FOR AND IN BEHALF OF THE BARANGAY GOVERNMENT OF , VALENCIA CITY, BUKIDNON TO ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE CITY GOVERNMENT OF VALENCIA, BUKIDNON REPRESENTED BY THE CITY MAYOR, HON. AZUCENA P. HUERVAS CONTAINING THE IMPLEMENTING GUIDELINES OF THE FINANCIAL AID TO BARANGAY AMOUNTING TO ONE MILLION TWO HUNDRED THOUSAND PESOS (PHP 1,200,000.00) PURSUANT TO THE PROVISIONS OF ORDINANCE NO. 13- 2022. WHEREAS, the Sangguniang Panlungsod enacted Ordinance No. 13-2022 amending the provisions of the Release and Utilization of Financial Aid to the Barangay Government in the amount of One Million Two Hundred Thousand Pesos (Php 1,200,000,00) to address the Audit Observation Memorandum (AOM) No. 2020-02 (2019) dated January 31, 2020 of the Commission on Audit (COA); WHEREAS, the Sangguniang Panlungsod passed Resolution No. 219-2022 Authorizing the City Mayor, Honorable Azucena P. Huervas for and in behalf the City Government of Valencia, Bukidnon to enter into a Memorandum of Agreement (MOA) with the thirty-one (31) Barangay Governments of Valencia City, Bukidnon, represented by their respective Punong Barangays containing the implementing Guidelines of the Financial Aid to Barangay amounting to One Million Two Hundred Thousand Pesos (Php 1,200,000.00) pursuant to the provisions of Ordinance No. 13-2022; WHEREAS, the terms of the MOA are intended to ensure the proper utilization of the financial aid, avoid wastage and misuse of government funds. The Guidelines of the MOA shall be as follows: 1. Eighty Percent (80%) of the fund shall be appropriated by the Barangay Government for purposes such as but not limited to capital outlay, social services, support to education, support to health, support to volunteers and barangay functionaries, in accordance with their Barangay Annual Investment Plan. 2, Twenty Percent (20%) of the fund shall be utilized for infrastructure projects. 3. No portion of the fund shall be used for trainings and travels. 4, The unexpended amount shall be returned by SECOND PARTY to the FIRST PARTY at the end of the year WHEREAS, the Release of the said fund shall abide with the following: 1. The Php 1,200,000.00 shall be released on a monthly basis but not later than five (5) days after receipt of the monthly National Tax Allotment (NTA) of the City. 2, The released amount shall be directly deposited to the bank account of the Barangay Government. 3.
