1. SCOPE AND PURPOSE

The purpose of this document is to design an initiative “Pelawan Beach Improvement” as a part of the Social
Initiatives for Local Communities in The West Pangke Village. This document represents the guidance for the
Sustainability in COMPANY to carry out the project.

QHSE&S Quality, Health, Safety, Environment and Sustainability

Social Initiatives All actions, projects, plans and contributions implemented in areas
where Saipem operates, with aim of creating and maintaining a good
relationship with local, regional and national stakeholders and
generating a positive socio-economic impact on the host community.

Stakeholders Specific people or group who have a stake in the outcome of the
company project. Stakeholders can be from within the company and
could include internal clients, management, etc. A project may also
have external stakeholders, including suppliers, clients, and local
authorities.

Local Community Public community of Karimun Regency

SUBCONTRACTOR Organization / Entities employed by the COMPANY (or any other Saipem
entities, if this is the case) to perform works or to provide services or goods
incorporated to the works under a formal Subcontract, in connection with
the needs of the COMPANY for the requirements in part or whole.

4. SCOPE OF WORK DESCRIPTION

4.1. GENERAL REQUIREMENTS

It is SUBCONTRACTOR’S responsibility to perform the works in accordance with the requirements
given in this scope of work and associated documents.
It is fully SUBCONTRACTOR’S responsibility to obtain all necessary permits from pertinent Local Authority to
work inside the Pelawan Beach, West Pangke Village and to obtain all necessary licenses and permits
necessary to be in compliance with the Republic of Indonesia laws and regulations.
SUBCONTRACTOR shall obtain permission from the relevant authorities before entering the location.
SUBCONTRACTOR must fulfill the HSE requirements form (attachment No. 03) and COMPANY reserves the
right to conduct quality, health, safety and environmental inspection at the work-place prior to and/or during
the work.
The SUBCONTRACTOR shall be responsible for ensuring that the goods and services supplied are
meeting all applicable international and national standards, regulations of health, safety and environmental
issues.
The SUBCONTRACTOR shall adhere to local and statutory regulations in respect to personnel safety
and all SUBCONTRACTOR personnel shall hold appropriate qualifications in compliance with the Republic of
Indonesia legislations.
The SUBCONTRACTOR shall comply with the Quality requirements indicated in the referenced
Quality Specification “Quality Requirements for Vendor/Subcontractors – Low Criticality” (doc.no. SPC-COR-
QUAL-001-E)
Prior to the commencement of work, SUBCONTRACTOR’S fully comprehensive working procedures intended
for these works shall be submitted to COMPANY for approval.
A full reporting/recording system shall be issued and maintained by SUBCONTRACTOR and shall promptly
log the day to day activities and submitted to COMPANY.
The SUBCONTRACTOR shall be responsible for all inspection and quality control functions necessary
to achieve the standards in accordance with this Scope of Work.
SUBCONTRACTOR shall confine his work operations from the common areas and the working area shall be
made safe by suitable barricades/temporary fences (as required) and signs.

4.2. DESCRIPTION OF WORK TO BE DONE

SUBCONTRACTOR shall be responsible for Pelawan Beach Improvement (Attachment 01) as per
the detailed description of work attached to this SOW (attachment No.02).
Unless specifically excluded in the contract, SUBCONTRACTOR Scope Of Work shall include but not limited
to the following:

The provision of all temporary facilities, protection, equipment consumables, labor and documentation
necessary to complete the work in accordance with the requirements detailed in this Scope of Work and
associated documents;
SUBCONTRACTOR’S SOW referred herein are all inclusive for Pelawan Beach Improvement in all
respects. Such works shall include all the required activities, such as but not limited to all demolitions (if any),
reinstatements, land clearing, earthworks, reinforced and non-reinforced concrete works, plastering, painting,
ceramic tiling works for flooring and wall, roofing, etc.
SUBCONTRACTOR shall be responsible for supply of all materials required for completion of these
works. The SOW shall also include for all material, labor, equipment, supervision, management, overheads,
profits, all taxes, duties, insurances, etc. complete for carrying out the works in the complete satisfaction of
COMPANY. SUBCONTRACTOR’S prices shall be fixed and firm for completing the activities required by the
Scope of Works and the Contract documents.
SUB-CONTRACTOR shall be aware that the works are to be carried out in a live complex (public
place) and utmost care to be taken to ensure the safety and security of the children and people in the vicinity.
SUBCONTRACTOR shall not damage any existing facilities and/or structures adjacent to its works location
and any other properties of the complex. In case of an unfortunate incident of damaging any facilities and/or
structures and/or properties, SUBCONTRACTOR shall reinstate and/or replace such damaged item and/or
property and/or facility and/or structure to its original condition at SUBCONTRACTOR’S cost and care.
SUBCONTRACTOR shall not be entitled for any compensation against reinstatement of such damaged
properties. Should SUBCONTRACTOR fail to reinstate such damaged facilities and/or structure, SIKB
reserves its right to engage a suitable third party for rectifying the damages caused by the SUBCONTRACTOR
and all costs associated therewith will be deducted from any payments due to SUBCONTRACTOR.
SUBCONTRACTOR will not be entitled for any variations, unless a variation is issued by COMPANY
in writing. Any additional SUBCONTRACTOR shall be responsible to complete all the associated works in the
stipulated timeframe. In case of any failure from SUBCONTRACTOR in completing and handing over the
works in stipulated time frame, COMPANY reserves it rights to find another suitable third party to complete the
works and all associated costs will be back-charged to SUBCONTRACTOR and deducted from the payments
due to SUBCONTRACTOR. No claims in whatsoever reasons in this regard will be accepted by COMPANY.

4.3. SCHEDULE OF WORK

The schedule of work execution will be approximately:
1. Instagram able Monument (Year 2019) From : 01/11/2019 To: 31/12/2019

2. Beach Security Gate (Year 2020) From : 01/02/2020 To: 30/04/2020

3. Parking Area Arrangement (Year 2021) From : 01/02/2021 To: 30/06/2021

4.4. BREAKDOWN OF PRICES

The SUBCONTRACTOR’S prices shall be all inclusive for the successful completion of the SOW in all
aspects and no other costs will be compensated to SUBCONTRACTOR in any circumstances.
The SUBCONTRACTOR shall prepare its bids as below indicated:
- All-inclusive Lump-sum price for Instagram able Monument construction and inauguration
- All-inclusive Lump-sum price for Beach Security Gate and Post
- All-inclusive Lump-sum price for Parking Area Arrangement

4.5. WARRANTY

Materials: SUBCONTRACTOR shall provide 18 months warranty for the material to be delivered.
In addition, SUBCONTRACTOR shall provide a 1-year warranty for construction and installation works starting
from the handing over of the works.

4.6.3. Attachment 03.

Technical Specification of Signs

4.6.3.1. Leaf signs
a. Leaf signs made of aluminum with a minimum thickness of 2 mm;
b. Leaf signs should be grooves on the edges / sides to the amplifier;
c. On the surface of the rear leaf signs painted with black color with a spiked year of manufacture are
painted with white;
d. Leaf material using a reflective sheeting signs minimum grade engineering types that have properties in
accordance with the standards retroreflective standard;
e. The process of coloring signs with reflective paint to use screen printing (screen printing);
f. Attachment of reflective sheeting on signs using the leaf vacuum machine applicator or by hand;
g. The surface of the front of the sign shall bear the logo of Transportation with a diameter of no more than
6 cm;
h. The shape and size of signs
1. Form of signs adapted to the Decree of the Minister of Transportation No. KM 61 of 1993;
2. The size of signs to use the size of 60 cm and for the symbol size, numbers and letters or something
in between adjusted with a scale comparable to the size of signs.
i. Basic colors used in the manufacture of signs is a color that coordinates with the Decree of the Minister
of Transportation No. KM 61 of 1993 namely:
1. Yellow warning sign with a symbol or text in black.
2. Prohibition signs are white with a red symbol or writing.
3. Beacon command symbol or blue with white writing and red for oblique lines as the deadline for
orders.
4. a) Signs hint that states where public facilities boundaries of an area, the road situation and sign the
form of words and declared a special place with a blue base color.
b) Signs hint predecessor majors and majors confirmation signs stating directions to achieve the
objectives include city, county / region, and signs stating the street name is expressed with a green
base color with a symbol and white or color paper.

4.6.3.2. Pole signs

a. The pole sign is made using a minimum diameter galvanized iron pipe 40 mm (1.5 ") with a minimum
thickness of 2.8 mm with a length of 300 cm.
b. Pole signs should use iron pipe intact (not connected).
c. Hole upper pole signs must be covered with iron plate or similar material so that water cannot enter into
the pipe sign.
d. Signs that use a single pole, using iron strips sign order a minimum size of 4.0 x 30 mm are welded on
a pole signs and signs that use two poles, angle steel frame sign wear a minimum size of 3 x 30 x 30
mm are welded on the pipe pole signs the cross.
e. Lower anchor consists of at least 2 anchor brackets using 3 x 30 x 30 mm are welded on the pipe pole
sign with a cross.

Installation of Signs
1. The bottom of the excavation of pavement were a mixture of cement and sand mortar premises thickness
of 10 cm.
2. The size of the foundation of each pole, respectively:
a. Upper side: 25 cm
b. Bottom side: 40 cm
c. Depth: 60 cm
Established by the board to frames
3. Concrete foundation is made from a mixture of cement sand, gravel / split in the ratio 1:2:3
