call on the government and civil society to focus on strengthening the implementation of
Juvenile Justice Law instead of amending it.

Possible Issues regarding the Environment:

1. Risk Reduction Management as to Natural Disaster

 Geographically speaking our country is highly vulnerable to natural disasters, particularly in the form of
extreme weather events such as typhoons. (relate to the present weather/heavy rainfall brought by the
LPA)

Actions taken by the government specifically the Sangguniang Panlalawigan (during my term)

 The SP had drafted ordinances and resolutions to support and strengthen the resiliency in times of natural
calamities. Such as:

Ordinance creating two positions of Local Disaster Risk Reduction and Management Officers II.
(July 19, 2021)

Resolutions approving allocations of funds for the programs, projects and activities of the PDRRM
Council. (March 2020)

 Other personal insights/recommendations:

Encourage partnerships between LGU and Government Agencies in formulating plans and executing
programs to increase resiliency in times of natural disasters and calamities.

Example:
Partnership between DOST and the LGU of Sinacaban Misamis Occidental.

- The Department of Science and Technology Region X (DOST-X) sometime on April 2021
turned over a check amounting to Php 209,400 to the Local Government Unit of Sinacaban.

- This initiative is under the DOST-X's Community Empowerment through Science and
Technology (CEST).

- The turned-over fund will be used to acquire Automated Rain Gauges. DOST also provides
trainings to enhance the LGU’s DRRM plan.
Possible Issues regarding LGBTQ (Lesbian, Gay, Bisexual, Transgender & Queer)

1. Anti-discrimination

 There has been progress over the past twenty years in the legal landscape and in the evolution of
social opinions and attitudes related to an individual’s sexuality, gender identity, and gender
expression.  Nonetheless, members of the LGBTQ community still suffer pernicious and blatant
gender bias in all areas of public and private life.

(Ann’s suggestion):

o Acknowledge the significant contribution of the LGBTQ Community in every aspect, may it be in the entertainment industry,
economy, leadership skills. Etc.

o You can use as an example Atty. the fact nga ang office of the SP kay LGBTQ friendly, daghan employees from the SP kay member
sa LGBT and shows exemplary performance at work, you can further site nga 2 of your staffs kay LGBT member.

2. Same-Sex Marriage

Possible Issues regarding Education:

1. Resumption of Face-to-Face Classes

 Education Secretary Leonor Briones has ordered all Department of Education (DepEd) regional
directors to implement the resumption and expansion of limited face-to-face classes for both
public and private schools in Alert Level 2 areas.

Actions taken by the government specifically the Sangguniang Panlalawigan (during my term)

 The government’s earnest campaign for the vaccination program especially to the youth and children.
(Pinaka recent ang Pediatric Vaccination children ages 5 to 11 years old)

 The SP had drafted Resolution granting financial assistance (100,000.00) for the construction of hand
washing facilities at Mobod Integrated School in Oroquieta City. (January 10, 2022)

 SP supports the initiation/plans of the LGU regarding Nutrition Action Plans. The SP enacted
numerous resolutions approving such local plans. To name a few (pinaka recent):
 Resolution approving the Municipal Nutrition Action Plan, Programs and Projects of the
Municipalities of Jimenez, Bonifacio, and Aloran (February 21, 2022)

3. Mandatory Vaccination

 A bill seeking to make COVID-19 vaccination mandatory is pending at the House of


Representatives.
