DELTA LPG ENTERPRISES will reach new horizons by proactively focusing on leadership, capacity
building, infrastructure, quality and innovation initiatives. Delta LPG Enterprises will identify high
impact areas aligned with the overall vision and mission. We will set goals, define objectives and set
actionable plans to achieve them. Serving as a roadmap charting the course for the next years, the
strategic plan will guide decisions, influence behaviors and inspire confidence in the mission of our
organization. The following are the overall objectives guiding our strategic direction:

1. Define the mission, vision and values of Delta LPG Enterprises.

2. Identify the service areas and define the commitment to service levels Delta LPG Enterprises will
provide to its customers.

3. Set strategic goals and define clear objectives based on their impact and alignment to take our
organization to a significantly higher level of performance.

4. Outline a strategic plan with specific actions, resources, and milestones required to achieve our
goals and objectives.

5. Communicate a clear path forward that inspires people to ascend to the next level.

1.1 Purpose

This Training Plan establishes procedures to plan, develop, implement, and maintain the
training program and curriculum for employees of Delta LPG Enterprises. The following
objectives have been established for this plan:

▪ Increase employees’ level of awareness and individual’s skill in one or more areas of
expertise.
▪ Increase employees’ motivation to perform their job well and increase overall
productivity and performance.
▪ Reduce employee turnover.

1.2 Scope

1.2.1 Planning Principles

Various scenarios were considered to form a basis for the plan, and multiple assumptions
were made. The applicability of the plan is predicated on:

▪ The objective to establish the sectional responsibility, identification of training needs,


implementation, evaluation, and recording of training of the employees of Delta LPG
Enterprises.

1.2.2 Assumptions

This section identifies the statements believed to be true and from which a conclusion was
drawn to define this plan.

▪ The LPG Industry is a developing industry honed on the blueprint of Philippine Energy
Development Plan.
▪ The recent enactment of legislative measures regulating LPG operation and safety
requires intensive manpower and their relevant skills, knowledge and practical
training.
▪ Continuous learning is essential to upgrade skills and knowledge, inspire and motivate
employees, and develop their performance.

1.2.3 Constraints

This section identifies any limitation that must be taken into consideration regarding the
content of this plan.

▪ No available training organizations that can cater the required training, or schedule
of available trainings are not in line with the Company’s training timeline.
▪ Budgetary requirement of the training is not within the allocated budget due to
budget and other financial constraints.

2.1 The HR Officer shall ensure comprehensive implementation of the provisions stipulated
in this procedure. He / She shall also be responsible for analyzing training needs of the
organization, as duly endorsed by Section Heads, and shall ensure strategic implementation
of the trainings.

2.2 All Section Heads shall be responsible for identifying their respective personnel training
needs and implement the same and shall always coordinate to Human Resource Section.

2.3 The Plant Manager shall be responsible for the final review and approval of the Annual
Training Plan.

3.1 Prerequisite Skills

3.1.1 Soft Skills

▪ Communication Skills – Employees are expected to have average written and verbal
skills that is important in daily conversation with the management, fellow employees
and customers.
▪ Teamwork – Teamwork skills enable employees work well with others. Employees
with strong teamwork skills demonstrate leadership, collaboration, and good
communication.
▪ Problem Solving – Problem-solving skills help employee determine why an issue is
happening and how to resolve that issue.

3.1.2 Technical Skills

▪ Computer Literacy – Computer literacy is the ability to efficiently use computers and
modern technology. Computer literacy includes basic computer typing, email and
communication systems, social media management, Microsoft Office and digital
libraries.
▪ Machine Operation and Troubleshooting – Delta LPG Enterprises has numerous
machine and equipment for its operation. It is therefore necessary to keep highly
skilled, experienced maintenance personnel.

3.3 Training Time Frame

Training time frame is from January to December, annually.

3.4 Expectations

▪ Training content should stay focused on an area that is generally applicable to a


trainee’s role or their team.

▪ Training should not take more time than is necessary. Training content should not be
too repetitive or rudimentary.
▪ Trainers are expected to be helpful and empathetic. They are expected to answer
questions that our employee will raise.
▪ Training content will be engaging and collaborative. Delivering information to trainees
is just half of the equation, and the best way to help embed that information is
through practical tasks, discussions with peers, and more.
▪ Training content will be easy to understand to increase retention and more likely to
result in a positive experience that participants regard as being worth their time.

3.5 Evaluation Criteria

Employee shall accomplish the Training Evaluation Form (FO-HRD-04) after attending a
training. This form outlines the satisfaction criteria including relevance of the training,
achievement of the training objectives, conduciveness of training environment, training
materials, time allocation, along with others.

3.6 Success Factors

▪ Align team training objectives and aims with organizational goals


▪ Provide organizational support for the team training initiative
▪ Get a highly reputable training organizations and mentors
▪ Prepare the environment and trainees for team training
▪ Determine required resources and time commitment

3.7 Success Indicators

▪ Job role competency rate which tracks the competency progress of employee in his
team or department. This is a great way to track employees’ progress as they develop
their job skills. It is also a good way to identify employees who are fully competent
on a job role if your facility cross-trains people on multiple job roles and need to
identify a worker who can be transferred to a different position to cover for someone
who is absent.

4.1 Training Sources

4.1.1 In-house Training

The Plant Manager and HR Officer shall develop regular refresher course about LPG Safety
and Health, LPG Cylinder Inspection and other relevant short courses.

4.1.2 External Agency

The HR Officer shall outsourced external training agencies and organizations that can cater
developmental trainings that cannot be provided internally or in-house. The HR Officer shall
ensure that the external provider is highly reputable in their field. With this, the HR Officer
shall secure from the external provider a company profile, trainer’s profile and training
curriculum.

4.2 Delivery Method

4.2.1 Face-to-Face Training

The employee is required to travel from Office to training venue, travel expenses of which
shall be shouldered by the Company.

4.2.2 Online Training

If the mode of training is via online, the employee shall be provided with technological device
such as laptop or desktop computers, strong internet connection, and conducive training
location.

4.3 Dependencies and Limitations

4.3.1 Training Dependencies

▪ The training is based on the work requirements and are identified based on regular
assessment of performance. The training needs shall be specified on the Performance
Evaluation Form (FO-HRD-07).
▪ Training needs are identified through comparing the current abilities of employees
and the new requirements of the work.
▪ Training needs are identified based on the introduction of new technologies.
▪ Training needs are identified based on certain standards of the industry as mandated
by Department of Energy (DOE), the Department of Trade and Industry (DTI), the
Department of Labor and Employment (DOLE) and other relevant governing agencies.

4.3.2 Training Limitations

▪ No available training organizations that can cater the required training.


▪ Budgetary requirement of the training is not within the allocated budget due to
budget and other financial constraints.
▪ Employees are lacking prerequisites for the training.

5.1 Materials

Training modules shall be provided to employees, either in-house or external training, to serve
as their learning and review reference. If training is provided by external training organizations,
they shall be required to provide modules and / or copy of the presentations if the training is
held face-to-face.
