Dear Septimiu,

Thank you for the discussion on costing earlier yesterday.

As a follow up to the question raised by the Romanian authorities on the payment of employees and
consultancy services from the Recovery and Resilience Facility, in the first instance, I would like to refer
you to the reply to Question No. 34 on the Q&A wiki of the RRF.

In addition, please note the following:

1. as a rule, the compensation (salaries or top-ups) of public employees working in the Member
States’ administration on the preparation or implementation of reforms/investments covered by
the RRF should not be included in the RRP, as they are recurrent in nature.
2. in duly justified cases (e.g. need for specific expertise), hiring non-permanent personal for a
fixed term up to the implementation period of the RRP may be financed to the extent that these
cases remain the exception, they are limited overall and a plausible explanation is provided on
why these temporary staff/costs are indispensable for the implementation of related reforms
and investments.
3. consultancy services/project management and technical support may be included in the cost
estimate as long as these costs are necessary, duly justified, form an integral part of a specific
investment or reform and are directly related and essential to its implementation. Member
States can also request technical support under the Technical Support Instrument to implement
the Recovery and Resilience Plans.
